ROM Special Reports

What are ROM Special reports?

ROM special reports (SR) are produced by the ROM contractors. They analyse a group of ROM outputs by topic, sector, geographic area, providing an overview of the quality of the interventions monitored, outlining major trends and challenges. Furthermore, they identify lessons learned and put forward recommendations for further interventions. Special reports are usually prepared in response to a request by European Union Delegations, by geographical coordinators or by thematic units.

In 2012,a study has been produced on the Special Reports produced by ROM contractors in the period 2005 to 2011. The objective of this assignment was to identify the different SR prepared by the different ROM contractors and to better understand the relevance, use and global quality of the SRs produced.

 A total number of 121 SRs has been identified and made available in the group library. They have been organised under 4 main categories:

  • Multi-country programme SRs  deal with the information about an intervention with regional coverage, e.g. EUROMED, SMAP, EUROSOLAR, and ALINVEST. They aggregate the information of monitoring reports/exercises undertaken at country level.  Furthermore, additional information may be collected with EC Headquarter (HQ), Technical Assistance (TA) providers and other relevant stakeholders.
  • Country SRs  are reports that provide a synthesis of monitored EU funded projects in a country. They usually look at all interventions monitored during a calendar year. However, in a few cases also results of monitoring undertaken during a period longer or shorter than one year were used for the preparation of a country Special Report.
  • Thematic/Sector SRs aggregate the information of the interventions in a specific sector (e.g. local development) or of a specific theme (migration, health, and environment, social cohesion) at the country or regional level. Some of the thematic reports comprise a summary of lessons learnt and examples of good or bad performance in a specific thematic area.   
  • Other SRs contains the other type of reports as analysis of how monitored projects contribute to the achievement of MDGs in a specific country or region, lessons learned compendium, analysis by implementing partners, etc.
