We always talk about the importance of the context. But how do you analyse the drivers and constraints, and map – with some specificity – the actors and their interests?
Capacity Development most likely creates winners and losers. And there may well be informal aspects of why and how things work that may make or break Capacity Development initiatives. Ignoring them is likely to lead to wasted efforts.
There is another tool from the Toolkit for Capacity Development that helps to come to grips with the factors and actors that may drive or constrain capacity development. And while the Toolkit was developed with Capacity Development in mind, it can be applied more broadly.
The tool has three parts: A matrix for Institutional and Political Economy Context Scanning; an Actor Assessment Matrix; and a graphical “Circle of Influence” that can display the relative interests and weights of actors.
An event dedicated to the Toolkit presentation and to an in depth discussion on Capacity Development based on practical experiences and cases, is going to take place in Brussels on the morning of the 29th June 2010. The conclusions of the event, whose participation is limited to EC staff, will be posted on Capacity4dev.
