This handbook has been designed for EU Delegation staff in Sub-Saharan Africa to help them to better address governance issues in the Transport sector.

This guide is divided into two volumes : The first one describes the concepts and methodology and the second regroup the different tools developed for the method.

Even if this methodology has been specifically developed for the transport sector, the approach and many of the proposed concepts can be extrapolated to other sectors.
