  3. Bringing Technical Cooperation Down to Earth in Manila

    Over five days in May, the TC reform was presented, discussed, and brought "down to earth" in Manila in the Philippines. The EC Delegation had organised this first flexible learning and coaching process in close dialogue with the Brussels-based reform task team.

  4. Moving to Government-Managed Technical Assistance

    In the present phase of EC support to the health sector in the Philippines, the commission contracts TA personnel. This will change in 2011 when the government will take charge of recruitment and management of TA. The radical reform of TA delivery, proposed by government and welcomed by the delegation, poses a huge challenge to both parties who have to turn agreed reform principles into practice.

  5. Technical Assistants as Scouts for Donors – A Legitimate Function?

    Donors are particularly concerned about three issues: 1) Will we get the agreed results? 2) Can we spend the amount of money we intended to spend? and 3) Will they be spent effectively and efficiently? Technical assistance is a classical way of minimising uncertainty and risks relating to these issues.

    Rwanda has broken the mould and shown that a partner country can take the lead in assessing the quality of its governance, producing a Joint Governance Assessment Report in September 2008. In the process, the Rwandan government consulted with multiple donors, attracted qualified consultants, designed a methodology, ignored or integrated existing global and domestically produced assessments and indicators and cooperated and discussed with multiple state and non-state actors

  11. Getting Capacity Assessment Right

    It may seem straightforward to prepare Terms of Reference for an assessment of the capacity of an organisation or a group of organisations. But actually it is not that simple. Good TOR must, among other things, provide clear indications of why the assessment is made, who will make it and how and when they'll do this.
