Heritage Foundations’s Network project

1. Introduction
This Euro-ACP Network project is currently being developed. It is therefore a "participatory" project that will be presented at the next joint Call by the ACP Secretariat and the EC. Call following the current ACP Culture + program with a foreseen amount of € 40 million.

2. Objectives
1. Exchange of experiences and identification of ways for cooperation between our institutions. Given the disparity between the experience of the institutions, some of them being emerging and others centenarians, this model of functioning has been preferred to the dominant model of hierarchical system to migrate to a collaborative model.
2. Organization of training courses for artists and artisans as well as exchanges of artists "in residences"
3. Raising awareness among young people of the tangible and intangible heritage
4. Integrate technology into information and user-friendliness tools and sustainable development objectives

5. Representing member institutions at the international level

6. Diffusion: Seminar, colloquium, conference ...
3. Resources
A) Co-financing by the European Development Fund (EDF)
The intra-ACP strategy of the 11th EDF foresees the implementation of a new program to support the contribution of cultural industries to the socio-economic development of the ACP countries. With an indicative budget of € 40 million, it will aim to increase the economic income linked to the creative industries as well as to enhance the ACP cultures. It is therefore crucial to continue to support the production of ACP goods and services, in particular the production of images, one of the most effective tools in the service of cultural diversity.

ANNEX 1
Definitions
For the purposes of this Convention,
1. The “intangible cultural heritage” means the practices, representations, expressions, knowledge, skills – as well as the instruments, objects, artefacts and cultural spaces associated therewith – that communities, groups and, in some cases, individuals recognize as part of their cultural heritage. This intangible cultural heritage, transmitted from generation to generation, is constantly recreated by communities and groups in response to their environment, their interaction with nature and their history, and provides them with a sense of identity and continuity, thus promoting respect for cultural diversity and human creativity. For the purposes of this Convention, consideration will be given solely to such intangible cultural heritage as is compatible with existing international human rights instruments, as well as with the requirements of mutual respect among communities, groups and individuals, and of sustainable development.
2. The “intangible cultural heritage”, as defined in paragraph 1 above, is manifested inter alia in the following domains:
(a) oral traditions and expressions, including language as a vehicle of the intangible cultural heritage;
(b) performing arts;
(c) social practices, rituals and festive events;
(d) knowledge and practices concerning nature and the universe;
(e) traditional craftsmanship.
3. “Safeguarding” means measures aimed at ensuring the viability of the intangible cultural heritage, including the identification, documentation, research, preservation, protection, promotion, enhancement, transmission, particularly through formal and non-formal education, as well as the revitalization of the various aspects of such heritage.
