The intensity and the number of attacks against cultural heritage has
increased significantly in recent years. Persecution of individuals for
cultural or religious reasons, combined with the systematic destruction of
their cultural heritage, marked the emergence of a form of cultural cleansing
that is unprecedented in recent history. The targeting of cultural diversity
has become a key aspect of the humanitarian and security challenges in the
regions concerned. The protection of cultural diversity can contribute to
restoring social cohesion and to opening prospects to resolve crises,
particularly in protracted conflict situations. Respect for cultural
diversity is also essential for reconciliation, national dialogue and
reconstruction. The rehabilitation of heritage, the practicing of traditions,
but also the strengthening of cohesion through an inclusive social fabric
that is respectful of cultural diversity, can contribute to the restoration
of security and peace.

To discuss how this vision can strengthen conflict prevention and crisis
management policies, *UNESCO *is organizing *a High-level meeting and
technical conference*, in partnership with *the European Union*, and with the
support from *the Government of Flanders*.

The one day seminar "/Urban Development and Culture for Social Inclusion in
Latin America/" will bring together government representatives, urban
planners, artists, private sector exponents, local community and civil
society organizations from both the EU and Latin America to discuss and share
ideas, needs, experiences and knowledge on the essential role of culture and
creativity in urban inclusive management.

The European Culture Forum gathered a large number of the sector's key
players globally to raise the profile of European cultural cooperation and to
debate on EU culture policy and initiatives in Brussels on 19-20 April. The
flash session on "Culture & Development" filled the room, attracting close to
100 participants. Aida Liha Matejicek, Head of Unit DEVCO/B4, exchanged with
the audience on the role of culture in development cooperation and shared
DEVCO's experience e.g. of supporting creative industries as vectors of
economic growth and of successfully using culture as a reconciliation tool in
sensitive environments.

The timing of the Culture Forum coincides with the finalization of a joint
EEAS/EC Communication on a EU Strategy for Culture in International
Relations, scheduled to be adopted in late spring.
