Objectives of the course

The EU has a leading role in the fight against climate change and, consequently, the implementation of the Paris Agreement. The Paris Agreement sets out a global action plan to limit global warming to 1.5°C, at the very least well below 2°C. Over the last years, the focus of international climate action has shifted towards implementation: climate change mitigation and adaptation action established by countries and described in Nationally Determined Contributions (NDC).

NDCs are plans that allow countries to access climate finance based on costed measures that are then followed up through a monitoring framework: Monitoring, Reporting and Verification (MRV). The entire architecture of climate agreements, targets, climate action, monitoring and reporting has a certain complexity, and opportunities for EU delegations are not always clear.

This webinar aims at presenting the what and the how of NDCs and MRVs, as well as the role that Headquarters and the delegations can play to strengthen and accelerate climate action through technical assistance and targeted investment. 

The specific objectives of this Webinar are:

  • The participants gain a basic understanding of international framework on climate change, its architecture, and instruments, as well as the role of NDCs and MRV in this framework and the links with National adaptation plans, and Disaster risk reduction strategies/Sendai Framework;
  • They understand the importance of transparent and accurate MRV of countries’ mitigation and adaptation status, plans and associated climate finance;
  • Participants can access and gain insights of NDCs or MRVs, have knowledge on the current state of affairs with NDCs and how to translate this information into a coherent EU climate action.

Content

The webinar will cover:  

  1. The UNFCCC: Brief history, structure, principles, instruments and current state of play.
  2. NDCs: role of NDCs, global portrait, NDC design, implementation and reporting.
  3. MRV: importance, principles, difference between mitigation (GHG accounting) and adaptation reporting, inventories, reporting cycles, global stocktake
  4. NDC and MRV: Implications for EU actors (Delegations, Geo-Units, headquarters)
  5. Examples of specific climate action measures supported through EU actions and instruments
