Good governance and policy-making responsibility play an important role throughout the emergency management cycle – from preparedness and readiness to response to eventual evidence-based recovery from COVID-19. Proper management of healthcare waste needs to be based on the waste hierarchy/3R principles and consider integrated and/or holistic management, starting from source segregation, storage, collection/transport, treatment and final disposal. Although most governments have made some efforts to improve the situation, findings show they are inadequate to manage even the healthcare waste that is generated in normal times.

See UNEP's "Waste Management during the COVID-19 Pandemic: from response to recovery"  and table on page 10 for some more information on the topic.
