1. Project environment:
Jablanica district is located in the south-eastern part of Serbia and covers an area of 2769km2. The administrative seat is the City of Leskovac, which covers an area of 1025 km2 and is one of the largest municipalities in the Republic of Serbia. City of Leskovac has 144 settlements, and three of them are urban. According to the latest census, the municipality is inhabited by approximately 162,000 people while in the city lives a little less than 65,000 people. Regarding ethnic or national origin the majority consists of Serbs, Roma and Albanians while other minorities are present in very small percentage. In terms of religion the greatest number of people confess Orthodox faith while on the second and third place are Protestants and members of the Islamic religion. According to data from 2008 in Leskovac operates 800 small and medium enterprises, 4200 private shops and 23 privatized SOEs. The data also shows that in our city lives 54,000 citizens who are capable to work, that number of employees is 33,000 but that their personal incomes are among the lowest in Serbia.
As for the youth, they "belong” to City’s department for social affairs. This department has created office for youth (on the initiative of Ministry for youth and sport) whose mission is to create a connection between youth and institutions. Systematic care of the young people is lead by civil society organizations. Except “Educational Centre” we can mention NGO "Resource Centre", NGO "People's Parliament" and the Union of secondary school students councils, an informal group that gathers and represents high school students at local and regional level.
Our organization has it’s own space, 190m2 and it’s fully technically equipped. We have a network of 13 personal computers, all necessary office and presentation equipment. Volunteer will have access to all resources of organization, including personal computer, which will, we believe, facilitate the time which he or she spends in the organization.
For the accommodation of the volunteers we are planning to rent a small apartment or single/double room with the usage of kitchen and bathroom if renting prices become very high. As it concerns food arrangements it is possible to monthly pay for vouchers for all three meals in official students’ kitchen in Leskovac. The other possibility is that volunteer prepares food by him or herself. Leskovac is a small city and has no well organized bus or train transport, but using of taxi services isn’t so expensive, so volunteer can have an fixed amount per month for those services.
As for the spending of quality leisure time our city offers a lot of possibilities. Volunteer will, in accordance with his/her interest, be able to visit National theatre, cinema, museum, indoor swimming pool and other cultural and entertainment events that are often organized. Night life is also very good. We have several night clubs and discos who play different kind of music (house, rock, pop, metal...)
2. Proposed activities for EVS volunteers:
The first steps for a volunteer are getting to know with the hosting organization, the colleagues and different target groups. Other important point of the integration is to introduce the volunteers to the everyday tasks and activities: photocopying and assisting in office work, helping in the preparation of projects, designing, folding and sending promotion material, presenting projects in the organization, helping with non-formal education projects, daily office activities etc. Volunteer will be offered Serbian language course in order to integrate better in the local community. We will also provide, in addition to compulsory language course, trainings on different topics, aimed at personal and professional development: project management cycle, managing conflicts and differences, communication skills and teamwork. We give volunteers the opportunity to learn as much as possible by themselves, and also about themselves. This project gives the great opportunity to learn by doing in a new environment. Volunteers will receive support from the mentor and/or coordinator, or any kind of persons which is disposed to help them.
As the youth component of organization is dealing with issues of democracy, anti discrimination, volunteerism, youth initiatives, secondary school students’ organizations capacity building, exchange of knowledge and experience the volunteer will be involved in preparation and implementation, according to his/her own interests, of workshops on different subjects (EVS and Youth exchange promotion, forum theatre, living library, communication, team building, project planning, activity planning etc), conferences (national and international youth gatherings), summer/winter camps (national or international), preparation and distribution of promotional material and informative activities. We also expect from the volunteer to give us inputs how they work in their country so we can improve from each others. This must be two way learning process. The volunteer, as an activist in the organization, can take an active participation in local community, initiate and engage new projects with the youth. The volunteer is an additional force which can be used in animation for youth movement in local community. We expect that the volunteers will then transfer this knowledge toward Europe, and with that we hope that we will initiate a rupture of prejudice about Serbia.
Working ours of Educational centre are from 9 PM to 5 AM on working days, but there are planty of voluntary activities during the weekends. Because of its voluntary caracter the working time and acitivities aren’t obligatory for the volunteer so we espect from the volunteer to spend not less than 4 hours working per day. The volunteer will have no more than 30 hours weekly for implementation of the activities, and the schedule will be negotiated in the end of each week. Regarding the fact that frequency of the activities is changing on weekly basis we will organize weekly schedules with the volunteer in order to improve the efficiency of the EVS. Volunteer will have 15 days of holiday per six months of service. The time of holiday will be agreed with the volunteer.
3. Volunteer profiles and recruitment process:
Educational Centre is open organization and has no criteria in terms of knowledge, skills and competencies that a volunteer should possess. However, in order to facilitate the daily communication with other volunteers, mentor and other employees of the organization we expect from volunteer that he speaks English on basic level and that he/she has basic computer skills. What a volunteer can expect from an organization is described in the previous question until we as an organization expect from volunteer to exchange experience he has with us including examples of good practice. We also expect that through common dialogue we find solutions for problems which volunteer faced in his work or he might face in the future.
Educational Centre, as a hosting organization, will ensure transparency in the selection of volunteers through promotion of a possibility to host volunteers, using the Internet and social networks. Since the sending organization plays an important role in the selection of volunteers, our role there is not very large. What we will certainly seek form the hosting organization is to send information about opportunity for volunteering in our organization, to her volunteers and users in order to make the process as democratic and transparent as possible. On this way they can choose the best candidate and not the one who first (or only) sent the application.
As for the organizations with which we would like to cooperate that would be an organization that has years of experience in work with young people, which has a large number of volunteers and/or users and which therefore has the enough capacity to implement a project such EVS is. What we certainly expect from organizations with which we cooperate is to ensure transparency in the selection, and this will be one of the key criteria for the possible continuation of cooperation.
4. Number of volunteers hosted:
In order to ensure all quality standards of EVS, we believe that the maximum number of volunteers we can host during one cycle is two.
5. Risk prevention, protection and safety:
If we want that volunteers realize their full potential in terms of intellectual, emotional and social development we need to ensure that they live in a safe environment, an environment that respects their human rights and on that way helps their development. Educational Centre will make a lot of efforts in order to create a stimulating environment for volunteers, using knowledge and experience and established partnerships with different institutions. However something that we want to point out is prevention. In order to prevent risks and crises (primarily the culture shock that the most of EVS volunteer faces) we will try to create pleasant relationship among the volunteers (especially if they are 16 or 17) and the mentor, relationship that is based on mutual respect and understanding. This relationship shouldn’t be based solely on the job and it needs to be slightly emotionally charged. As a result of this we expect that the relationship between the volunteers and mentor will develop the trust that is necessary for everyday communication, and that they will share with each other all the uncertainties, doubts and problems they encounter. However, in case any problem occurs, that threatens the volunteer, Educational Centre and especially the mentor will engage to overcome this problem. In the event that our knowledge, experience and ability shows as insufficient, we will not hesitate to contact the relevant experts and institutions to resolve the problem and re-create an environment that is comfortable for the volunteer.
Educational Centre started with youth work, at local level, in 2002 when we implemented the project "Elections – tools for reconciliation" whose main goal was relaxation of relations between young people in southern Serbia, who were traumatized by the war. In 2003 we joined the European Commission program "Youth". After accreditation for action 2 - European Voluntary Service, in cooperation with the "ANSIT" from Romania and "INJEP" - France, we were hosts for 4 volunteers (from Romania, France and the Netherlands) within the project "Experience and learn". The project was realized during 2005 and 2006. For the second time we have become the hosting organization in the project "YIC - Youth Information Centre" which was implemented from September 2008 until September 2009, in cooperation with the association "Calliope" from Grenoble, and within which we hosted volunteer from France.
Educational Centre for many years recognizes the importance of active participation in the European Commission programs aimed at raising awareness about the importance of active European citizenship, solidarity and tolerance and promoting mobility, non-formal learning and intercultural dialogue (such as "Youth", "Youth in Action") and wants to continue to participate in them. As an organization which works for youth and with youth for many years, we realized that the problems they face are mostly connected with low level of active participation and mobility and discrimination, while in the past few years as the biggest problems appear unemployment and problems related to environment. Our experience shows that the program "Youth in Action" is a very good instrument for overcoming these problems, even though Serbia, without National agency, cannot fully use the benefits of this program. EVS presents a very large space for promotion of mobility and active participation (volunteering) among the young people, while youth exchanges have proven as an excellent instrument in overcoming stereotypes and prejudices and raising environmental awareness, as problems that are currently actual. This doesn’t mean that the program "Youth in Action" is not effective in other topics and issues.
One more “thing” that motivates us to, again, become accredited for sending and hosting EVS volunteers is that this is International Year of Youth and the European Year of the Volunteers, a period when special attention is given to young people (most of the volunteers are young people). However, we think that youth should be provided continuous education, training and support and this is something that Educational Centre does since its inception. Also we would like to point out that south of Serbia is not covered by the activities of contact points, as well as other parts of Serbia, so that a large number of young people who live in this territory doesn’t have enough information about European programs and opportunities that are offered by these programs. This is exactly something that Educational Centre will do in the next period, along with the preparation of project proposals for EVS and youth exchanges, as well.
The organization was established in October 2000 and represents the community based organization whose mission is to support and promote development of democratic society in Serbia through development of lifelong learning concept in community, encouraging community for developing of volunteerism and philanthropy, promotion of intercultural values and tolerance, support to poverty reduction and prevention, support to UN Millennium Development Goals. Educational Centre implements its mission in three strategic directions: Support to the development of non-profit sector; Support to the economic development of the region and Support to youth initiatives.
In the field of support to the development of non-profit sector, EDC, since it was established, deals with building the capacity of non-governmental organizations and initiatives as well as the permanent monitoring of their work and progress. The greatest number of activities is directed towards the training and consulting of existing organizations. However EDC is also dedicated to support the establishment of new initiatives and their registration. Centre is also a partner of the Ministry of Labour and Social care of Republic of Serbia. Within the support to youth (people from 15 to 30 years) initiatives the work of EDC is based on inclusion, raising the level of participation and influence on youth groups which can affect future development of the society. Mentoring process of formation of the Union of Students’ Councils of Jablanica district and development of its strategic plan are part of the process of continuous work on the promotion of youth issues. In the the EU “Neighbourhood Bulgaria - Serbia" program EDC has participated with two projects in 2007 and 2010 and we organized a several civil / cultural / sports activities in order to know better the neighbours, but also to know their culture, promote the values and cultural heritage of the two cities, Leskovac and Pernik, through youth activities and youth exchanges. From 2004 until present days we have organized 15 Summer Camps and the participants of those Camps were secondary school students active in students’ councils but also in other youth organizations. In the period October 2007 - May 2009 EDC was the Monitoring organization in the consultative process of the adoption of the National Youth Strategy, which was leaded by Ministry of Youth and Sports of Republic of Serbia, and after that in its implementation. In 2010 we were one of 25 organizations involved in organization of consultations for Serbian “Law on Youth” as resource centre for Jablanica district. For last two years we have been organization in charge for Regional conferences of secondary school students’ organizations from South East Europe.
The organization is active on national level, but in the youth field it is most recognizable in the territory of South Serbia. There are 10 people working in organization, and 8 of them are paid by projects. Office assistant is only full employed person. Organization owns its own space and it is fully technically equipped. Organization is registered as Civic association for the territory of Serbia on 15th November 2000 and re-registered according to the new Law on associations.
