Legal requirements

Cypriot legislation coordinates procedures for the unification of public contracts to make them more efficient and effective.

National public procurement authorities

Public contracts are the responsibility of the Public Procurement Directorate of the Treasury of the Republic of Cyprus.           

The treasury announces public competitions in Cyprus and also supports assigning authorities in enforcing the regulations that govern EU and national public contracts.

Administrative procedures

Submitting tenders

           Bids are submitted confidentially before the due date.  A surety is required for involvement in a competition, as explained in the competition documents. The qualified body does not have to request a surety if the estimated value of the project is below € 51,000.

Scrutiny starts immediately after the due date for submissions. Open offers are counted and their details entered in a special document. If a project's estimated value exceeds €1,708,600, representatives of the parties assigning the contract may also attend the opening of bids.

A new Public Procurement Directorate website will make it possible to view offers and submissions along with validated offers online.

An existing website for upgrading financial institutions' electronic services also provides an overview of the new system.

The Public Procurement Directorate has also compiled an online guide to public contracts.

Similarly, Cyprus's Public Procurement Authority has published a guide of best practice.

Competitions are published in the Official Gazette of the Republic of Cyprus and in the local press.
