Legal requirements
The legislation of Cyprus applies the acquis communautaire on public contracts with the following Acts:

Competent Authority on Public Contracts
The Public Procurement Directorate of the Treasury of the Republic of Cyprus is the Competent Authority for Public Contracts in Cyprus.
The Treasury supports the assigning authorities in applying the Laws and Regulations that govern public contracts at national and European level.
Administrative procedures
Submitting tenders
Bids are submitted confidentially before the due date. A surety is usually required for involvement in a tender, as explained in the tender documents. Bids are opened directly after the specified bid submission deadline and their details are recorded in a special document. The assessment process starts immediately after bids are opened.
Resources
As of June 2009 and henceforth it is possible to submit bids electronically through the Electronic Procurement System (e-PS). e-PS is a secure, inter-operative online application of the Republic of Cyprus, comprising an integrated solution for the application of online processes in carrying out public contract tenders in Cyprus. The system is compatible with the provisions of the European and Cypriot Law on Public Contracts. Among others, it supports the assignment of contracts through processes of individual and repeat purchases. The Public Procurements Directorate of the Treasury of the Republic of Cyprus is responsible for managing the system.
The e-PS website at www.eprocurement.gov.cy includes publications of all tender proclamations in Cyprus and any other place selected by the Assigning Authorities, as well as the tender documents, along with any clarifications. The System also prepares the Appendix of the Official Gazette of the Republic, where all Public Contract tenders in Cyprus are published.
The Public Procurement Directorate has published a guide of best practices guiding Assigning Authorities in the application of procedures.
Tenders are published in the Official Gazette of the Republic of Cyprus and in the local press.
