The organisation and operation of official statistics in Romania is governed by the Law on the organisation and operation of official statistics.
Official statistics in Romania are coordinated by the Institutul Naţional de Statistică, INS (National Institute of Statistics).
Types of statistics
Statistics on intra-Community trade in goods deal with the movement of goods between EU member states (INTRASTAT) and the flows of goods between Romanian and non-CE countries (EXTRASTAT).
Since 2007, the National Institute of Statistics (INS) has been collecting and processing the Intrastat declarations from economic operators that have an obligation to report data in the INTRASTAT statistical system.
All economic operators performing intra-Community transactions in goods must fill in and send the INTRASTAT statistical declaration in electronic format if the annual volume of these exchanges exceeds the threshold values established annually by the INS.

Submitting statistical data to the INS
Economic operators whose annual volume of these exchanges exceeds the threshold values established annually by the INS for each of the two flows must fill in and send the INTRASTAT statistical declaration in electronic format. The Intrastat declaration must be sent starting with the month in which the threshold for at least one of the two flows was exceeded.
The Intrastat declaration is drawn up for the following flows:
- introduction of goods: arrival of goods in Romania from other EU countries;
- shipping of goods: departure of goods from Romania, having as the destination other EU countries.
The Intrastat statistical declarations can only be sent to the INS electronically.
