Legal requirements
The innovation process has a number of distinct phases:
- from inspiration to idea - for businesses with a desire to innovate, but no idea how to go about it;
- from idea to plan - for those who already have a firm idea concerning an innovative product or process;
- from planning to doing - for those who have already devised their plan, but do not yet know how to implement it;
- from doing to implementing - for those who have already turned their idea into an actual (action) plan.

An idea can be registered at an early stage of the innovation process by making an i-DEPOT submission to the Benelux Office for Intellectual Property (BBIE). This will stop anyone else from stealing your idea.
Technological innovation
Technology scans help businesses to participate in SenterNovem's long-term agreements on energy efficiency (MJAs) and to identify innovations in the production process. MJAs are concluded between the government and businesses.
Alongside innovation, access to R&D is essential for businesses to develop and stay competitive.
Intellectual property must be protected to encourage innovation.
Resources
The Higherlevel.nl discussion forum is aimed at giving practical help to businesses starting out and preparing business plans. This is the only active discussion forum in the Netherlands which specifically caters for entrepreneurs active in the technology sector.
The Dutch Inventors Guild has developed a guide to innovation outlining the innovation process from A to Z.
TechnoPartner deploys an array of means to help improve the climate for business start-ups in the technology sector, e.g. tailor-made information.

There are multiple subsidy opportunities available for businesses wishing to innovate.
