Legal requirements
Training is an integral part of innovation, since it allows for new skills to be developed and helps businesses to expand. The national education system in France offers training opportunities to employees, jobseekers and business owners.
The status of young innovative enterprise (JEI) leads to support for new businesses in R&D through reduced social security related payments, lower taxation, etc
To achieve a competitive advantage, it is in the interests of every business owner to implement a quality management system, anticipate economic and technological innovations, offer new products and use the latest technologies.
The purpose of competitiveness clusters is to strengthen the competitiveness of businesses and create jobs. These groups set out to develop synergies and partnerships between businesses, research centres and training bodies.
Alongside innovation, access to R&D is essential for businesses to develop and stay competitive.
Intellectual property must be protected to encourage innovation.
Resources
France has many instruments to help both innovation and the use of new technologies:
-
Technology exchange
-
Sémaphore® database (financial and technical assistance)
-
EUREKA (support for European technological cooperation)
The government enterprise assistance directory provides access to almost 3 000 sources of public funding support. It also provides business owners with detailed information on funding eligibility according to geographical location.
Training courses are offered by bodies such as the chambers of commerce and industry, chambers of trade and craft industries, business schools, universities, professional training bodies, approved management centres, etc.
The training insurance fund (FAF) offers funding assistance to owners of craft businesses and to their unpaid partners.
Programmes
France's higher education and research ministry has put in place a national competition to help create innovative technology businesses as a means of promoting business innovation.

The business training observatory (OPPE) lists teaching practices and initiatives, promotes them, and also evaluates their impact.
The industry strategic innovation (ISI) programme gives financial assistance to innovation projects which contribute to creating or strengthening new champions in Europe or worldwide.
The industrial innovation agency (AII) helps business owners by financing large-scale industrial innovation programmes.
