The joint Transparency Register Secretariat

The insterinstitutional agreement on the Transparency Register foresees that:

The Secretaries-General of the services of the European Parliament and the European Commission shall be responsible for the supervision of the system and all key operational aspects, and shall by mutual accord take the measures necessary to implement this agreement.

To implement the system the European Parliament and the European Commission services will establish a joint operational structure: This will be made up of a group of officials from the European Parliament and the European Commission pursuant to an arrangement to be made between the competent services. The joint Transparency Register Secretariat shall operate under the coordination of a Head of Unit in the Secretariat General of the Commission. Its tasks will include the implementation of measures to contribute to the quality content of the register.

The joint Transparency Register Secretariat is operational as of the entry into force of the interinstitutional agreement on 23 June 2011. According to article 21 of the IIA, It is coordinated by M. Gérard LEGRIS, Head of Unit for Transparency and Relations with Interest Groups in the Secretariat-General of the European Commission.

Its main tasks are listed as follows:

  • Help desk for internal and external users (mailbox, telephone contact), answering questions, resolving problems encountered.
  • Preparation and regular update of the content of the web site.
  • Liaison with the IT team for maintenance and data processing issues as well as with the Data Protection Officer.
  • Communication and awareness-raising among the different categories of users.
  • Publication of statistical information.
  • Monitoring and management of the complaint and sanction system including the investigation of complaints
  • Quality checks.
  • Preparation and update of interpretative notes, guidelines and vade mecum.
  • Preparation of briefings and responses to parliamentary questions.
  • Background analysis. Preparation and follow-up of the adoption of the progress report to be produced as foreseen by the interinstitutional agreement.
  • Knowledge of the theory and practice of lobbying and how it is regulated.
