December 2012 compared with November 2012
Euro area production in construction down by 1.7%
Down by 2.7% in EU27
In the construction sector, seasonally adjusted production1 fell by 1.7% in the euro area2 (EA17) and by 2.7% in the EU272 in December 2012, compared with the previous month, according to first estimates released by Eurostat, the statistical office of the European Union. In November 20123, production decreased by 0.4% and 0.6% respectively.
Compared with December 2011, production in December 2012 dropped by 4.8% in the euro area and by 8.5% in the EU27.
Compared with 2011, the average production index for 2012 decreased by 5.4% in the euro area and by 5.8% in the EU27.
Monthly comparison
Among the Member States for which data are available for December 2012, production in construction fell in six and rose in eight. The largest decreases were registered in Bulgaria (-10.3%), Poland (-10.1%) and Germany
(-8.9%), and the highest increases in Slovenia (+7.2%), Hungary (+3.4%) and Sweden (+3.3%).
Building construction decreased by 1.6% in the euro area and by 2.6% in the EU27, after -0.5% in both zones in November 2012. Civil engineering fell by 2.1% in the euro area and by 2.3% in the EU27, after +1.4% and +0.6% respectively in the previous month.
Annual comparison
Among the Member States for which data are available for December 2012, production in construction fell in twelve and rose in two. The largest decreases were registered in Poland (-23.7%), Portugal (-18.2%), Bulgaria (-15.1%) and the United Kingdom (-15.0%), and the increases in Sweden (+5.2%) and Spain (+4.5%).
Building construction declined by 6.2% in the euro area and by 8.3% in the EU27, after -4.8% and -5.7% respectively in November 2012. Civil engineering decreased by 2.9% in the euro area and by 11.2% in the EU27, after -4.6% and -6.1% respectively in the previous month.
The index of production in construction approximates the evolution of the volume of production within the sector, broken down into building construction and civil engineering. For the Member States which produce the construction index, but do not provide data for the reference period, Eurostat estimates missing values in order to calculate euro area and EU aggregates.

For total construction, and according to the Council Regulation 1165/98, Eurostat publishes national seasonally adjusted data if available. For Denmark, Estonia, Greece, Spain, Cyprus, Luxembourg, the Netherlands, Sweden and the United Kingdom, Eurostat makes the adjustment.
The seasonally adjusted euro area and EU series for production in construction are calculated by aggregating the seasonally adjusted national data. The monthly index as presented in this News Release is calculated only on the basis of the data of those countries reporting monthly data.
The euro area (EA17) includes Belgium, Germany, Estonia, Ireland, Greece, Spain, France, Italy, Cyprus, Luxembourg, Malta, the Netherlands, Austria, Portugal, Slovenia, Slovakia and Finland.
The EU27 includes Belgium (BE), Bulgaria (BG), the Czech Republic (CZ), Denmark (DK), Germany (DE), Estonia (EE), Ireland (IE), Greece (EL), Spain (ES), France (FR), Italy (IT), Cyprus (CY), Latvia (LV), Lithuania (LT), Luxembourg (LU), Hungary (HU), Malta (MT), the Netherlands (NL), Austria (AT), Poland (PL), Portugal (PT), Romania (RO), Slovenia (SI), Slovakia (SK), Finland (FI), Sweden (SE) and the United Kingdom (UK).
Data of previous months have been revised compared with those issued in News Release 9/2013 of 17 January 2013. The monthly growth rate for November 2012 remains unchanged at -0.4% in the euro area and has been revised from -0.9% to -0.6% in the EU27. The annual growth rate remains unchanged at -4.7% in the euro area and has been revised from -5.9% to -5.7% in the EU27.
In order to reflect changes in the structure of the economy, the base year of all short-term business statistics (STS) will be updated from 2005 to 2010, starting with the publication of data for the reference month January 2013. The four STS indicators regularly covered by Eurostat News Releases are industrial producer prices, retail trade turnover, industrial production, and production in construction. Data for January 2013 for these indicators will be published progressively through March 2013.
