The European Parliament will gather in plenary session from 14 to 17 April in Strasbourg to vote on a number of legislative proposals in the area of transport. The following subjects are scheduled for a vote: alternative fuels infrastructures, airport noise, marine equipment, inland waterways, eCall, weight and dimensions of road vehicles, European Maritime Safety Agency (EMSA) funding.
There has been a steady increase in the share of persons aged 30 to 34 in the EU28 who have completed tertiary education, from 24% in 2002, when the series started, to 37% in 2013. The Europe 2020 strategy’s target is to increase the proportion of persons having completed tertiary education to at least 40% of the EU28 population in this age group by 2020.
For early school leavers (persons aged 18-24 who had at most lower secondary education and were currently not in further education or training) in the EU28, there has been a steady decrease, from 17% in 2002 to 12% in 2013. The Europe 2020 target is to reduce the share of early leavers from education and training to below 10% of the EU28 population in this age group by 2020
Mergers: Commission clears the acquisition by BNP Paribas of sole control over certain assets held by The Royal Bank of Scotland.
The European Commission has approved under the EU Merger Regulation the acquisition of sole control by BNP Paribas S.A. of France of certain assets related to the structured investment products and equity derivatives business of The Royal Bank of Scotland ("RBS") of the UK. Both BNP Paribas and RBS provide retail, corporate and investment banking and financial services worldwide. The assets acquired by BNP Paribas consist in various financial instruments held by or entered into by RBS, including structured investment products, equity derivatives, hedges and related assets such as IP, software and employees assigned to the above products. The parties' activities overlap in the market for equity derivatives and structured investment products in the European Economic Area (EEA). The Commission concluded that the proposed transaction would not raise competition concerns, in particular because the parties have only moderate shares in the market for equity derivatives. The combined market share will also remain moderate in the markets for structured investment products in Sweden and in the Netherlands, where BNP Paribas will continue, after the transaction, to face sufficient competitive constraints from third parties offering similar products. The transaction was examined under the normal merger review procedure. La Commission européenne autorise l'acquisition du contrôle exclusif de la société LaSer par BNP Paribas
La Commission européenne a autorisé, en vertu du règlement sur les concentrations, l'acquisition du contrôle exclusif par BNP Paribas S.A. de la société LaSer, jusqu’à présent contrôlée conjointement par BNP Paribas et la société Galeries Lafayette S.A. LaSer est principalement active dans l’offre de crédits à la consommation en France, notamment à travers la marque Cofinoga. BNP Paribas est active sur les marchés de la banque de détail et des services financiers, de la banque de financement et d’investissement, ainsi que de la gestion d’actifs et d'assurance, au niveau mondial. L'opération conduit à des chevauchements d'activité entre BNP Paribas et LaSer sur certains segments du marché des crédits à la consommation en France: le marché du crédit affecté à l'achat d'autres biens que les véhicules et le marché du crédit renouvelable. Cependant, compte tenu du fait que l'opération consiste dans le passage d'un contrôle commun à un contrôle exclusif par BNP Paribas, l'affaire a été examinée par la Commission sous le régime de la procédure simplifiée. Dans la mesure où les parties continueront à faire face à la concurrence de plusieurs acteurs de taille significative, la Commission a conclu que la concentration n'était pas de nature à générer des problèmes de concurrence sur les marchés concernés. Commissioner Piebalgs to participate in World Bank/IMF Spring Meetings in Washington
EU Commissioner for Development, Andris Piebalgs, will participate in World Bank/IMF Spring Meetings to be held in Washington on 12 April 2014. Five years after the global financial crisis, the world economy is showing signs of bouncing back this year, pulled along by a recovery in high-income economies. Developing-country growth is also firming, thanks in part to the recovery in high-income economies as well as moderating, but still strong, growth in China. Growth prospects for 2014 are, however, sensitive to the return to policy normalisation in high-income countries, so this year's meetings are very timely. Commissioner Piebalgs will participate in the Development Committee on "Growth in the Post-Crisis Global Economy: Policy Challenges for Developing Countries." He will also hold bilateral meetings with IMF's Deputy Managing Director Min Zhu, and World Bank Vice President for Africa, Makhtar Diop, among others.
European Commissioner for Research, Innovation and Science Máire Geoghegan-Quinn will travel to Paris on Monday to open the Transport Research Arena (#TRA2014), Europe's largest event dedicated to road, rail and waterborne transport research. The Commissioner will also award prizes for the best surface transport research projects coming from students across Europe. The event, co-organised with industry, will showcase novel solutions, from driverless vehicles to folding bicycles and super-long trains, to improve Europe's transport networks. TRA 2014 runs from 14 to 17 April. This year's host is France's Ministry of Ecology, Sustainable Development, Transport and Energy (MEDDE).
The Agriculture and Fisheries Council meeting of April 2014 will take place in Luxembourg on 14th April 2014. The Commission will be represented by Commissioner for Agriculture and Rural Development, Dacian Cioloş. The morning and afternoon sessions will be entirely dedicated to agricultural issues.
