President Barroso is attending today's European Council, where he will make a presentation on the energy situation in the EU and will call for implementation of a number of proposals on the table. President Barroso will also set out the Commission's thinking on tax fraud and evasion, in particularly calling for an ambitious European approach. The European Commission is presenting a communication "Maximising the Development Impact of Migration", which shows how migration and mobility can contribute to inclusive and economic social development and how to strengthen global cooperation in this area. The Communication will provide a common position for the EU and its Member States at the High-level Dialogue on International Migration and Development, organised by the United Nations General Assembly on 3-4 October 2013. This event will allow policy makers and practitioners to work towards a more effective, inclusive and rights-based migration governance and identify measures to promote the role of migrants as agents of innovation and development.
Education and Development: EU to set out direction of its future work
An EU High Level Conference on Education and Development will take place on 23 May in Brussels’ historic Bibliothèque Solvay. It will see the EU outline its new priorities in education in developing and partner countries after 2015. Despite significant investment, there are still 61 million children without access to basic education. During this event, partners from across the education sector will come together to look at what can be done to improve this situation and to discuss how to best work together to ensure that as many people as possible have access to education; no matter where they live.Organised by the European Commissioner for Development, Andris Piebalgs, this high-level event will hear from distinguished speakers such as EU High representative for Foreign Affairs and Security Policy, Catherine Ashton, European Commissioners Kristalina Georgieva (International Cooperation, Humanitarian Aid and Crisis Response) and Androulla Vassiliou (Education, Culture, Multilingualism and Youth), as well as Gordon Brown (United Nations Special Envoy for Global Education), and Her Royal Highness Princess Laurentien of the Netherlands (UNESCO Special Envoy on Literacy for Development). The European Commission welcomed today’s adoption by the European Parliament of the Commission proposal to make the internal market for pyrotechnic articles leaner. Further to this vote fireworks will soon become safer to use thanks to new rules requiring clearer labels and instructions in the languages of each Member State where the products are for sale. Products that comply with the safety rules will carry the CE marking to show they meet all the requirements set out in the legislation. Manufacturers must keep all related documentation for 10 years.
Mergers: Commission clears the acquisition of controlling stakes in Claris Otsuka by Otsuka Pharmaceutical Factory Inc. and Mitsui & Co. Ltd
The European Commission has cleared under the EU Merger Regulation the proposed acquisition of joint control over Claris Otsuka Limited by Otsuka Pharmaceutical Factory Inc. of Japan, controlled by Otsuka Holdings Co. Ltd, Mitsui & Co. Ltd of Japan and Claris Lifescience Limited of India. Claris Otsuka is currently solely controlled by Claris Lifescience. Otsuka is part of the Otsuka Holdings Company headquartered in Japan, active, a mong others, in the pharmaceutical sector in Japan, the US, Europe and Asia. Mitsui is a Japanese company engaged in various worldwide commodity activities including the distribution of polyethylene. Claris is an Indian company active in the pharmaceutical sector, including the manufacture and distribution of infusion products, such as infusion solutions (including common solution and parenteral nutrition), anti-infectives and volume plasma expenders, in Asia, the US, South America and the UK. Claris Otsuka Limited will manufacture and distribute infusion products primarily in Asia, Middle East, Russia, Africa and Latin America, excluding the EU. Regional unemployment rates varied widely across the 270 NUTS 2 regions of the EU27 in 2012, with the lowest rates recorded in the regions of Salzburg and Tirol (both 2.5%) in Austria and Tübingen, Oberbayern and Trier (all 2.7%) in Germany, while the highest rates were registered in the regions of Ceuta (38.5%), Andalucía (34.6%), Extremadura and Canarias (both 33.0%) in Spain and Dytiki Makedonia (29.9%) in Greece. Among the regions, 53 had an unemployment rate of less than 5.2% in 2012, half the average for the EU27. They included twenty-two regions in Germany, eight out of nine regions in Austria, seven regions in the Netherlands, five in the United Kingdom, four in Belgium, three in Romania, two in the Czech Republic, one in Italy and the Grand Duchy of Luxembourg. At the other extreme, 25 regions had a rate higher than 20.8%, double that of the EU27: eleven regions in Spain, ten regions in Greece and four French Overseas Departments.
