Digital Agenda: Commission calls on Polish telecom regulator to base deregulation proposal on an up-to-date market assessment

The European Commission has asked the Polish telecoms regulator (UKE) to withdraw its proposal to deregulate conditions under which other operators can access Polish telecom company Telekomunikacja Polska's (TP) broadband network in 11 communes of Poland. In the Commission's view, fully supported by the body of European Telecoms Regulators ( BEREC), UKE's decision could have a negative effect on competition in Poland, and thus limit the offers available to consumers and businesses. This is the second time within the last six months that the Commission requests UKE to withdraw a proposal for regulation in this market (see IP/12/914 for details of a separate case).

Commissioner Androulla Vassiliou opens EU Studies Fair in Brussels

Androulla Vassiliou, Commissioner for Education, Culture, Multilingualism and Youth, will open the 2013 EU Studies Fair in Brussels tomorrow morning. The fair, now in its 14th year, brings together around 400 prospective students and representatives of universities and the EU institutions. The Commissioner will make a brief address (10:30am) in which she is expected to reaffirm the importance of equipping young people with high quality and relevant skills, as well as the need for further modernisation in higher education institutions. The Commission's proposed new programme for education, training, youth and sport, 'Erasmus for All ', is currently under discussion by the European Parliament and the Council. The Commission hopes to significantly increase the number of young people receiving EU grants to study, train or volunteer abroad. Commission publishes summary results of public consultation on benchmarks

The Commission has published today on its website a summary of contributions to the public consultation on benchmarks which was launched in September 2012 and closed at the end of November 2012 (see IP/12/939). A total of 84 contributions were received of which 75 were non-confidential and have been published. Respondents cover a wide range of stakeholders including: national financial authorities; securities regulators; exchanges; banks; investment funds; associations; academics and citizens. There was a fair degree of consistency in the responses regarding the need to re-establish confidence in benchmarks which have been shown to be susceptible to potential manipulation. However, opinions differ as to the form this regulation should take, and to whom it should apply. Consultation respondents agree on the need for high governance and transparency standards for benchmarks providers and contributors, on recognising the fact that conflicts of interest exist, both in the production of and submissions to diverse benchmarks, and that these should be managed or removed. Most responses to the consultation also point to potential continuity and regulatory arbitrage issues in case regulatory initiatives on the reform of benchmark setting process are not properly calibrated and coordinated and support global coordination on benchmark reform.

Commissioner Damanaki addresses illegal fishing at London conference

European Commissioner for Maritime Affairs and Fisheries, Maria Damanaki, will be in London on February 11 & 12, 2013. She will participate as key speaker in the 8th International Forum on Illegal, Unreported and Unregulated (IUU) Fishing, organised by the Royal Institute of International Affairs. The Commissioner will present the latest achievements of the EU in tackling illegal fishing. She will have the opportunity to focus on the implementation of the EU Regulation against IUU, with concrete examples, such as the recent notification by the European Commission to certain third countries that they might be listed as non-co-operative in the fight against IUU. At the conference, Ms Damanaki will also have the opportunity to discuss bilaterally with Mr Richard Benyon, Parliamentary Under-Secretary for Natural Environment and Fisheries, and Dr Jane Lubchenko, US Under Secretary of Commerce for Oceans and Atmosphere. Their discussions will focus on the benefits of the close EU-USA co-operation so far against IUU fishing as well as on new areas of co-operation. These include cooperation on RFMOs (Regional Fisheries Management Organisations), Integrated Maritime Policy and the EU Atlantic strategy across the ocean especially in the areas of research, observation and mapping. On 12 February, Commissioner Damanaki meets the Global Oceans' Commission for a discussion on sustainable fisheries. Commissioner Piebalgs to discuss Africa's main challenges at the Mo Ibrahim Foundation seminar in Dubai

Commissioner for Development Andris Piebalgs will attend the Mo Ibrahim Foundation seminar organised in Dubai from February 8 to 10.  The Mo Ibrahim Foundation was established to promote African development, with a special focus on supporting good governance in sub-Saharan Africa.  The forum will debate on some of the issues crucial to Africa’s development and will also reflect on the main challenges that this region will face over the next five years and understand the role that governance and leadership can play in resolving them. In the margins of the event Commissioner Piebalgs will meet Sheikh Mohammed, constitutional Monarch of Dubai and Prime Minister of the United Arab Emirates (UAE), as an opportunity to discuss about the EU's "Agenda for Change", our new engagement in reforming the way aid is delivered to achieve maximum impact. New cooperation opportunities will be explored at the meeting given that the UAE is playing a growing role as donor of development aid.
