News from the European Commission's Midday Briefing
Nouvelles du rendez-vous de midi de la Commission européenne
In November 2012 compared with October 2012, seasonally adjusted industrial production fell by 0.3% in both the euro area (EA17) and the EU27, according to estimates released by Eurostat, the statistical office of the European Union. In October production decreased by 1.0% and 0.8% respectively. In November 2012 compared with November 2011, industrial production dropped by 3.7% in the euro area and by 3.3% in the EU27.
Social situation in the EU calls for urgent action
According to the EU Employment and Social Situation Quarterly Review released today by the European Commission, against the backdrop of persistent difficulties on labour markets, ever higher unemployment at EU level and rising divergence between Member States, the number of people at risk of poverty or social exclusion in the EU now accounts for nearly one-fourth of the EU population. The most affected group consists in working-age adults. The Review indicates that the share of the EU population reporting financial distress is reaching yet another new historical high. Sharp rises in financial distress have now permeated across all income groups. In a few weeks the Commission will present a Social Investment Package for Growth and Cohesion. It will provide concrete guidance to the Member States for mobilising a larger share of Europe's human capital while at the same time ensuring social inclusion of disadvantaged people and an adequate level of social protection.
Mergers: Commission clears acquisition of Kloeckner Holdings by Strategic Value Partners
The European Commission has approved under the EU Merger Regulation the acquisition of Kloeckner Holdings GP S.A. (“KH”) of Luxembourg by Strategic Value Partners LLC ("SVP") of the US. SVP is a privately owned investment firm that manages hedge funds and private equity funds and invests in equity markets, debt markets and other investment markets worldwide. One of its portfolio companies, Vestolit, is a manufacturer of polyvinyl chloride (PVC). KH is a private limited company and is active, through the Klöckner Pentaplast Group, in the production of rigid plastic films used for flexible packaging films as well as technical and specialty films used for non-packaging applications. The Commission concluded that the proposed acquisition would not raise competition concerns given the presence both of credible alternative E-PVC and S-PVC suppliers with sufficient spare capacity; and sufficient alternative customers for E-PVC and S-PVC. The operation was examined under the normal merger review procedure. More information will be available on the competition website, in the Commission's public case register under the case number M.6681.
