Putting victims first: New rules on victims' rights to become law

A new European law to improve rights for an estimated 75 million crime victims across the European Union each year will be published in the Official Journal – the EU's statute book – tomorrow. The directive on victims' rights was adopted on 4 October by the Council of Ministers ( IP/12/1066), after the European Parliament endorsed it with an overwhelming majority on 12 September ( MEMO/12/659). The directive sets out minimum rights for victims, wherever they are in the EU (see IP/11/585). Member States now have three years to implement the provisions into their national laws.

First meeting of EU-Egypt Task Force to support the on-going reforms in Egypt

The first meeting of the EU-Egypt Task Force, announced by Egyptian President Mohamed Morsi during his visit to Brussels in September, will take place in Cairo, Egypt on 14 November. The Task Force is the concrete manifestation of the reinforced cooperation between the new Egypt and the EU, which is committed to provide support that is a tailor-made to the needs of the country. It will be co-chaired by Catherine Ashton, EU High Representative for Foreign Affairs and Security Policy/Vice-President of the European Commission, and Egyptian Minister of Foreign Affairs Mohamed Amr. Among those also participating are Commission Vice-President Antonio Tajani, Commissioner Štefan Füle, Bernardino León, the EU Special Representative for the Southern Mediterranean Region, Stavros Lambrinidis, the EU Special Representative for Human Rights, Ministers of the Egyptian Government, European Foreign Ministers, Members of the European Parliament, business leaders, senior officials from European and International Financial institutions, as well as representatives from civil society.

Conference on Financial Stability and the Single Market – The Keys to Growth in Europe – 19 November, Brussels

On 19 November 2012 the European Commission is hosting a high level conference on the progress underway to ensure the safety and stability of the EU financial sector, to reinforce the Single Market, and to help promote economic growth. Michel Barnier, EU Commissioner for Internal Market and Services will open the event, followed by an eminent line-up of speakers and panellists addressing a number of themes (including How far have we come since the start of the G20 reforms in terms of ensuring a more resilient and stable financial sector? What are the main challenges to a genuine EU Single Market helping to boost growth and jobs? Are further steps required in terms of structural reform of EU banks to ensure their safety and viability? La Commission européenne se félicite du lancement d’un site internet d’information multilingue sur le droit des régimes matrimoniaux et des partenariats des pays de l’Union européenne.

Le Conseil des notariats de l'Union européenne (CNUE) vient de lancer, avec le soutien de la Commission européenne, un site internet disponible dans 21 des langues de l'Union, sur le droit des régimes matrimoniaux et des partenariats des pays de l’Union européenne. Le site internet www.coupleseurope.eu donne un aperçu du droit en vigueur au sein des 27 Etats membres et apporte des réponses aux questions juridiques que peuvent se poser tous les couples en Europe. Quelles sont les conséquences d’un divorce ou d’une séparation au regard du régime matrimonial ? Quelle est la loi applicable aux biens d’un couple? Que prévoit la loi pour les biens de partenaires enregistrés ou non-enregistrés? Quelles sont les conséquences du décès au regard du régime matrimonial ? Ce projet s’inscrit dans la lignée du site web www.successions-europe.eu , lancé par le CNUE avec le soutien de la Commission en mai 2010. Ce site est également une source d’information multilingue: il met à disposition des visiteurs des informations sur le droit des successions des Etats membres. A ce jour, il compte près de 600 000 visiteurs uniques. Commissioner Andor: child protection starts with support to families

"Child poverty and social exclusion is on the rise in many Member States and we need to do more to ensure that poverty is not the reason for removing a child from their family. Welfare policies are essential instruments by helping parents' access to the labour market and supporting adequate living conditions." This is the key message that László Andor is delivering today at the 7th annual conference of the European Forum on the rights of the child. Andor stresses that a preventive approach which tries to keep children in their family should always be preferred. He underlines the potential of community based care which can provide better results than institutional care both for children and their families. He is calling for action from the Member States by highlighting that childcare is in their hands as well as of the regional and local authorities. He recalls that the Commission will soon adopt a Recommendation on Child Poverty as part of a wider Social Investment Package, planned for the beginning of 2013. Last, Andor underlines the key role of the European Social Fund which contributes to combating child poverty, support early childhood education and childcare, proven determinants of successful educational outcomes. "Investment in children and support to their families is one of the most fair and efficient investments Europe could do in these difficult times" Andor concludes. EU announces new support for poverty reduction and economic recovery in Malawi

New EU funding, announced today, will make a major contribution to reducing poverty in Malawi and to bringing the country back on a path of sustained growth. It will help Malawi in its efforts to achieve the target of 4.3% growth of Gross Domestic Product in 2012 and 6.5% in the medium-term. The new support aims to stabilise the economy and scale up social protection programmes which soften the impact of austerity measures (such as the devaluation of the national currency). The EU support will also promote reforms of national public finances. The funding (€98 million) is provided in the form of a "Good Governance and Development Contract", which involves the payment of budget support to the government of Malawi (2012-2015). The EU will contribute to increasing foreign reserves coverage to three months in order to provide a buffer against shocks (e.g. extreme weather and changes in international prices for commodities), amongst other things. The measures also include increased allocations to programmes that subsidise farm inputs (e.g. fertiliser and seeds) and cover public works, school meals, school scholarships, and cash transfer programmes, all of which target the poorest parts of the population.
