News from the European Commission's Midday Briefing
Nouvelles du rendez-vous de midi de la Commission européenne
European Commissioner for Education, Culture, Multilingualism and Youth Androulla Vassiliou will be among the keynote speakers at the first International Culture Summit in Edinburgh on 13-14 August. Culture Ministers from across the world, as well as artists, thinkers and other players in the cultural field, will participate in the event which takes place at the Scottish Parliament as part of the world-renowned Edinburgh Festivals. Commissioner Vassiliou will lead a discussion on the role of culture and the arts in fostering international dialogue between cultures and nations, as well as outlining the Commission's proposed new €1.8 billion funding programme in support of the cultural and creative sectors, 'Creative Europe'.
The European Commission is inviting comments from interested parties on commitments offered by Rio Tinto Alcan to address concerns that it may have infringed EU antitrust rules by contractually tying its leading AP aluminium smelting technology to aluminium smelter equipment it supplies, namely pot tending assemblies (PTAs). To address these concerns, Rio Tinto Alcan offered to modify its AP technology transfer agreements so as to enable the licensees of the AP aluminium smelting technology to choose any supplier whose PTAs meet certain technical specifications. If the market test confirms that the proposed commitments remedy the competition concerns, the Commission may make the commitments legally binding on Rio Tinto Alcan.
Commission approves changes to the final restructuring plan of Parex
The European Commission has agreed to amend some of the commitments provided by Latvia and Citadele bank (a newly created bank back in 2010) in the context of the Parex restructuring plan, that the Commission approved in 2010 (see IP/10/1127). The changes include a modification of the triggering event for asset relief remuneration (the limit of minimum capital adequacy requirements allowed for Citadele bank at the level of the bank and the group before the asset remuneration is triggered was increased) and a carry forward of capped new lending amounts “unused” in the previous years, as long as market share caps are respected. The Commission agreed to these changes, because they take into account the changing nature of the regulatory requirements and a slow start of lending operations by Citadele after its creation, respectively. Further, Latvia offered adequate additional compensatory measures to mitigate the amendments.
European Development Commissioner Andris Piebalgs at the Global Hunger Event in London: "The world needs a firmer commitment to combat the curse of undernutrition"
On Sunday, 12 August, EU Commissioner Andris Piebalgs will attend the Global Hunger Event in London, at the invitation of UK Prime Minister, David Cameron. This international event will bring together heads of governments, ministers and key stakeholders from across the world to step up global efforts against undernutrition. This curse kills over 3 million children a year and devastates the lives of millions more by creating irreversible effects on the survivors' mental and physical development. At the event, Commissioner Piebalgs will outline the EU's strategy in the fight against undernutrition, and call for a political commitment from all donors, partner countries, international institutions and the private sector to build a global, better-coordinated response that will make a difference to the lives of millions across the world.
