The European Commission has approved, under EC Treaty state aid rules, guarantees amounting up to EUR 7 billion to the German bank IKB, a bank that received aid in the past (see IP/08/1557 and IP 08/2055), in the context of the financial crisis. Additional support has become necessary to protect IKB's liquidity and financial stability in Germany. After obtaining a commitment from Germany to provide a revised restructuring plan within three months, the Commission considers the measure as compatible with Article 87.3.b of the EC Treaty, in line with its Banking communication (see IP/08/1495).
The European Commission has authorised, under EC Treaty state aid rules, a prolongation of the Danish recapitalisation scheme for credit institutions until 20 December 2009 and a six month prolongation of the guarantee scheme for credit institutions. The authorisation also covers an amendment made to the recapitalisation scheme in order to offer credit institutions issuing hybrid capital notes the option to convert them into ordinary shares. The Commission found the prolongation and amendment of the measures, initially approved on 3 February 2009 (see IP/09/206), to be in line with its Guidance Communication on state aid to overcome the financial crisis (see IP/08/1495). In particular, the extended measures are limited in time and scope. The Commission has therefore concluded that they represent an appropriate means of remedying a serious disturbance in the Danish economy and as such are compatible with Article 87(3)(b) of the EC Treaty.
