Statement by the spokespersons of EU High Representative Catherine Ashton and Commissioner for International Cooperation, Humanitarian Aid and Crisis Response Kristalina Georgieva on the killing of civilians in the Central African Republic

The Spokespersons of the High Representative of the European Union for Foreign Affairs and Security Policy and Vice President of the Commission and of the EU Commissioner for International Cooperation, Humanitarian Aid and Crisis Response, issued the following statement today:

“The High Representative Catherine Ashton and the Commissioner Kristalina Georgieva strongly condemn the killing of 16 unarmed civilians in a hospital in Boguila, including 3 health workers, as well as the killing, in a separate incident in Bangui, of a humanitarian aid worker. They convey their sincere condolences to the families of all those tragically killed.

These events illustrate once again the tragedy unfolding in the Central African Republic, with civilians, including aid workers, being most at risk.

The High Representative and the Commissioner recall that all state and non-state actors must respect human rights and humanitarian law. They urge all armed groups to cease violent attacks against the population and to ensure immediate, unfettered and safe access for humanitarian aid organizations working to help the populations in the CAR, with due regard for international humanitarian law and principles.

The High Representative and the Commissioner remain extremely concerned by the situation in the Central African Republic and commend the commitment of the humanitarian partners to provide assistance to those most in need while operating under very difficult conditions."
