Preparation of the Energy Council, 12 December 2013
The last Energy Council under the Lithuanian Presidency will be held on 12th December 2013 in Brussels. Energy Commissioner Günther H. Oettinger will represent the European Commission. The Council will be invited to reach a political agreement on the issue of Indirect Land Use Change (ILUC) related to the production of biofuels (directives relating to the Quality of Petrol and Diesel Fuels and the Promotion of the Use of Energy from Renewable Resources). The Council is expected to adopt a report on the completion of the internal energy market by 2014 as requested by the Heads of State or Government in 2011. This should be followed by the endorsement of a report on the revision of Council conclusions on external energy policy and an update on the recent developments in the field of external energy relations. Under AOB, the Presidency will inform about the success of negotiations with the Parliament on the proposal for a regulation on Notification to the Commission of Investment Projects in Energy Infrastructure. The Commission will update on recent developments in the nuclear field and the Greek delegation will present their program as incoming Presidency.
Political agreement on a Proposal for a Directive amending Directive 98/70/EC relating to the quality of petrol and diesel fuels and amending Directive 2009/28/EC on the promotion of the use of energy from renewable sources
Following the adoption by the European Parliament of its first reading position, the Presidency would like to reach a political agreement on the directives relating to the Quality of Petrol and Diesel Fuels and the Promotion of the Use of Energy from Renewable Resources. The Commission will regret the lack of ambition of the Council’s position to address the indirect land-use change emissions, encourage the transition to advanced biofuels and support the achievement of EU’s energy and climate objectives.
Completion of the EU internal energy market: adoption of a Council’s report and update from the Commission
Ministers will be invited to endorse the "Council Report on the Follow up to the European Council of 22 May 2013: progress on the completion of the internal energy market" which focusses on the progress in developing a European energy policy made since the May 2013 European Council. The report underlines that more efforts are needed to transpose the Third Energy Package, to develop energy infrastructures and end the energy isolation of Member States. Other priorities in this respect include strengthening fair competition and diversifying energy sources. The Commission welcomes the findings of this Council report.
Subsequently, the Commission will recall the need to enforce legislation, make state interventions in the electricity market more effective and compliant with the Internal Energy Market and underline the need for investment security in the energy sector. The Commission will also urge member states and market players to enable consumers to benefit fully from liberalised and competitive energy markets.
External energy policy: adoption of a Council’s report and recent developments
Further, the ministers will be invited to endorse the "Council Report on the Follow-up to the European Council of 22 May: Review of Developments on the External Dimension of the EU Energy Policy". The Commission welcomes the need for further strategic guidance outlined in this Council report.
The Commission will update on recent developments in the field of external energy relations, and in particular the relations of the EU with our Eastern and Southern neighbours, the Energy Community and China.
Any other business (AOB)
Under AOB, the Presidency will inform about the success of negotiations with the European Parliament on the Regulation on Notification to the Commission of Investment Projects in Energy Infrastructure, the Commission will inform about recent developments in the nuclear energy field and the Greek delegation on their program as incoming Presidency.
