Preparation Agriculture/Fisheries Council of March 2011
The Agriculture & Fisheries Council will meet in Brussels on Thursday 17 March (starting at 11.30 a.m.). It will be chaired by Mr Sándor Fazekas, Hungarian Minister for Rural Development. Commissioners John Dalli and Dacian Cioloş will represent the Commission at the meeting.
Health and food safety issues will be dealt with in the morning and agriculture items in the afternoon. Over lunch, Ministers will have a discussion on "FAO – institutional suestions".
The points on the agenda are:
Quarterly report on the dairy market
The Commission will present an updated quarterly report on the situation of the dairy market.
Communication "The CAP towards 2020"
On 18 November 2010, the European Commission published a Communication on "the Common Agricultural Policy (CAP) towards 2020 – Meeting the food, natural resources and territorial challenges of the future". The reform aims at making the European agriculture sector more dynamic, competitive, and effective in responding to the Europe 2020 vision of stimulating sustainable growth, smart growth and inclusive growth. The paper outlines three options for further reform. Following discussion of these ideas, the Commission will present formal legislative proposals in the second half of 2011.
Ministers will have a discussion on the Commission Communication with a view to adopt Council Conclusions.

Simplification of the Common Agricultural Policy beyond 2013 (request from the Dutch and Danish delegations, supported by different other delegations).

Authorisations of use of three genetically modified varieties
Commission proposals for decisions on the use of three genetically modified varieties will be presented to the Council for adoption.
The 3 proposals concerned are:
Authorisation of the placing on the market of products containing, consisting of, or produced from genetically modified Maize MON 89034 x MON 88017
Authorisation of the placing on the market of products containing, consisting of, or produced from genetically modified cotton GHB614
Amendment of the Decision as regards the renewal of the authorisation to place on the market existing feed produced from genetically modified maize line 1507.
The Council can adopt or reject the proposals by qualified majority. In the absence of a qualified majority in favour or against the proposal, it will go back to the Commission.
