  The negotiations for the conclusion of a commercial, economic and
  development  cooperation agreement between the European Economic
  Community and the Islamic  Republic of Pakistan were completed on 17
  January 1985 after three days of  talks.  The delegations were led by
  Mr. Jos Loeff, Deputy Director-General in  the Directorate-General for
  External Relations of the European Commission and  by Mr. Izhar-ul-
  Haque, Secretary of Commerce
  The new agreement builds on the achievements of the 1976 Commercial
  Cooperation  Agreement by adding two new areas of cooperation, in the
  economic and  development fields, as well as strengthening cooperation
  in the trade field.
  The two parties will encourage industrial cooperation between economic
  operators in their respective territories and the extension of
  bilateral  investment promotion schemes.  They will also facilitate
  contacts and exchanges  of information between firms and economic
  institutions and promote joint  research programmes in areas of common
  interest to both parties.
  The Community commits itself to take all possible measures to
  intensify its  financial and technical support for Pakistan's
  development and to promote  cooperation between development and
  financial institutions of the two parties.   Finally in this area, the
  Community will seek further to coordinate its  development activities
  towards Pakistan with those of its member states.
  In the trade field, the parties confirmed the provisions of the 1976
  agreement,  and, at the same time, strengthened their commitment to
  consult on any problem   in the bilateral or multilateral sphere.
  A Joint Commission is established to study and promote actions to
  execute fully  the provisions of the agreement.
  The two delegations will submit the results of the negotiations to
  their  respective authorities for approval, so that the agreement can
  be signed at the  earliest possible moment.
  The negotiations, whose rapid conclusion shows clearly the interest of
  both  sides in consolidating their relationship, were concluded in a 
friendly atmosphere and in a spirit of mutual comprehension.
