       Mr Willy De Clercq, Member of the Commission with special
   responsibility for external relations and trade policy, will visit San
   Diego, California, from 16 to 19 January in order to take part in an
   informal meeting of trade ministers.  These meetings, which are held at
   regular intervals, bring together the trade ministers of the United
   States, Japan and Canada as well as the Member of the Commission
   responsible for trade policy.
       The concept of these "quadripartite" meetings was agreed at the
   Ottawa Summit in July 1981.  The aim is to provide ministers with the
   opportunity of an informal exchange of views on international trade
   issues.
       The main topic on the agenda for the San Diego meeting will be the
   new round of multilateral negotiations and, in particular, the broad
   approach to be adopted in the preparatory discussions and at the
   ministerial meeting planned for November.
       As well as attending to the meeting, Mr De Clercq will have separate
   talks with Mr Clayton Yeutter, the US Trade Representative, Mr Hichio
   Watanabe, Japan's new Minister for Interntional Trade and Industry, and
Mr James Kelleher, Canada's Minister of Trade and Commerce.
