Today, the European Commission appointed Ms Anne Bucher as Chair of its Regulatory Scrutiny Board – a vital function that assures the quality and relevance of all new legislative proposals.
Ms Bucher, a French national, has been working in the Commission since 1983 and first became Head of Unit in 1996. She became a Director in 2008 and was Acting Deputy Director-General in the Commission's Economics and Finance department (DG ECFIN) from July 2015. As of 1 March 2016, she will join three other colleagues who were appointed to the Regulatory Scrutiny Board earlier this month: Mr Didier Herbert as Director, Mr Vassili Lelakis as Principal Adviser and Mr Bernard Naudts as Adviser.
Today, the Commission also appointed five Deputy Directors-General to its departments for Agriculture and Rural Development (DG AGRI); Competition (DG COMP); Environment (DG ENV); Internal Market, Industry, Entrepreneurship and SMEs (DG GROW) and Trade (DG TRADE).
Kristalina Georgieva, Vice-President responsible for Budget and Human Resources, said: "At a time when the European Union is dealing with multiple crises, we need the best talent in the right jobs at the European Commission. The appointments today strengthen our senior management team and are an important step towards achieving our target of 40% women in management by 2019."
Ms María de los Ángeles Benítez Salas will take charge of the two directorates dealing with international bilateral and multilateral relations in DG AGRI as of 16 March 2016. A Spanish national, Ms Benítez Salas joined the European Commission in 1986 as Member of the Cabinet of SME policy, and subsequently External Relations Abel Matutes. After a stint at the EU Delegation in Buenos Aires, she first became Head of Unit in 1998 and was a Director in DG AGRI between 2006 and 2013. She is currently Deputy Head of European Political Strategy Centre, the European Commission's in house think-tank.
Mr Carles Esteva Mosso joins the top management of DG COMP as of 16 March 2016, to be in charge of mergers. A Spanish national, Mr Esteva Mosso joined the Commission in 1994 and has spent most of his career dealing with competition policy. Between 1999 and 2004 he was a Member of the Cabinet of Competition Commissioner Mario Monti, before becoming Head of Unit in 2004. He became a Director in DG COMP in 2010 and has been serving as Acting Deputy Director General for Mergers since July 2014.
Ms Joanna Drake joins DG ENV to coordinate resource-efficiency policies and instruments as of 16 March 2016. A Maltese national, Ms Drake joined the European Commission in October 2005 as Head of the European Commission Representation in Malta. In 2010, she moved to DG GROW as a Director and has been Chair of the Task Force on the Collaborative Economy, New Business Models and SMEs since June 2015.
Ms Irmfried Schwimann will take charge of directorates in DG GROW covering the Single Market and the entrepreneurship programme, COSME, as of 16 March 2016. An Austrian national, Ms Schwimann has been working in the European Commission since 1999. She first became Head of Unit in 2003 and was promoted to the position of Director in DG COMP, where she also set up then led the "Task Force Financial Crisis" since 2009.
Ms Sabine Weyand will oversee the work of four directorates in DG TRADE, covering inter alia WTO matters, trade defense, TTIP and neighbourhood policy as of 1 March 2016. A German national, Ms Weyand joined the European Commission in 1994. She was Member of the Cabinet of Trade Commissioner Pascal Lamy, Head of Cabinet of Development and Humanitarian Aid Commissioner Louis Michel and Adviser in the Cabinet of President Barroso between 1999 and 2009. She first became Head of Unit in 2009 and was promoted to the position of Director in 2012. She is currently Director in charge of policy coordination in the Commission's Secretariat-General.
