Junckerjeva komisija: močna in izkušena ekipa za spremembe

Danes je novoizvoljeni predsednik Evropske komisije Jean-Claude Juncker predstavil svojo ekipo in novo strukturo naslednje Evropske Komisije. Zdaj, ko je Evropska unija pustila za sabo eno najtežjih obdobij v svoji zgodovini, bo eden največjih izzivov prepričati državljane, da bo prišlo do sprememb. Komisija mora biti za njihovo izvedbo odprta za reforme. Nova Evropska komisija bo osredotočena na reševanje velikih političnih izzivov, s katerimi se sooča Evropska unija: ljudem omogočiti vrnitev na dostojna delovna mesta, povečati naložbe, poskrbeti, da bodo banke znova dajale posojila realnemu gospodarstvu, vzpostaviti povezan digitalni trg, voditi verodostojno zunanjo politiko ter zagotoviti, da se bo Evropa postavila na lastne noge pri energetski varnosti. Sestava nove Komisije odraža te politične usmeritve, na podlagi katerih je Evropski parlament izvolil Jeana-Clauda Junckerja.

Novoizvoljeni predsednik se je osebno pogovoril z vsemi kandidati za komisarje in je prepričan, da lahko njegova močna in izkušena ekipa s skupnim delom učinkoviteje doseže rezultate.

Novoizvoljeni predsednik Jean-Claude Juncker je dejal: „V teh časih, kakršnih še ni bilo, evropski državljani od nas pričakujejo rezultate. Evropejci po letih gospodarskih težav in pogosto bolečih reform pričakujejo uspešno gospodarstvo, trajnostna delovna mesta, več socialne varnosti, varnejše meje, energetsko varnost in digitalne priložnosti. Danes vam predstavljam ekipo, ki bo Evropo ponovno povedla na pot ustvarjanja novih delovnih mest in rasti. Struktura nove Evropske komisije je prilagojena nalogam, ki jo čakajo. Odprti moramo biti za spremembe in pokazati, da se Komisija lahko spremeni. Danes vam predstavljam politično, dinamično in učinkovito Evropsko komisijo, pripravljeno, da Evropi omogoči nov začetek. Resorje sem dodelil posameznikom, ne državam. Na igrišče pošiljam 27 igralcev, vsakega s svojo posebno vlogo – to je moja zmagovalna ekipa.“

Nov način dela

Novi kolegij bo imel sedem podpredsednikov, to je šest1 poleg visokega predstavnika Unije za zunanje zadeve in varnostno politiko (Federica Mogherini), vsak od njih pa bo vodil projektno skupino. Usmerjali in usklajevali bodo delo več komisarjev v sestavah, ki se lahko spreminjajo v skladu s potrebami in novimi projekti, ki se bodo razvijali (glej Prilogo 2). Te projektne ekipe odražajo politične usmeritve. Med njimi so na primer „delovna mesta, rast, naložbe in konkurenčnost“, „enotni digitalni trg“ ali „energetska unija“. To bo zagotovilo dinamično sodelovanje vseh članov kolegija, kar bo pomenilo lažje medresorsko sodelovanje in odmik od statičnih struktur. Vsi podpredsedniki bodo delovali kot resnični namestniki predsednika.

Novoizvoljeni predsednik Jean-Claude Juncker je dejal: „V novi Komisiji ni prvorazrednih ali drugorazrednih komisarjev – v njej so vodje ekip in ekipni igralci, ki bodo sodelovali v duhu kolegialnosti in vzajemne odvisnosti. Rad bi odpravil prakso delovanja, kjer vsak skrbi samo za svoje področje, in na področjih, kjer lahko Evropa resnično prinese spremembe, uvedel nov način dela, ki bo temeljil na sodelovanju.“

Novoizvoljeni predsednik Evropske komisije se veseli zaslišanj kandidatov za komisarje v Evropskem parlamentu, ki bodo zagotovila demokratični proces za pojasnjevanje in preverjanje ciljev in političnega programa Komisije.

Pomembne novosti

  • Prvi podpredsednik (Frans Timmermans) bo desna roka predsednika. Tokrat bo v Komisiji prvič komisar, ki bo odgovoren za agendo za boljšo zakonodajo, kar bo zagotavljalo, da je vsak predlog Komisije resnično potreben in da ciljev ne morejo lažje doseči države članice. Prvi podpredsednik bo deloval tudi kot varuh Listine o temeljnih pravicah in načela pravne države pri vseh dejavnostih Komisije.

  • Nov resor za notranji trg, industrijo, podjetništvo in MSP (ki ga bo vodila Elžbieta Bieńkowska) bo odgovoren za spodbujanje realnega gospodarstva. Tokrat so prvič izrecno omenjena mala in srednja podjetja, ki so hrbtenica našega gospodarstva.

  • Nov resor za gospodarske in finančne zadeve, obdavčenje in carino (ki ga bo vodil Pierre Moscovici) bo zagotavljal, da bodo politike na področju obdavčenja in carinske unije postale sestavni del poglobljene in prave ekonomske in monetarne unije, ter prispeval k nemotenemu delovanju splošnega okvira EU za gospodarsko upravljanje.

  • Vzpostavlja se močan resor za varstvo potrošnikov. Varstvo potrošnikov ni več razdeljeno med različne resorje, ampak ima pomembno mesto v resorju komisarke za pravosodje, potrošnike in enakost spolov (Věra Jourová).

  • Kot je novoizvoljeni predsednik napovedal v svojem govoru v Evropskem parlamentu 15. julija, je določil tudi komisarja za migracije (Dimitris Avramopoulos), s čimer želi dati prednost novi migracijski politiki, ki se bo odločno spoprijela z nezakonitimi migracijami in hkrati poskrbela, da bo Evropa privlačna destinacija za najbolj nadarjene.

  • Številni resorji so bili preoblikovani in poenostavljeni. Tako sta resorja za okolje ter pomorske zadeve in ribištvo združena v enega (ki ga bo vodil Karmenu Vella), kar odraža povezano logiko „modre“ in „zelene“ rasti – saj politike za ohranjanje okolja in morskih območij lahko – in bi jo tudi morale – igrajo ključno vlogo pri ustvarjanju delovnih mest, ohranjanju virov ter spodbujanju rasti in naložb. Varstvo okolja in ohranjanje evropske konkurenčnosti morata iti z roko v roki, saj sta oba povezana s trajnostno prihodnostjo. Enaka logika je bila uporabljena pri odločitvi za določitev komisarja, ki bo hkrati odgovoren za podnebne ukrepe in energetsko politiko (Miguel Arias Cañete). Povečanje deleža energije iz obnovljivih virov ni samo stvar odgovorne politike na področju podnebnih sprememb, ampak je hkrati tudi nujno v okviru industrijske politike, če želi Evropa srednjeročno še vedno imeti cenovno dostopno energijo. Oba nova resorja bosta prispevala k projektni skupini „energetska unija“, ki jo bo usmerjala in usklajevala Alenka Bratušek.

  • Resor za evropsko sosedsko politiko in pogajanja o širitvi (ki ga bo vodil Johannes Hahn) bo poleg okrepljene sosedske politike osredotočen tudi na nadaljevanje pogajanj o širitvi kljub temu, da v naslednjih petih letih ne bo novih širitev Evropske unije, kot je napovedal novoizvoljeni predsednik Juncker v svojih političnih usmeritvah.

  • Nov resor za finančno stabilnost, finančne storitve in unijo kapitalskih trgov (ki ga bo vodil Jonathan Hill) bo združil obstoječe strokovno znanje in odgovornost na enem mestu, v novem generalnem direktoratu, ter zagotavljal, da bo Komisija ostala dejavna in pozorna pri izvajanju novih pravil o nadzoru in reševanju bank.

Pravi ljudje na pravih mestih

Novoizvoljeni predsednik Juncker si je pri dodeljevanju resorjev skrbno prizadeval za doseganje ustreznega ravnovesja med spoloma, političnimi pripadnostmi in kompetencami.

Politične izkušnje

V predlagani Junckerjevi Komisiji, ki je močna in izkušena ekipa, je 5 nekdanjih predsednikov vlad, 4 namestniki predsednikov vlad, 19 nekdanjih ministrov, 7 prejšnjih komisarjev in 8 nekdanjih poslancev Evropskega parlamenta. 11 od njih je zelo izkušenih na področju gospodarstva in financ, 8 pa na področju zunanjih odnosov. Junckerjeva komisija ima vse potrebno strokovno znanje za reševanje sedanjih gospodarskih in geopolitičnih izzivov, s katerimi se sooča Evropa (glej Prilogo 4).

Demokratična legitimnost

Tretjina članov nove Komisije (9 od 28), vključno z novoizvoljenim predsednikom, je aktivno sodelovala v volilni kampanji pred letošnjimi evropskimi volitvami, nagovarjala državljane in si prizadevala za njihovo podporo.

Ženski dejavnik

Po intenzivnih pogajanjih in vztrajanju novoizvoljenega predsednika Junckerja pri kandidatkah je v Junckerjevi komisiji 9 članic in 18 članov, med 7 podpredsedniki pa so 3 ženske.

Naslednji koraki

V naslednjem koraku mora Evropski parlament potrditi celoten kolegij komisarjev, vključno s predsednikom in visokim predstavnikom Unije za zunanje zadeve in varnostno politiko/podpredsednikom Evropske komisije. Pred tem bodo opravljena zaslišanja kandidatov za komisarje v ustreznih parlamentarnih odborih v skladu s členom 118 Poslovnika Evropskega parlamenta. Po potrditvi v Evropskem parlamentu Evropski svet uradno imenuje Evropsko komisijo v skladu s členom 17(7) PEU.

Po vseevropski volilni kampanji je Evropski svet 27. junija 2014 Jeana-Clauda Junckerja predlagal za kandidata za predsednika Evropske komisije. Jean-Claude Juncker je bil na podlagi političnih usmeritev, ki jih je predstavil pred Evropskim parlamentom, izvoljen za naslednjega predsednika Evropske komisije z veliko večino glasov – 422 – na plenarnem zasedanju Evropskega parlamenta 15. julija 2014.
