Il-Kummissjoni Juncker: Tim b'saħħtu u ta' esperjenza li jirrappreżenta l-bidla

Illum, il-President elett Juncker żvela t-tim tiegħu u l-forma l-ġdida tal-Kummissjoni Ewropea li jmiss. Wara li l-Unjoni Ewropea għaddiet minn wieħed mill-aktar perjodi ta' sfida fl-istorja tagħha, waħda mill-akbar sfidi se tkun li nikkonvinċu liċ-ċittadini li l-affarijiet se jinbidlu. Sabiex tipprovdi l-bidla, il-Kummissjoni trid tkun miftuħa għar-riforma. Il-Kummissjoni Ewropea l-ġdida se tkun issimplifikata sabiex tindirizza l-isfidi politiċi kbar li qed tiffaċċa l-Ewropa: li n-nies jerġgħu lura f'xogħol diċenti, li jiġi stimulat aktar investiment, li jiġi żgurat li l-banek jerġgħu jibdew jisilfu lill-ekonomija reali, li jinħoloq suq diġitali konness, politika barranija kredibbli u li jiġi żgurat li l-Ewropa tieqaf fuq saqajha f'dak li jirrigwarda s-sigurtà tal-enerġija. Il-mod il-ġdid kif se tkun strutturata l-Kummissjoni jirrifletti dawn il-Linji Gwida Politiċi, li fuq il-bażi tagħhom Jean-Claude Juncker ġie elett mill-Parlament Ewropew.

Il-President elett personalment intervista l-Kummissarji nnominati kollha u huwa konvint li t-tim b'saħħtu u ta' esperjenza tiegħu jista' jagħti r-riżultati, billi jaħdem kollettivament, b'mod aktar effiċjenti.

Il-President-elett Jean-Claude Juncker qal: "F'dawn iż-żminijiet bla preċedent, iċ-ċittadini tal-Ewropa qed jistennewna nagħtu r-riżultati. Wara snin ta' tbatija ekonomika u riformi ta' sikwit iebsin, l-Ewropej qed jistennew ekonomija li taħdem tajjeb, impjiegi sostenibbli, aktar protezzjoni soċjali, fruntieri aktar sikuri, sigurtà tal-enerġija u opportunitajiet diġitali. Illum qiegħed nippreżenta t-tim li se jerġa' jpoġġi lill-Ewropa fi triqitha lejn l-impjiegi u t-tkabbir. Fil-Kummissjoni Ewropea l-ġdida, il-forma ssegwi l-funzjoni. Irridu nkunu miftuħin għall-bidla. Irridu nuru li l-Kummissjoni tista' tinbidel. Li qed nippreżentalkom illum hija Kummissjoni Ewropea politika, dinamika u effettiva, orjentata biex tagħti lill-Ewropa l-bidu ġdid tagħha. Tajt il-portafolli lin-nies - mhux lill-pajjiżi. Qiegħed nippreżenta tim ta' 27 persuna, li kull wieħed minnhom għandu rwol speċifiku xi jwettaq - dawn huwa t-tim rebbieħ tiegħi."

Mod ġdid kif naħdmu

Il-Kulleġġ il-ġdid se jkollu seba' Viċi-Presidenti, sitta1 flimkien mar-Rappreżentant Għoli tal-Unjoni għall-Politika Barranija u l-Politika tas-Sigurtà (Federica Mogherini), li kull wieħed minnhom imexxi tim ta' proġett. Se jkunu qegħdin jidderieġu u jikkoordinaw il-ħidma ta' numru ta' Kummissarji f'kompożizzjonijiet li jistgħu jinbidlu skont il-ħtieġa u hekk kif proġetti ġodda jiżviluppaw matul iż-żmien (ara l-Anness 2). Dawn it-timijiet ta' proġetti jirriflettu l-Linji Gwida Politiċi. Eżempji jinkludu "Impjiegi, Tkabbir, Investiment u Kompetittività", "Suq Uniku Diġitali" jew "Unjoni tal-Enerġija". Dan se jiżgura interazzjoni dinamika tal-Membri kollha tal-Kulleġġ, ikisser il-ħitan żejda u jneħħi l-istrutturi statiċi. Il-Viċi-Presidenti se jaġixxu bħala deputati reali għall-President.

Il-President-elett Jean-Claude Juncker qal: "Fil-Kummissjoni l-ġdida ma hemmx Kummissarji tal-ewwel klassi u tat-tieni klassi - hemm mexxejja ta' timijiet u membri tat-timijiet. Huma se jaħdmu flimkien fi spirtu ta' kolleġġjalità u dipendenza reċiproka. Irrid negħleb il-mentalità ta' ħitan żejda bejn ir-responsabbiltajiet u nintroduċi mod kollaborattiv ġdid ta' kif naħdmu f'oqsma fejn nistgħu tassew nagħmlu differenza."

Qiegħed iħares 'il quddiem lejn l-udjenzi tal-Parlament Ewropew għall-Kummissarji proposti li se jipprovdu proċess demokratiku biex jiġu spjegati u eżaminati l-objettivi u l-programm politiku tal-Kummissjoni.

Novitajiet importanti

  • L-Ewwel Viċi-President (Frans Timmermans) se jkun l-id il-leminija tal-President. Din hija l-ewwel darba li hemm Kummissarju ddedikat għal aġenda ta' Regolamentazzjoni Aħjar, li jiggarantixxi li kull proposta tal-Kummissjoni tkun tassew meħtieġa u li l-għanijiet ma jkunux jistgħu jintlaħqu aħjar mill-Istati Membri. L-Ewwel Viċi-President se jkun ukoll qed jaġixxi ta' għassies, li jħares il-Karta tad-Drittijiet Fundamentali u l-Istat tad-Dritt f'kull waħda mill-attivitajiet tal-Kummissjoni.

  • Il-portafoll il-ġdid tas-Suq Intern, l-Industrija, l-Imprenditorija u l-SMEs (taħt Elžbieta Bieńkowska) se jkun il-mutur tal-ekonomija reali. Hemm ukoll għall-ewwel darba referenza għall-impriżi ta' daqs żgħir jew medju, is-sinsla tal-ekonomija tagħna.

  • Il-portafoll il-ġdid tal-Affarijiet Ekonomiċi u l-Finanzjarji, it-Tassazzjoni u d-Dwana (taħt Pierre Moscovici) se jiżgura li l-politiki tat-tassazzjoni u l-unjoni doganali jsiru parti integrali mill-Unjoni Ekonomika u Monetarja profonda u ġenwina u jikkontribwixxu għall-funzjonament tajjeb tal-qafas globali tal-governanza ekonomika tal-UE.

  • Inħoloq portafoll b'saħħtu tal-konsumatur. Il-politika tal-konsumatur ma għadhiex aktar imxerrda fuq portafolli differenti iżda għandha post prominenti fil-portafoll tal-Kummissarju tal-Ġustizzja, il-Konsumatur u l-Ugwaljanza bejn is-Sessi (Věra Jourová).

  • Kif ħabbar il-President elett fid-diskors tiegħu quddiem il-Parlament Ewropew fil-15 ta' Lulju, huwa ħoloq ukoll Kummissarju speċifikament għall-Migrazzjoni (taħt Dimitris Avramopoulos) sabiex jipprijoritizza politika ġdida dwar il-migrazzjoni li tindirizza b'mod robust il-migrazzjoni irregolari, filwaqt li fl-istess ħin tagħmel l-Ewropa destinazzjoni attraenti għall-aqwa talent.

  • Numru ta' portafolli ngħataw forma ġdida u ġew issimplifikati. Huwa sinifikanti li l-portafolli tal-Ambjent u l-Affarijiet Marittimi u s-Sajd ġew magħquda flimkien (taħt Karmenu Vella) sabiex tiġi riflessa l-loġika doppja ta' Tkabbir "Blu" u "Aħdar" - il-politiki tal-konservazzjoni ambjentali u marittima jistgħu u għandu jkollhom rwol ewlieni fil-ħolqien tal-impjiegi, il-ħarsien tar-riżorsi, l-istimular tat-tkabbir u l-inkoraġġiment tal-investiment. Il-ħarsien tal-investiment u l-priżervazzjoni tal-kompetittività tagħna jridu jimxu flimkien, it-tnejn li huma jirrigwardaw il-futur sostenibbli. L-istess loġika ġiet applikata fid-deċiżjoni li jitwaqqaf Kummissarju wieħed responsabbli kemm mill-Azzjoni tal-Klima kif ukoll mill-politika tal-Enerġija (taħt Miguel Arias Cañete). It-tisħiħ tas-sehem tal-enerġija rinnovabbli mhuwiex biss kwistjoni ta' politika responsabbli tat-tibdil fil-klima. Huwa, fl-istess waqt, imperattiv tal-politika industrijali jekk l-Ewropa għadha trid li jkollha enerġija affordabbli fuq terminu medju. Iż-żewġ portafolli se jikkontribwixxu għat-Tim ta' Proġett "Unjoni tal-Enerġija" mmexxi u kkoordinat minn Alenka Bratušek.

  • Il-portafoll tal-Politika Ewropea tal-Viċinat u n-Negozjati tat-Tkabbir (taħt Johannes Hahn), flimkien ma' politika msaħħa tal-viċinat, tqiegħed l-enfasi fuq it-tkomplija ta' negozjati tat-tkabbir, filwaqt li jirrikonoxxi li mhux se jkun hemm tkabbir tal-Unjoni Ewropea għall-ħames snin li ġejjin, kif stabbilixxa fil-Linji Gwida Politiċi tiegħu il-President elett Juncker.

  • Il-portafoll il-ġdid tal-Istabbiltà Finanzjarja, is-Servizzi Finanzjarji u l-Unjoni tas-Swieq Kapitali (taħt Jonathan Hill) se jiffoka l-għarfien espert u r-responsabbiltà eżistenti f'post wieħed, Direttorat Ġenerali ġdid, u jiżgura li l-Kummissjoni tibqa' attiva u viġilanti fl-implimentazzjon tar-regoli l-ġodda ta' superviżjoni u riżoluzzjoni għall-banek.

Ir-rwoli t-tajba għall-persuni t-tajba

Meta kien qed jattribwixxi l-portafolli, il-President elett Juncker qagħad attent ħafna li jsib il-bilanċ tajjeb bejn is-sessi, l-affiljazzjonijiet politiċi u l-kompetenzi.

L-Esperjenza Politika

Il-Kummissjoni Juncker proposta hija tim b'saħħtu u ta' esperjenza, li tinkludi ħames eks Prim Ministri, erba' Deputati Prim Ministri, 19-il eks Ministru, seba' Kummissarji li qed iżommu posthom u tmien eks Membri tal-Parlament Ewropew. Ħdax minn dawn għandhom rekord solidu fl-ekonomija u l-finanzi, filwaqt li tmienja għandhom esperjenza kbira fl-affarijiet barranin. Il-Kummissjoni Juncker għandha l-għarfien espert meħtieġ biex tindirizza l-isfidi ekonomiċi u ġeopolitiċi kurrenti li għandha quddiemha l-Ewropa (ara l-Anness 4)

Leġittimità Demokratika

Terz tal-membri tal-Kummissjoni l-ġdida (disgħa minn 28), inkluż il-President elett, ipparteċipaw fil-kampanja ta' din is-sena għall-elezzjonijiet Ewropej, fejn ikkomunikaw maċ-ċittadini u fittxew l-appoġġ tagħhom.

Wara negozjati intensivi u l-insistenza tal-President elett Juncker dwar kandidati femminili, hemm disa' Membri nisa u 19-il raġel fil-Kummissjoni Juncker u tlieta mis-seba' Viċi-Presidenti huma nisa.

Il-Passi li Jmiss

Il-pass li jmiss huwa li l-Parlament Ewropew irid jagħti l-kunsens tiegħu għall-Kulleġġ tal-Kummissarji kollu kemm hu, inkluż il-President u r-Rappreżentant Għoli tal-Unjoni għall-Affarijiet Barranin u l-Politika tas-Sigurtà / Viċi-President tal-Kummissjoni Ewropea. Dan huwa preċedut mis-smigħ tal-Kummissarji proposti fil-kumitati parlamentari relevanti, skont ir-Regola 118 tar-Regoli tal-Proċedura tal-Parlament.
