Junkera Komisija – Spēcīga un pieredzējusi komanda gatava viest pārmaiņas

Jaunievēlētais priekšsēdētājs Junkers šodien darīja zināmu savas komandas sastāvu un nākamās Eiropas Komisijas jaunās aprises. Pēc tam, kad Eiropas Savienība ir pārvarējusi vienu no grūtākajiem posmiem tās pastāvēšanas laikā, viens no svarīgākajiem uzdevumiem ir pārliecināt iedzīvotājus, ka pārmaiņas ir iespējamas. Lai ieviestu pārmaiņas, Komisijai ir jābūt atvērtai reformu veikšanai. Jaunās Komisijas uzmanība tiks virzīta uz svarīgu Eiropas politisko uzdevumu izpildi: atjaunot nodarbinātību, nodrošinot pienācīgu darbvietu izveidi, pastiprināt ieguldījumu plūsmu, nodrošināt, ka bankas atkal sniedz aizdevumus reālajai ekonomikai, izveidot savienotu digitālo tirgu, uzticamu ārpolitiku un nodrošināt, ka Eiropa ir neatkarīga energoapgādes drošības jomā. Jaunā pieeja Komisijas izveidei atspoguļo Politikas pamatnostādnes, balstoties uz kurām Parlaments ievēlēja Žanu Klodu Junkeru priekšēdētāja amatā.

Jaunievēlētais priekšsēdētājs personīgi veica pārrunas ar komisāru amatu kandidātiem un viņš ir pārliecināts, ka viņa spēcīgā un pieredzējusī komanda varēs realizēt plānoto, sadarbojoties un strādājot efektīvāk.

Priekšsēdētājs Žans Klods Junkers sacīja: “Šajā īpašajā laikā Eiropas iedzīvotāji sagaida no mums taustāmus rezultātus. Pēc vairākiem ekonomisko grūtību gadiem un bieži vien sāpīgām reformām Eiropas iedzīvotāji vēlas funkcionējošu ekonomiku, ilgtspējīgas darbvietas, lielāku sociālo aizsardzību, drošākas robežas, energoapgādes drošību un digitālās iespējas. Šodien es jūs iepazīstinu ar komandu, kas palīdzēs Eiropai atgriezties uz nodarbinātības un izaugsmes ceļa. Jaunajā Eiropas Komisijā “forma seko funkcijai“. Mums ir jābūt atvērtiem pārmaiņām. Mums jāparāda, ka Komisija spēj mainīties. Šī ir politiska, dinamiska un efektīva Eiropas Komisija, kas ir gatava “iedarbināt” Eiropu no jauna. Es esmu piešķīris portfeļus cilvēkiem nevis valstīm. Savā komandā esmu izvēlējies 27 spēlētājus un katram ir sava īpašā loma. Šī ir mana uzvarētājkomanda.

Jauna pieeja darbam

Jaunajā kolēģijā būs septiņi priekšsēdētāja vietnieki, seši1 papildus Savienības Augstajai pārstāvei ārlietās un drošības politikas jautājumos (Federika Mogerīni). Katrs vadīs projektu grupu. Viņi vadīs un koordinēs vairāku komisāru darbu. Atbilstoši vajadzībām, kā arī, laika gaitā attīstoties jauniem projektiem, grupu sastāvs var mainīties (skat. 2. pielikumu). Šīs projektu grupas atspoguļos Politikas pamatnostādnes. Piemēram: “Nodarbinātība, izaugsme, ieguldījumi un konkurētspēja”, “Digitālais vienotais tirgus” vai “Enerģētikas savienība”. Tas nodrošinās visu kolēģijas locekļu dinamisku mijiedarbību, novēršot fragmentāciju un atsakoties no statiskām struktūrām. Visi priekšsēdētāja vietnieki patiesi pildīs priekšsēdētāja vietnieku funkcijas.

Jaunievēlētais priekšsēdētājs Žans Klods Junkers piebilda: “Jaunajā Komisijā nav pirmās vai otrās šķiras komisāru – ir komandu vadītāji un komandu dalībnieki. Viņi strādās kopā koleģiālā gaisotnē un savstarpēji saistīti. Es vēlos novērst fragmentāro mentalitāti un ieviest jaunu, uz sadarbību vērstu pieeju darbam jomās, kurās Eiropa patiešām var panākt uzlabojumus.”

Viņš ar cerībām gaida komisāru amatu kandidātu uzklausīšanu Eiropas Parlamentā, kas nodrošinās demokrātisko procesu Komisijas mērķu un politiskās programmas izskaidrošanai.

Svarīgas izmaiņas

  • Pirmais priekšsēdētāja vietnieks (Franss Timmermanss) būs priekšsēdētāja labā roka. Tā ir pirmā reize, kad komisāra darbs būs vērsts uz labāka regulējuma programmas īstenošanu, garantējot, ka katrs Komisijas priekšlikums ir patiešām nepieciešams un ka mērķi nav vislabāk sasniedzami dalībvalstīs. Pirmais priekšsēdētāja vietnieks uzraudzīs Eiropas Savienības Pamattiesību hartas un tiesiskuma principa ievērošanu visās Komisijas darbībās.

  • Jaunais iekšējā tirgus, nozares, uzņēmējdarbības un MVU portfelis (Elžbetas Beņkovskas vadībā) būs reālās ekonomikas dzinējspēks. Pirmo reizi tiek izcelti arī mazie un vidējie uzņēmumi, kas ir mūsu ekonomikas pamats.

  • Jaunā ekonomikas un finanšu, nodokļu politikas un muitas portfeļa (Pjēra Moskovisī vadībā) ietvaros tiks nodrošināts, ka nodokļu un muitas savienības politika kļūst par padziļinātas un patiesas ekonomiskās un monetārās savienības daļu un sniedz savu devumu vispārējā ES ekonomikas pārvaldības regulējuma pienācīgas darbības nodrošināšanā.

  • Tika izveidots spēcīgs patērētāju tiesību aizsardzības portfelis. Patērētāju politika vairs nav fragmentēta dažādos portfeļos, bet tai ir būtiska vieta tiesiskuma, patērētāju un dzimumu līdztiesības komisāres (Veras Jourovas) portfelī.

  • Kā jaunievēlētais priekšsēdētājs jau paziņoja Eiropas Parlamentam adresētajā runā 15. jūlijā, viņš ir arī izveidojis komisāra amatu migrācijas jomā (Dimitra Avramopula vadībā) nolūkā par prioritāti noteikt jauno migrācijas politiku, ar ko vērsīsies pret nelikumīgu migrāciju, vienlaicīgi padarot Eiropu par pievilcīgu galamērķi talantīgākajiem cilvēkiem.

  • Vairāki portfeļi tika pārveidoti un racionalizēti. Nozīmīgi ir tas, ka vides portfelis tika apvienots ar jūrlietu un zivsaimniecības portfeli (Karmenu Vellas vadībā), lai atspoguļotu dubulto loģiku “zilā” un “zaļā” izaugsme – vides un jūras teritoriju aizsardzības politikai var būt un tai būtu jābūt svarīgai lomai darbvietu radīšanā, resursu taupīšanā, izaugsmes veicināšanā un ieguldījumu stimulēšanā. Vides aizsardzībai un mūsu konkurētspējas saglabāšanai ir jāiet roku rokā, abi šie uzdevumi ir saistīti ar ilgtspējīgu nākotni. Balstoties uz šo pašu loģiku, tika pieņemts lēmums klimata politiku un enerģētikas politiku nodot viena komisāra pārraudzībā (Migela Ariasa Kanjetes vadībā). Atjaunojamo energoresursu daļas stiprināšana nav saistīta tikai ar atbildīgu klimata pārmaiņu politiku. Tā ir arī rūpniecības politikas nepieciešamība, ja Eiropa joprojām vēlas cenu ziņā pieejamu enerģijas piegādi vidējā termiņā. Abi jaunie portfeļi darbosies projektu grupā "Enerģētikas savienība", kuru vadīs un koordinēs Alenka Bratušeka.

  • Eiropas kaimiņattiecību politikas un paplašināšanās sarunu portfeļa ietvaros (Johannesa Hāna vadībā) papildus pastiprinātajai kaimiņattiecību politikai uzmanība tiks pievērsta paplašināšanās sarunām, tomēr paturot prātā, ka turpmāko piecu gadu laikā Eiropas Savienības paplašināšanās nenotiks, kā to savās Politikas pamatnostādnēs ir izklāstījis jaunievēlētais priekšsēdētājs Junkers.

  • Jaunā finanšu stabilitātes, finanšu pakalpojumu un kapitāla tirgus savienības portfeļa (Džonatana Hilla vadībā) ietvaros jaunizveidotā ģenerāldirektorātā vienuviet tiks apkopota esošā zinātība un atbildība un nodrošināts, ka Komisija turpina aktīvi un modri ieviest jaunos uzraudzības un noregulējuma noteikumus attiecībā uz bankām.

Atbilstoši cilvēki atbilstošos amatos

Piešķirot portfeļus, ievēlētais priekšsēdētājs Junkers pievērsa lielu uzmanību tam, lai izveidotu pareizu līdzsvaru starp dzimumiem, politisko piederību un kompetences jomām.

Politiskā pieredze

Spēcīga un pieredzējusi komanda – Junkera ierosinātajā Komisijā ietilpst 5 bijušie premjerministri, 4 premjerministru vietnieki, 19 bijušie ministri, 7 kādreizējie komisāri un 8 bijušie Eiropas Parlamenta deputāti. Vienpadsmit no viņiem ir pārliecinoša kvalifikācija ekonomikas un finanšu jomā, bet astoņiem ir plaša pieredze ārlietās. Junkera vadītajai Komisijai ir vajadzīgā kompetence, lai risinātu ekonomikas un ģeopolitiskās problēmas, ar kurām patlaban saskaras Eiropa (skatīt 4. pielikumu).

Demokrātiska leģitimitāte

Viena trešdaļa no jaunās Komisijas locekļiem (9 no 28), ieskaitot ievēlēto priekšsēdētāju, piedalījās šā gada Eiropas vēlēšanu kampaņā, vēršoties pie iedzīvotājiem un meklējot viņu atbalstu.

Sieviešu koeficients

Pēc intensīvām sarunām un ievēlētā priekšsēdētāja Junkera uzstājības par kandidātēm sievietēm, Junkera vadītajā Komisijā ir 9 sievietes un 19 vīrieši, un 3 no 7 priekšsēdētāja vietniekiem ir sievietes.

Turpmākie pasākumi

Tagad Eiropas Parlamentam ir jāpauž sava piekrišana visai komisāru kolēģijai, tostarp priekšsēdētājam un Augstajam pārstāvim ārlietās un drošības politikas jautājumos / Eiropas Komisijas priekšsēdētāja vietniekam. Pirms tam notiks komisāra amata kandidātu uzklausīšana attiecīgajās parlamentārajās komitejās saskaņā ar Parlamenta Reglamenta 118. pantu. Tiklīdz Eiropas Parlaments būs devis savu piekrišanu, Eiropadome oficiāli iecels Eiropas Komisiju saskaņā ar LES 17. panta 7. punktu.

Pēc ES mēroga vēlēšanu kampaņas Eiropadome 2014. gada 27. jūnijā izvirzīja Žanu Klodu Junkeru kā Eiropas Komisijas priekšsēdētāja amata kandidātu. Pamatojoties uz Politikas pamatnostādnēm, kuras viņš izvirzīja Eiropas Parlamentā, Žans Klods Junkers Eiropas Parlamenta 2014. gada 15. jūlija plenārsēdē ar spēcīgu vairākumu (422 balsīm) tika ievēlēts nākamā Eiropas Komisijas priekšsēdētāja amatā.
