Junckerova Komisija: snažan i iskusan tim koji se zalaže za promjenu

Danas je novoizabrani predsjednik Juncker predstavio svoj tim i novu organizaciju Europske komisije. Nakon što je Europska unija proživjela jedno od najtežih razdoblja u svojoj povijesti, jedan od najvećih izazova bit će uvjeriti građane da će se stvari promijeniti. Kako bi ostvarila promjene, Komisija se mora otvoriti prema reformi. Nova Europska komisija usredotočit će se na rješavanje velikih političkih izazova s kojima se Europa suočava: vraćanje zadovoljavajućih radnih mjesta građanima, poticanje većeg ulaganja, osiguravanje bankovnih zajmova realnom gospodarstvu, uspostava povezanog digitalnog tržišta, raspolaganje vjerodostojnom vanjskom politikom i osiguravanje da Europa u pogledu sigurnosti opskrbe energijom stoji na svojim nogama. Novi ustroj Komisije odraz je sljedećih političkih smjernica, na temelju kojih je Europski parlament izabrao Jean-Claudea Junckera.

Novoizabrani predsjednik osobno je održao razgovor sa svakim kandidatom za povjerenika i uvjeren je da je njegov snažan i iskusan tim sposoban zajedničkim radom postići rezultate na učinkovitiji način.

Novoizabrani predsjednik Jean-Claude Juncker izjavio je: „U ovim teškim vremenima građani Europe od nas očekuju rezultate. Nakon gospodarski teških godina i često zahtjevnih reformi, Europljani žele uspješno gospodarstvo, održiva radna mjesta, veću socijalnu zaštitu, sigurnije granice, sigurnost opskrbe energijom i digitalne mogućnosti. Danas vam predstavljam tim koji će Europu vratiti na put koji vodi prema zapošljavanju i rastu. U novoj Europskoj komisiji funkcionalnost je najvažnija. Moramo se otvoriti prema promjenama, pokazati da se Komisija može promijeniti. Komisija koju vam danas predstavljam politička je, dinamična i učinkovita Europska komisija koja je spremna obilježiti novi početak za Europu. Portfelje sam dodijelio osobama, a ne državama. Na teren sam doveo 27 igrača od kojih svaki ima posebnu ulogu – to je moj pobjednički tim.

Novi način rada

Novi Kolegij povjerenika imat će sedam potpredsjednika, odnosno šest1 uz visoku predstavnicu Unije za vanjske poslove i sigurnosnu politiku Federicu Mogherini, a svaki od njih vodi jedan projektni tim. Oni će upravljati i koordinirati radom nekoliko povjerenika u kombinacijama koje će se možda mijenjati u skladu s potrebama i razvojem novih projekata s vremenom (vidi Prilog 2.). Navedeni projektni timovi odraz su političkih smjernica, primjerice obuhvaćaju „zapošljavanje, rast, ulaganja i konkurentnost”, „jedinstveno digitalno tržište” i „energetsku uniju”. Na taj način osigurat će se dinamična interakcija svih članova Kolegija čime će se ukloniti prepreke i postići odmak od statičkih struktura. Svi će potpredsjednici djelovati kao pravi zamjenici predsjednika.

Novoizabrani predsjednik Jean-Claude Juncker izjavio je: „U novoj Komisiji nema povjerenika prvog i drugog reda, tu su samo voditelji i igrači timova. Zajedno će raditi u duhu kolegijalnosti i uzajamne ovisnosti. Želim nadvladati izolacijski mentalitet i uvesti novi način suradnje u područjima na koje Europa može imati stvaran utjecaj.

On željno iščekuje saslušanja kandidata za povjerenike u Europskom parlamentu, čime će se osigurati demokratski postupak za iznošenje i provjeru ciljeva i političkog programa Komisije.

Važne novosti

  • Prvi potpredsjednik Frans Timmermans bi će desna ruka predsjednika. To je prvi put da postoji povjerenik zadužen za Plan za bolje donošenja propisa, čim se jamči da je svaki prijedlog Komisije stvarno potreban i da se ti ciljevi ne mogu na najbolji način ostvariti na razini država članica. Prvi potpredsjednik ima i nadzornu ulogu te se brine za to da se Povelja o temeljnim pravima i vladavina prava poštuju u svim aktivnostima Komisije.

  • Novi portfelj za unutarnje tržište, industriju, poduzetništvo i MSP-ove, na čelu s Elžbietom Bieńkowskom, bit će pokretač realnog gospodarstava. Mala i srednja poduzeća, kao okosnica našeg gospodarstva, time se prvi put posebno navode.

  • Novim portfeljom posvećenim gospodarskim i financijskim poslovima, oporezivanju i carini, za koji je zadužen Pierre Moscovici, osigurat će da politike oporezivanja i carinske unije postanu sastavni dio sveobuhvatne i istinske ekonomske i monetarne unije te pridonose nesmetanom funkcioniranju ukupnog okvira gospodarskog upravljanja EU-a.

  • Izgrađen je i snažan portfelj za zaštitu potrošača; politika zaštite potrošača umjesto dosadašnje podjele na nekoliko portfelja, sada ima istaknuto mjesto u okrilju portfelja za pravosuđe, zaštitu potrošača i ravnopravnost spolova, na čelu kojeg je Věra Jourová.

  • Kao što je novoizabrani predsjednik najavio u svom govoru održanom 15. srpnja u Europskom parlamentu, imenovan je i povjerenik posebno za migracijeDimitris Avramopoulos kako bi se dao prioritet novoj politici migracija kojom će se odlučno rješavati pitanje nezakonite migracije, a da Europa istovremeno bude privlačno odredište za vrhunske talente.

  • Određeni je broj portfelja reorganiziran i racionaliziran. Znakovito je da su spojeni portfelji za okoliš te pomorstvo i ribarstvo, za koje je zadužen Karmenu Vella, čime se odražava dvostruka logika „plavog” i „zelenog rasta” – politike zaštite okoliša i očuvanja morskog okoliša mogu i moraju imati ključnu ulogu u otvaranju radnih mjesta, održanju resursa te poticanju rasta i ulaganja. Zaštita okoliša i održanje naš konkurentnosti moraju se odvijati usporedno, i jedno i drugo jamstvo su održive budućnosti. Istom logikom vodilo se i pri odluci o imenovanju jednog povjerenika koji će biti zadužen za klimatsku i energetsku politikuMiguel Arias Cañete. Povećanje udjela energije iz obnovljivih izvora nije samo pitanje odgovorne politike u pogledu klimatskih promjena, već je istovremeno i politički imperativ ako Europa u srednjem roku i dalje želi osigurati cjenovno pristupačnu energiju. Oba nova portfelja pridonosit će projektnom timu za energetsku uniju, kojim se upravljati i koordinirati Alenka Bratušek.

  • Portfelj za Europsku susjedsku politiku i pregovore o proširenju, koji će voditi Johannes Hahn, usredotočen je na nastavak pregovora o proširenju, uz istovremeno uvažavanje činjenice da u sljedećih pet godina neće biti proširenja Europske unije, kako je novoizabrani predsjednik Juncker i najavio u svojim političkim smjernicama.

  • Novim portfeljom za financijsku stabilnost, financijske usluge i uniju tržišta kapitala, na čelu s Jonathanom Hillom, postojeća stručna znanja i nadležnosti okupit će se na jednom mjestu – u novosnovanoj glavnoj upravi, te će se na taj način osigurati da Komisija i dalje aktivno sudjeluje i prati provedbu novih pravila za nadzor i sanaciju banaka.

Pravi ljudi za pravi posao

Pri dodjeli portfelja novoizabrani predsjednik Juncker posebnu je pozornost obratio na postizanje ravnoteže spolne zastupljenosti, političkih grupacija i nadležnosti.

Političko iskustvo

Kao snažan i iskusan tim, predložena Junckerova Komisija uključuje 5 bivših predsjednika vlada i 4 potpredsjednika vlada, 19 bivših ministara, 7 nekadašnjih povjerenika i 8 bivših članova Europskog parlamenta. Među predloženim povjerenicima, 11 ih je radilo na poslovima povezanim s gospodarskim i financijskim sektorom, dok ih 8 ima bogato iskustvo u vanjskim odnosima. Junckerova Komisija ima, dakle, stručno znanje potrebno za rješavanje sadašnjih gospodarskih i geopolitičkih izazova s kojima je Europa suočena (vidi prilog 4).

Demokratska legitimnost

Jedna trećina članova nove Komisije, točnije njih 9 od ukupno 28, uključujući novoizabranog predsjednika, sudjelovalo je u kampanji u ovogodišnjim izborima za Europski parlament te su se nastojali približiti građanima i osvojiti njihovu podršku.

Uključenost žena

Nakon intenzivnih pregovora i na ustrajanje novoizabranog predsjednika Junckera, u njegovoj je Komisiji 9 žena i 19 muškaraca, a žene drže tri od sedam potpredsjedničkih mjesta.

Sljedeći koraci

U sljedećem koraku Europski parlament treba dati suglasnost na cijeli sastav Kolegija povjerenika, uključujući predsjednika i visoku predstavnicu Unije za vanjske poslove i sigurnosnu politiku/potpredsjednicu Europske komisije. Tome prethode saslušanja kandidata za povjerenike u odgovarajućim parlamentarnim odborima u skladu s pravilom 118. Poslovnika Parlamenta. Nakon što Europski parlament da svoju suglasnost, Europsko vijeće službeno imenuje Europsku komisiju u skladu s člankom 17. stavkom 7. UEU-a.

Nakon izborne kampanje na razini EU-a Europsko vijeće predložilo je 27. lipnja 2014. Jean-Clauda Junckera za kandidata za predsjednika Europske komisije. Na temelju političkih smjernica koje je izložio pred Europskim parlamentom, Jean-Claude Juncker izabran je za sljedećeg predsjednika Europske komisije velikom većinom od 422 glasa na plenarnoj sjednici Europskog parlamenta 15. srpnja 2014.
