Juncker-kommissionen: En stærkt og erfarent hold, der varsler forandringer

I dag har den valgte formand Jean-Claude Juncker løftet sløret for, hvem hans hold består af, og hvilken form den næste Europa-Kommission får. EU har været igennem en af de vanskeligste perioder i sin historie, og en af de største udfordringer bliver nu at overbevise borgerne om, at der bliver ændret på tingene. Men for at kunne gennemføre ændringer må Kommissionen være åben for reform. Den nye Kommission bliver strømlinet med sigte på at løse de store politiske problemer, som Europa står over for, nemlig at få folk i arbejde i anstændige jobs; at sætte gang i flere investeringer; at sørge for, at bankerne igen låner penge ud til den reale økonomi; at binde det digitale marked sammen; at føre en tillidvækkende udenrigspolitik; at sikre, at Europa står på egne ben med hensyn til energiforsyningssikkerhed. Den nye måde, Kommissionen bliver sat sammen på, er en afspejling af de politiske retningslinjer, som Europa-Parlamentet lagde til grund for sit valg af Jean-Claude Juncker.

Den valgte formand har haft personlige samtaler med alle de indstillede kommissærer og er overbevist om, at hans stærke og erfarne hold kan yde en kollektiv indsats og dermed levere varen mere effektivt.

Den valgte formand Jean-Claude Juncker udtalte: "I disse helt nye tider forventer Europas borgere, at vi leverer varen. Efter flere år med økonomiske trængsler og reformer, der ofte har været smertefulde, ser borgerne frem til en velfungerende økonomi, varige jobs, bedre social beskyttelse, sikrere grænser, energiforsyningssikkerhed og flere digitale muligheder. Jeg præsenterer i dag et hold, der bringer Europa tilbage på en kurs, der fører til vækst og beskæftigelse. Den nye Europa-Kommissions form bliver en følge af dens funktion. Vi må være åbne for forandring. Vi må vise, at Kommissionen kan forandre sig. Det, jeg præsenterer i dag, er en politisk, dynamisk og effektiv Europa-Kommission, som er gearet til at give Europa en ny start. Jeg har tildelt porteføljerne til personer, ikke til lande. Jeg sender 27 spillere på banen, som hver især skal spille en specifik rolle – det er mit vinderhold."

En ny arbejdsmåde

Det nye kommissionskollegium får syv næstformænd, nemlig Unionens højtstående repræsentant for udenrigsanliggender og sikkerhedspolitik (Federica Mogherini) og seks andre1, som hver står i spidsen for en projektgruppe. De skal styre og koordinere flere kommissærers arbejde, og gruppens sammensætning kan ændres efter behov og efterhånden som nye projekter opstår (se bilag 2). Projektgrupperne afspejler de politiske retningslinjer, f.eks. "Vækst, beskæftigelse, investeringer og konkurrenceevne", "Det digitale indre marked" og "Energiunion". Det bremser silobygning og opløser statiske strukturer og skaber derved en dynamisk vekselvirkning mellem alle kommissionsmedlemmerne. Næstformændene kommer til at fungere som egentlige stedfortrædere for formanden.

Den valgte formand Jean-Claude Juncker udtalte: "I den nye kommission er der ingen første- eller andenrangs kommissærer, men projektledere og medspillere. De skal arbejde sammen i kollegial ånd og i gensidig tillid. Jeg vil gerne væk fra silomentalitet og indføre en ny samarbejdsform på de områder, hvor Europa virkelig kan gøre en forskel."

Han ser frem til Europa-Parlamentets høringer af de indstillede kommissærer, hvor Kommissionens mål og politiske program bliver beskrevet og godkendt ved en demokratisk proces.

Vigtige forandringer

  • en førstenæstformand (Frans Timmermans) vil fungere som formandens højre hånd. Det er første gang, at der en kommissær specifikt tildeles opgaven med at sørge for bedre regulering, hvilket skal sikre, at alle Kommissionens forslag virkelig er påkrævede, og at målet ikke bedre kan nås af medlemsstaterne. Førstenæstformanden skal også være vagthund og sørge for, at chartret for grundlæggende rettigheder og retsstatsprincipperne respekteres i alle Kommissionens tiltag.

  • Den nye portefølje for det indre marked, industri, iværksætteri og SMV (under Elžbieta Bieńkowska) vil være realøkonomiens kraftcenter. For første gang nævnes små og mellemstore virksomheder, som er grundstenen i vores økonomi, også specifikt.

  • Den nye portefølje for økonomiske og finansielle anliggender, beskatning og told (under Pierre Moscovici) skal sikre, at politikkerne for beskatning og toldunionen forbliver en fast del af en udbygget og egentlig økonomisk og monetær union og bidrager til, at EU's overordnede ramme for økonomisk styring fungerer godt.

  • Der er oprettet en ny solid portefølje for forbrugere. Forbrugerpolitik er ikke længere spredt på forskellige porteføljer, men har en central plads i den portefølje, som varetages af kommissæren for retlige anliggender, forbrugere og ligestilling mellem mænd og kvinder (Věra Jourová).

  • Som Jean-Claude Juncker nævnte i sin tale til Europa-Parlamentet den 15. juli har han valgt en kommissær, som specifikt skal tage sig af migration (under Dimitris Avramopoulos), for at opprioritere en ny politik for migration, som skal håndtere migration effektivt og samtidig gøre Europa til en attraktiv destination for folk med gode kvalifikationer.

  • En række porteføljer er blevet omstruktureret og strømlinet. Porteføljerne for miljø og maritime anliggender og fiskeri er blandt andet lagt sammen (under Karmenu Vella) for at afspejle den logiske sammenhæng mellem "blå" og "grøn" vækst – miljøpolitik og politikken for beskyttelse af havområder kan og bør spille en vigtig rolle for jobskabelsen, beskyttelsen af ressourcer samt fremme af vækst og investeringer. Miljøbeskyttelse og fastholdelse af vores konkurrenceevne skal gå hånd-i-hånd, da de begge handler om en bæredygtig fremtid. Det er samme tanke, der ligger bag beslutningen om at gøre én kommissær ansvarlig for både Klima og Energipolitik (under Miguel Arias Cañete). Det at øge den vedvarende energis andel er ikke kun et spørgsmål om en ansvarlig klimaændringspolitik. Det er samtidig en industripolitisk nødvendighed, hvis Europa også på mellemlang sigt vil have energi til rimelige priser. Begge porteføljer vil deltage i projektgruppen "Energiunion", der ledes og koordineres af Alenka Bratušek.

  • Porteføljen for Europæisk Naboskabspolitik og Udvidelsesforhandlinger (under Johannes Hahn) vil sammen med en styrket naboskabspolitik sætte fokus på videreførelsen af udvidelsesforhandlingerne. Som Jean-Claude Juncker anførte i sine politiske retningslinjer, skal disse dog ikke føre til udvidelser inden for de næste fem år.

  • Med den nye portefølje for Finansiel stabilitet, finansielle tjenester og kapitalmarkedsunion (under Jonathan Hill) samles ekspertise og ansvar på ét sted, nemlig i et nyt generaldirektorat, og det sikrer Kommissionen en aktiv og årvågen rolle i forbindelse med gennemførelsen af de nye tilsyns- og afviklingsbestemmelser for banker.

De rette poster til de rette personer

Ved fordelingen af porteføljerne har Jean-Claude Juncker været meget opmærksom på at sikre den rette balance mellem kommissionsmedlemmernes køn, politiske tilhørsforhold og kompetencer.

Politisk erfaring

Den foreslåede Juncker-Kommission udgør et stærkt og erfarent hold, der omfatter 5 tidligere premierministre, 4 vicepremierministre, 19 tidligere ministre, 7 forhenværende kommissærer og 8 tidligere medlemmer af Europa-Parlamentet. 11 af disse har en solid baggrund inden for økonomi og finanser, mens 8 har bred erfaring på det udenrigspolitiske område. Juncker-kommissionen har den nødvendige ekspertise til at takle de aktuelle økonomiske og geopolitiske udfordringer, som Europa står over for (se bilag 4).

Demokratisk legitimitet

En tredjedel af medlemmerne af den nye Kommission (9 ud af 28), herunder den valgte formand, deltog i kampagnen op til dette års valg til Europa-Parlamentet, hvor de søgte at nå ud til borgerne og opnå deres støtte.

Den kvindelige faktor

Efter intense forhandlinger og Jean-Claude Junckers insisteren på at få kvindelige kandidater er der 9 kvindelige og 19 mandlige medlemmer af Juncker-kommissionen, og 3 af de 7 næstformænd er kvinder.

De næste skridt

Europa-Parlamentet skal nu godkende hele kollegiet af kommissærer, herunder formanden og Unionens højtstående repræsentant for udenrigsanliggender og sikkerhedspolitik/næstformanden for Europa-Kommissionen. Inden da gennemføres der høringer af de indstillede kommissærer i de relevante parlamentsudvalg i overensstemmelse med artikel 118 i Parlamentets forretningsorden. Når Parlamentet har givet sit samtykke, udnævner Det Europæiske Råd formelt Europa-Kommissionen i overensstemmelse med artikel 17, stk. 7, i traktaten om Den Europæiske Union.

Efter en EU-dækkende valgkampagne foreslog Det Europæiske Råd den 27. juni 2014 Jean-Claude Juncker som kandidat til posten som formand for Europa-Kommissionen. På grundlag af de politiske retningslinjer, som han præsenterede for Europa-Parlamentet, blev Jean-Claude Juncker valgt til formand for Europa-Kommissionen af et stort flertal på 422 stemmer ved Europa-Parlaments plenarmøde den 15. juli 2014.

The names of some services will be adapted where necessary to reflect their new scope (in the list below, current names are used). The re-organisation of services will be an occasion to ensure synergies and should also contribute to the Commission's staff reduction objectives.
