Id-dibattitu dwar il-ġejjieni tal-Ewropa: Id-Djalogu Pan-Ewropew fi Brussell ilaqqa' ċ-ċittadini mill-pajjiżi tal-UE kollha

Wara 50 djalogu miżmuma f'ibliet f'kull wieħed mit-28 Stat Membru, il-Kummissjoni Ewropea qed tistieden iktar minn 150 ċittadin fi Brussell għal dibattitu pan-Ewropew nhar il-Ħamis 27 ta' Marzu, fil-bini Charlemagne tal-Kummissjoni Ewropea fi Brussell. Il-President José Manuel Barroso se jmexxi Djalogu taċ-Ċittadini wara nofsinhar filwaqt li 10 Kummissarji oħra u l-Membri tal-Parlament Ewropew se jiddibattu maċ-ċittadini f'avvenimenti paralleli matul il-ġurnata. Il-ġurnalisti li jixtiequ jattendu jistgħu jirreġistraw ma' Joshua.SALSBY@ec.europa.eu.

"Fid-dibattitu li għaddej madwar l-Ewropa, is-suġġett aħħari huwa: nixtiequ ntejbu l-Ewropa jew se nabbandunawha? It-tweġiba tiegħi hija ċara: ejja ninvolvu ruħna! Jekk l-Ewropa ma togħġbokx kif inhi, tejjibha!" qal il-President tal-Kummissjoni Ewropea Barroso. "B'elezzjonijiet Ewropej importanti fuq ix-xefaq, irrid nara dibattitu veru dwar kif l-Unjoni Ewropea għandha tevolvi fis-snin li ġejjin, kemm ekonomikament u kemm politikament. Dibattitu li jinvolvi lil kull ċittadin. Din hija r-raġuni għalfejn il-Kummissjoni se torganizza Djalogu taċ-Ċittadini fi Brussell il-ġimgħa d-dieħla u għalfejn konna f'kull pajjiż tal-UE niddibattu l-Ewropa din is-sena u s-sena l-oħra."

"Il-ġejjieni mhux kwistjoni ta' fortuna. Huwa kwistjoni ta’ għażla. Agħżel l-Ewropa li tixtieq," qalet il-Viċi President Viviane Reding, il-Kummissarju Ewropew għall-Ġustizzja, id-Drittijiet Fundamentali u ċ-Ċittadinanza. "Għal 18-il xahar issa, il-Kummissarji kienu qed jivvjaġġaw lejn kull rokna tal-kontinent tagħna biex jitkellmu maċ-ċittadini u jisimgħu l-opinjonijiet tagħhom. Dak li rajt qawwieli qalbi – in-nies huma entużjasti dwar l-Ewropa. Minn kull naħa tal-partiti politiċi, in-nies iridu lill-Ewropa issolvilhom il-problemi tagħhom. Għandi kull raġuni biex nemmen li dan l-entużjasmu se jimmanifesta ruħu f'ammont kbir ta' votanti fl-elezzjonijiet Ewropej f'Mejju 2014."

Il-Kummissjoni Ewropea stiednet tliet parteċipanti minn kull wieħed mill-50 Djalogu preċedenti biex jattendu, biex b'hekk dan isir il-qofol tad-Djalogi li seħħew minn Settembru 2012. Id-Djalogu taċ-Ċittadini finali mal-President Barroso se jseħħ mill-16:00 – sal-17:00 CET u jista' jiġi segwit fuq trażmissjoni diretta minn fuq webstream. Iċ-Ċittadini jistgħu jiġi involuti fid-dibattitu fuq Facebook u Twitter billi jużaw il-hashtag #EUdeb8.

Numru ta' Djalogi orjentati lejn it-temi se jseħħu iktar kmieni matul il-ġurnata fejn 10 membri tal-Kummissjoni Ewropea (il-Viċi Presidenti Reding u Rehn u l-Kummissarji Potočnik, Vassiliou, De Gucht, Damanaki, Hahn, Hedegaard, Andor u Mimica) se jiddiskutu ma' gruppi iktar żgħar ta' ċittadini (ara l-programm fl-anness).

Il-Kummissjoni se tippubblika wkoll rapport dwar l-esperjenzi mill-iktar minn 50 Djalogu taċ-Ċittadini. Uħud mill-ewwel statistiċi minn dan ir-rapport jistgħu jinstabu fl-Anness.

Sfond

Dwar xiex huma d-Djalogi taċ-Ċittadini?

Fl-2013 il-Kummissjoni Ewropea nediet is-Sena Ewropea taċ-Ċittadini (IP/13/2). Minn tard fl-2012, matul is-sena 2013 u fil-bidu tal-2014, is-sena tal-elezzjonijiet tal-Parlament Ewropew, il-membri tal-Parlament Ewropew, il-President u 21 membru tal-Kummissjoni ddiskutew ma' ċittadini minn madwar l-Ewropa kollha dwar l-aspettattivi tagħhom għall-ġejjieni.

F'iktar minn 50 Djalogu differenti, ċittadini minn kull settur tal-ħajja ddiskutew mal-Kummissarji, il-MPE, politiċi nazzjonali u reġjonali dwar l-opinjonijiet tagħhom rigward ir-rwol tal-Ewropa fil-ġejjieni. Sir af aktar hawn: http://ec.europa.eu/debate-future-europe/index_mt.htm.

Id-Djalogi qed isiru fil-qafas tas-Sena Ewropea taċ-Ċittadini (IP/13/2), inizjattiva li timmira biex iġġib in-nies iktar familjari mad-drittijiet tagħhom bħala ċittadini tal-UE. Xi wħud mill-attivitajiet assoċjati ma’ din is-sena qed ikomplu fl-2014.

Għaliex il-Kummissjoni qiegħda tagħmel dan proprju issa?

L-Ewropa tinsab f'salib it-toroq. Ix-xhur u s-snin li ġejjin se jkunu deċiżivi għall-ġejjieni tal-Unjoni Ewropea, b'ħafna ilħna li joffru opinjonijiet differenti dwar liema direzzjoni għandha tieħu. Huwa essenzjali li ċ-ċittadini jingħataw leħen dirett f’dan id-dibattitu. L-integrazzjoni Ewropea għandha timxi id f'id mat-tisħiħ tal-leġittimità demokratika tal-Unjoni. Is-smigħ tal-ilħna taċ-ċittadini huwa għalhekk iktar importanti minn qatt qabel.

X'se jkun ir-riżultat tad-Djalogi taċ-Ċittadini?

Ir-reazzjonijiet taċ-Ċittadini se jgħinu jiggwidaw lill-Kummissjoni fil-preparazzjoni ta' pjanijiet għar-riforma futura tal-UE. Wieħed mill-għanijiet ewlenin ta' dawn id-Djalogi huwa li jwittu t-triq għall-elezzjonijijet Ewropej tal-2014.

Fit-8 ta' Mejju 2013 il-Kummissjoni Ewropea ppubblikat it-tieni Rapport dwar iċ-ċittadinanza tal-UE tagħha, li jippreżenta 12-il miżura konkreta ġdida biex jissolvew il-problemi taċ-ċittadini (IP/13/410 u MEMO/13/409). Ir-Rapport dwar iċ-ċittadinanza tal-UE huwa t-tweġiba tal-Kummissjoni għal konsultazzjoni ewlenija onlajn li saret f'Mejju 2012 (IP/12/461) u għall-mistoqsijiet u s-suġġerimenti li saru fid-Djalogi taċ-Ċittadini dwar id-drittijiet taċ-ċittadini tal-UE u l-ġejjieni tagħhom.

Annex 2. Key statistics from the report on the Citizens' Dialogues

Over 15,000 participants attended a Citizens' Dialogue in person.

Around 50,000 people followed the Citizens' Dialogues via websteam.

Around 50,000 people posted comments and questions on social media.

During the polls conducted during the Citizens' Dialogues, on average:

35% of Europeans said they thought their voice was heard in the EU.

51% thought that Europe would emerge stronger from the crisis.

74% desired a closer political Union.

88% wanted more Citizens' Dialogues.
