Il-Ġejjieni tal-Ewropa: Dibattitu pubbliku f'Londra mill-Viċi President Viviane Reding

Il-ġejjieni tal-Ewropa, id-drittijiet taċ-ċittadini u l-irkupru mill-kriżi ekonomika huma fost il-kwistjonijiet li għandhom jiġu diskussi fl-44 Djalogu maċ-Ċittadini (ara l-Anness) mal-Viċi President Viviane Reding, il-Ministru tar-Renju Unit għall-Ewropa u madwar l-400 ċittadin f'Londra li se jsir fl-10 ta' Frar 2014.

"Hekk kif l-elezzjonijiet tal-Parlament Ewropew f'Mejju huma dejjem eqreb, huwa ħafna aktar importanti minn qatt qabel li ninteraġixxu maċ-ċittadini u jkollna diskussjoni sinċiera dwar l-Ewropa, xi tfisser illum u x'għandha tfisser għada," qalet il-Viċi President Viviane Reding, waqt li tkellmet qabel id-dibattitu. "Issa li qed jiċċelebraw 40 sena fl-Unjoni Ewropea, il-Winston Churchills, il-Harold Wilsons u għadd ta' politiċi tar-Renju Unit fuq iż-żewġ naħat tal-ispettru politiku ilhom li għarfu li l-Ewropa għadd fadlilha biex tkun ristretta għall-kontinent. Nittama li r-Renju Unit, u ċ-ċittadini li se niltaqgħu magħhom f'Londra nhar it-Tnejn, se jieħdu sehem b'mod importanti fid-dibattiti dwar il-ġejjieni tal-Ewropa."

Id-dibattitu se jsir it-Tnejn, l-10 ta' Frar bejn is-14.00 u l-15.45 GMT (bejn it-15:00 u l-16:45 CET) fir-Royal Institute, 21 Albemarle Street, London W1. Iċ-ċittadini mir-Renju Unit kollu jistgħu jieħdu sehem fl-avveniment ta' Londra, immoderat mill-Editur Politiku tal-Financial Times, George Parker.

Wara l-avveniment se ssir konferenza stampa u tista' taraha f'xandira diretta permezz ta' webstream filwaqt li ċ-ċittadini mill-Ewropa kollha jistgħu jieħdu sehem permezz Facebook u Twitter billi jużaw il-hashtag #EUDeb8.

X'jikkonsistu d-Djalogi maċ-Ċittadini?

F'Jannar 2013, il-Kummissjoni Ewropea nediet is-Sena Ewropea taċ-Ċittadini (IP/13/2), sena dedikata għaċ-ċittadini u d-drittijiet tagħhom. Matul dik is-sena u issa fis-sena tal-elezzjonijiet tal-Parlament Ewropew, il-membri tal-Kummissjoni kellhom dibattiti maċ-ċittadini dwar l-aspettattivi tagħhom għall-ġejjieni, waqt id-Djalogi maċ-Ċittadini madwar l-UE kollha.

Sa issa, diġà kien hemm 43 Djalogu maċ-Ċittadini madwar l-Unjoni Ewropea, u f’kull okkażjoni kien hemm mill-inqas Kummissarju preżenti. Hemm ippjanati total ta’ aktar minn 47 minn dawn il-laqgħat (ara l-Anness), u f'kollha kemm huma jattendu politiċi nazzjonali u Ewropej.

L-opinjoni pubblika reċenti tal-Ewrobarometru turi li 42% tal-Ingliżi jħossu li huma ċittadini tal-UE (fuq medja 59% taċ-ċittadini tal-Istati Membri kollha). Hemm 34% biss li jgħidu li jafu liema drittijiet jiġu biċ-ċittadinanza tal-UE, filwaqt li 48% tal-Ingliżi jixtiequ jkunu jafu aktar dwar id-drittijiet tagħhom bħala ċittadini tal-UE.

Id-Djalogi taċ-Ċittadini huma parti mill-isforzi tal-Kummissjoni biex tindirizza dawn il-kwistjonijiet.

Għaliex il-Kummissjoni qiegħda tagħmel dan proprju issa?

Għaliex l-Ewropa tinsab f'salib it-toroq. Ix-xhur u s-snin li ġejjin se jkunu deċiżivi għat-triq tal-ġejjieni tal-Unjoni Ewropea, b'ħafna ilħna li joffru ħafna opinjonjijiet differenti dwar liema direzzjoni għandha tieħu. Huwa essenzjali li ċ-ċittadini jingħataw leħen dirett f’dan id-dibattitu. Meta ġew mistoqsija dwar jekk "il-leħen tagħhom jgħoddx" fl-Unjoni Ewropea, 19% biss tal-Ingliżi qalu iva, meta mqabbla mad-29% tal-Ewropej inġenerali. Għalhekk li jinstemgħu l-ilħna tal-Ingliżi u ta' dawk tal-pubbliku madwar l-Ewropa huwa aktar importanti minn qatt qabel.

X'se jkun ir-riżultat tad-Djalogi?

Ir-rispons mingħand iċ-ċittadini matul id-Djalogi għandu jgħin biex jiggwida lill-Kummissjoni fit-tfassil tal-pjanijiet għal riforma futura tal-UE. Wieħed mill-finijiet ewlenin tad-djalogi se jkun ukoll li titħejja l-bażi għall-elezzjonijiet Ewropej tal-2014 f'Mejju.

Fit-8 ta' Mejju 2013 il-Kummissjoni Ewropea ppubblikat it-tieni Rapport tagħha dwar iċ-Ċittadinanza tal-UE, li jipproponi 12-il miżura konkreti ġodda biex jissolvew il-problemi li għad għandhom iċ-ċittadini (IP/13/410 u MEMO/13/409).

Ir-Rapport dwar iċ-Ċittadinanza huwa t-tweġiba tal-Kummissjoni għal konsultazzjoni ewlenija onlajn li saret f'Mejju 2012 (IP/12/461) u l-mistoqsijiet u s-suġġerimenti li saru fid-Djalogi maċ-Ċittadini dwar id-drittjiet taċ-ċittadini tal-UE u l-ġejjieni tagħhom.
