Il-Futur tal-Ewropa: Il-Viċi President Viviane Reding tiddiskuti maċ-ċittadini f'Vilnius

Il-futur tal-Ewropa, id-drittijiet taċ-ċittadini u l-irkupru mill-kriżi ekonomika huma l-kwistjonijiet li għandhom jiġu diskussi fil-41 Djalogu maċ-Ċittadini (ara l-Anness) mal-Viċi President Viviane Reding u l-200 ċittadin f'Vilnius li se jsir għada, it-13 ta' Diċembru 2013.

Mejju li ġej se jkun xahar importanti għal-Litwani – mhux biss se teleġġu president ġdid, iżda se teleġġu wkoll Parlament Ewropew ġdid, se tiddeċiedu dwar il-mixja li l-Unjoni tagħna se tieħu fis-snin li ġejjin,” qalet il-Viċi President Reding, il-Kummissarju tal-UE għall-Ġustizzja, id-Drittijiet Fundamentali u ċ-Ċittadinanza. “Id-Djalogu ta' għada se jkun opportunità unika sabiex titħejja t-triq għal dawn l-elezzjonijiet billi jiġu diskussi wiċċ imb'wiċċ l-aktar kwistjonijiet importanti għal-Litwani, kwistjonijiet li se jiddeterminaw il-futur tal-Unjoni Ewropea.”

Iċ-ċittadini minn madwar il-Litwanja se jipparteċipaw fid-Djalogu f’Vilnius flimkien mal-politiċi, il-mexxejja kummerċjali u l-persuni kulturali. Is-sindku ta' Vilnius, Artūras Zuokas, se jagħti bidu għad-dibattitu flimkien mal-President Reding. Id-Djalogu se jkun immexxi minn Edmundas Jakilaitis (mit-televiżjoni nazzjonali LRT).

Id-dibattitu se jsir fit-13 ta' Diċembru minn 12:00 sas-14:00 (11:00 sas-13:00 CET) fl-Uffiċċju tal-Kunsill Lokali ta' Vilnius, segwit minn konferenza stampa, u jista' jiġi segwit dirett permezz tal-webstream. Iċ-ċittadini minn madwar l-Ewropa kollha jistgħu jipparteċipaw ukoll permezz ta’ Twitter billi jsegwu l-hashtag #EUDeb8 u fuq Facebook.

Fl-istess jum, il-Viċi President Reding se tipparteċipa fil-konferenza ta’ għeluq is-Sena Ewropea taċ-Ċittadini 2013, li hi f’idejn il-Presidenza Litwana tal-Kunsill tal-Unjoni Ewropea.

Sfond

Fiex jikkonsistu d-Djalogi maċ-Ċittadini?

F'Jannar, il-Kummissjoni Ewropea tat bidu għas-Sena Ewropea taċ-Ċittadini (IP/13/2), sena ddedikata għaċ-ċittadini u d-drittijiet tagħhom. Matul is-sena, il-membri tal-Kummissjoni ddiskutew maċ-ċittadini dwar l-aspettattivi tagħhom għall-futur waqt id-Djalogi maċ-Ċittadini madwar l-UE kollha.

Sa issa, diġà kien hemm 40 Djalogi maċ-Ċittadini madwar l-Unjoni Ewropea, u kien hemm Kummissarju preżenti f’kull okkażjoni. Hemm ippjanati total ta’ aktar minn 50 minn dawn il-laqgħat (ara l-Anness), u f'kollha kemm huma jattendu politiċi nazzjonali u Ewropej. Segwi d-djalogi kollha hawnhekk:

Inkiseb ħafna f'dawn l-għoxrin sena minn meta ddaħħlet iċ-Ċittadinanza tal-UE: stħarriġ riċenti tal-Ewrobarometru juri li 65 % tal-Litwani jħossuhom Ewropej (medja ta' 62 % għaċ-ċittadini tal-UE). Madankollu, 52 % biss jgħidu li jafu xi drittijiet iġġib magħha ċ-ċittadinanza tal-UE. Fl-istess ħin, 58 % tal-Litwani jixtiequ jsiru jafu aktar dwar id-drittijiet tagħhom bħala ċittadini tal-UE.

Huwa għalhekk li l-Kummissjoni ddikjarat l-2013 bħala s-Sena Ewropea taċ-Ċittadini, sena ddedikata għaċ-ċittadini u d-drittijiet tagħhom. Id-Djalogi taċ-Ċittadini jinsabu fil-qalba ta’ din is-sena.

Għaliex il-Kummissjoni qiegħda tagħmel dan proprju issa?

Għaliex l-Ewropa tinsab f'salib it-toroq. Ix-xhur u s-snin li ġejjin se jkunu deċiżivi għall-futur tal-Unjoni Ewropea, b’ħafna li se jkunu qed jitkellmu dwar il-mixja lejn unjoni politika, Federazzjoni ta’ Stati Nazzjon jew Stati Uniti tal-Ewropa. Barra minn hekk, aktar integrazzjoni Ewropea trid timxi id f'id mat-tisħiħ tal-leġittimità demokratika tal-Unjoni. Għaldaqstant, huwa aktar importanti minn qatt qabel li ċ-ċittadini jingħataw vuċi diretta f’dan id-dibattitu.

X'se jkun ir-riżultat tad-Djalogi?

Ir-rispons mingħand iċ-ċittadini matul id-Djalogi għandu jgħin biex jiggwida lill-Kummissjoni waqt li tfassal pjanijiet għal riforma futura tal-UE. Wieħed mill-iskopijiet ewlenin tad-djalogi se jkun li titħejja l-bażi għall-elezzjonijiet Ewropej tal-2014.

Fit-8 ta' Mejju 2013 il-Kummissjoni Ewropea ppubblikat it-tieni Rapport tagħha dwar iċ-Ċittadinanza, li jipproponi 12-il miżura konkreta ġdida għas-soluzzjoni tal-problemi li għad għandhom iċ-ċittadini (IP/13/410 u MEMO/13/409). Ir-Rapport taċ-Ċittadini huwa t-tweġiba tal-Kummissjoni għal konsultazzjoni ewlenija onlajn li twettqet f'Mejju 2012 (IP/12/461) u l-mistoqsijiet u s-suġġerimenti li saru fid-Djalogi maċ-Ċittadini dwar id-drittijiet taċ-ċittadini tal-UE u l-futur tagħhom.
