Il-Kummissjoni ssaħħaħ id-dimensjoni Ewropea tal-isport

Il-Kummissjoni Ewropea adottat proposti ġodda mmirati lejn it-tisħiħ tad-dimensjonijiet soċjetali, ekonomiċi u organizzazzjonali tal-isport. L-atleti, l-għaqdiet tal-isport u ċ-ċittadini huma mistennija jibbenefikaw mill-pjanijiet, li ġejjin mir-rwol il-ġdid tal-UE skont it-Trattat ta' Liżbona biex il-politika tal-isport tkun appoġġjata u kkoordinata fl-Istati Membri. Hija prevista azzjoni f'oqsma fejn l-isfidi ma jistgħux jintlaqgħu f'livell nazzjonali waħdu b'mod suffiċjenti. Il-proposti tal-Kummissjoni jsegwu konsultazzjoni mal-Istati Membri u mal-partijiet interessati tal-isport u jikkunsidraw l-esperjenzi miksuba mill-implimentazzjoni tal-White Paper 2007 dwar l-Isport. Bejn l-2009 u l-2010, il-Kummissjoni allokat aktar minn EUR 6 miljun biex tappoġġja madwar 40 proġett fl-isport immirati biex jippromwovu s-saħħa, l-inklużjoni soċjali, il-volontarjat, l-aċċess għall-persuni b'diżabbiltà, l-ugwaljanza bejn is-sessi u l-ġlieda kontra d-doping. Se jitnedew tnax-il proġett ġdid fl-2011 (ara l-anness).

Androulla Vassiliou, il-Kummissarju Ewropea għall-Edukazzjoni, il-Kultura, il-Multilingwiżmu u ż-Żgħażagħ qalet: "L-isport huwa importanti għall-ekonomija tal-Ewropa u komponent ewlieni għall-mudell soċjali tagħha. Il-miżuri li adottajna llum jenfasizzaw il-kontribut tal-isport għas-soċjetà tagħha u għandhom jgħinu biex itejbu l-mod kif l-isport huwa ġestit."

Il-proposti tal-Kummissjoni, li jinsabu f'dokument bl-isem: "Niżviluppaw id-Dimensjoni Ewropea fl-Isport", ikopru tliet oqsma ewlenin: Ir-rwol soċjetali tal-isport, id-dimensjoni ekonomika tiegħu, u l-organizzazzjoni tal-isport. Kull kapitolu jipproponi azzjonijiet li għandhom jitwettqu mill-Kummissjoni u mill-Istati Membri.

Rigward ir-rwol soċjetali tal-isport, id-dokument jipproponi li:

  • Titqies l-adeżjoni tal-UE fil-Konvenzjoni tal-Ġlieda Kontra d-Doping tal-Kunsill tal-Ewropa;

  • Jiġu żviluppati linji gwida Ewropej dwar taħriġ sportiv u edukazzjoni ġenerali kkombinati flimkien;

  • Jiġu żviluppati u implimentati arranġamenti ta' sigurtà u rekwiżiti ta' sikurezza għall-avvenimenti internazzjonali tal-isport;

  • Jitkompla l-progress lejn linji gwida nazzjonali msejsa fuq il-Linji Gwida tal-UE dwar l-Attività Fiżika;

  • Jiġu żviluppati standards għall-aċċessibbiltà tal-għaqdiet, l-attivitajiet, l-avvenimenti u s-siti tal-isport, permezz tal-Istrateġija Ewropea tad-Diżabbiltà;

  • Jiġi promoss l-aċċess tan-nisa għall-karigi ta' tmexxija fl-isport.

Rigward id-dimensjoni ekonomika tal-isport, il-Kummissjoni tappella għal:

  • Twaqqif ta' mekkaniżmi, mill-għaqdiet tal-isport, għall-bejgħ kollettiv tad-drittijiet tal-midja biex tkun żgurata ridistribuzzjoni xierqa tad-dħul;

  • Aktar attenzjoni fuq id-drittijiet tal-proprjetà intellettwali relatati mal-isport;

  • L-iskambju ta' prassi tajba għal finanzjament trasparenti u sostenibbli tal-isport;

  • Sorveljanza tal-applikazzjoni tal-liġi tal-għajnuna statali fil-qasam sportiv;

  • Sfruttar tal-aspetti relatati mal-isport tal-Fondi Strutturali.

  • Ħidma lejn dejta statistikali komparabbli dwar l-isport għall-Istati Membri kollha;

Dwar l-organizzazzjoni tal-isport, id-dokument jipproponi:

  • Il-promozzjoni ta' ġestjoni tajba fl-isport waqt li titqies in-natura speċifika tiegħu;

  • It-tnedija ta' studju dwar regoli ta' trasferiment u li tingħata gwida fuq din il-bażi;

  • Il-ħarġa ta' gwida dwar kif għandha ssir ir-rikonċiljazzjoni tar-regoli tal-UE dwar il-moviment ħieles taċ-ċittadini mal-organizzazzjoni tal-kompetizzjonijiet fl-isport individwali fuq bażi nazzjonali;

  • Il-kunsiderazzjoni li tkompli tittieħed azzjoni rigward l-attivitajiet tal-aġenti sportivi;

  • L-appoġġ lill-imsieħba soċjali u lill-għaqdiet tal-isport biex jinħoloq djalogu soċjali f'livell tal-UE għas-settur tal-isport u r-rekreazzjoni.

Il-passi li jmiss

Id-dokument, jew il-komunikazzjoni kif inhi magħrufa, se jintbagħat lill-Kunsill u lill-Parlament Eworpew għad-diskussjoni u l-eżitu fl-Istati Membri.

It-Trattat ta' Liżbona u l-isport

L-Artikolu 165 tat-Trattat ta' Liżbona dwar il-Funzjonament tal-Unjoni Ewropea ta l-mandat lill-UE biex tappoġġja, tikkoordina u tissupplementa l-inizjattivi tal-politika tal-isport fl-Istati Membri. Il-Kummissjoni qed timmira li ttejjeb id-dimensjoni Ewropea tal-isport f'kooperazzjoni mill-qrib mal-Istati Membri, mal-għaqdiet tal-isport, mas-soċjetà ċivili u maċ-ċittadini.
