Transport: Komisja dokonuje przeglądu finansowania 92 dużych projektów infrastrukturalnych dotyczących sieci transeuropejskich
Wiceprzewodniczący Komisji Europejskiej Siim Kallas opublikował w dniu dzisiejszym wyniki pierwszego przeglądu śródokresowego 92 priorytetowych projektów infrastrukturalnych dotyczących transeuropejskiej sieci transportowej, współfinansowanych przez Komisję w ramach programu TEN-T na lata 2007-2013. Publikacja przeglądu zapewnia szczegółowy ogląd stanu realizacji wszystkich dużych projektów infrastrukturalnych, jeśli chodzi o ich finansowanie i stopień ukończenia. Celem jest wprowadzenie większego zakresu odpowiedzialności do procesu finansowania oraz upewnienie się, że środki unijne są właściwie wydatkowane. Ponad połowa (52,2 proc.) ze wspomnianych 92 paneuropejskich dużych projektów infrastrukturalnych znajduje się nadal na dobrej drodze do zakończenia realizacji do grudnia 2013 r. pomimo trudnej sytuacji finansowej. W odniesieniu do pozostałej części projektów, w rezultacie przeglądu śródokresowego, postanowiono o ścisłym zastosowaniu zasady „wykorzystaj albo strać”. Udziela się zgody na wydłużenie wiarygodnych projektów, które napotykają na trudności wskutek kryzysu gospodarczego, o dwa lata, aby pomóc w ich dokończeniu. Jednak w przypadku projektów, które na obecnym śródokresowym etapie utraciły już wiarygodność, finansowanie ze strony UE zostanie cofnięte i przesunięte (zob. poniżej listy projektów).
Odpowiedzialny za transport wiceprzewodniczący Komisji Europejskiej Siim Kallas powiedział: Celem obecnego przeglądu śródokresowego jest wsparcie kluczowych inwestycji w infrastrukturę oraz zapewnienie efektywnego wydatkowania pieniędzy podatników. Dużym optymizmem napawa mnie fakt, iż pomimo trudnych okoliczności ekonomicznych wiele państw członkowskich podejmuje słuszne decyzje dotyczące inwestowania w infrastrukturę, co ma zasadnicze znaczenie dla uzdrowienia gospodarki Europy. Dokonując tego przeglądu, pragniemy przyczynić się do rygorystycznego zarządzania dostępnymi i skromnymi środkami. Natomiast w przypadku projektów, które nie odpowiadają już założonym celom, należy dokonać wstrzymania i przesunięcia finansowania ze strony UE, aby zapewnić jak najlepsze wykorzystanie ograniczonych zasobów.
Główne wyniki przeglądu śródokresowego
W ramach przeglądu dokonano oceny 92 odrębnych decyzji dotyczących finansowania na kwotę o wartości 5,3 mld euro, co stanowi ok. trzech czwartych budżetu programu TEN-T (2007-2013) wynoszącego 8 mld euro.
W wyniku przeglądu ustalono, że 48 spośród 92 projektów (52,2 proc.) zostanie ukończonych w terminie do 31 grudnia 2013 r.
Kolejne 29 projektów (31,5 proc.), które ocenia się jako wiarygodne pod względem struktury i finansowania, może zostać zakończonych do 2015 r. Z tego względu, a także w obliczu wyjątkowej sytuacji związanej z kryzysem finansowym, Komisja udzieli zgody na przedłużenie o dwa lata, tzn. do 2015 r., okresu wykorzystania środków finansowych UE. Wspomniane przedłużenie odbywać się będzie na szczególnych warunkach politycznych, technicznych i finansowych, co pozwoli na optymalizację efektywności programu TEN-T. Ten sam reżim budżetowy będzie miał zastosowanie do wszelkich przyszłych opóźnień, natomiast finansowanie działań, które wykraczają poza 2015 r., zostanie wstrzymane.
W odniesieniu do 10 projektów (10,9 proc.) postanowiono o ich warunkowym przedłużeniu do 2015 r., przy jednoczesnym zmniejszeniu poziomu finansowania ze strony UE.
W przypadku 5 projektów, które na obecnym etapie utraciły już wiarygodność (5,4 proc.), finansowanie ze strony UE zostanie wstrzymane i przesunięte.
Wszystkie projekty kwalifikujące się do czterech wymienionych wyżej kategorii poddano szczegółowemu przeglądowi pod kątem realizacji każdego z ich celów. Jeżeli cele te przestały być osiągane, odpowiednie środki budżetowe zostaną wstrzymane.
Rezultatem przeprowadzenia takiej analizy będzie uwolnienie ok. 311 mln euro na potrzeby nowych zaproszeń do składania wniosków w ramach aktualnego programu TEN-T.
Czym są sieci transeuropejskie?
Unia Europejska ustanowiła program TEN-T w celu wspierania budowy brakujących połączeń oraz wyeliminowania wąskich gardeł komunikacyjnych, co umożliwi stworzenie jednolitej multimodalnej sieci korytarzy transportowych w całej Europie.
Odpowiednie projekty są finansowane przez państwa członkowskie i Komisję Europejską. W ramach europejskiego budżetu TEN-T możliwe jest sfinansowanie do 30 % kosztów prac infrastrukturalnych związanych z projektem oraz do 50 % kosztów analiz.
Wartość 92 projektów poddanych przeglądowi przez Komisję odpowiada inwestycjom na łączną kwotę 32,647 mld euro, a wkład programu TEN-T w ich realizację wynosi 5,3 mld euro.
Liczba 92 projektów obejmuje 30 priorytetowych projektów dotyczących transeuropejskiej sieci transportowej i głównych korytarzy intermodalnych w całej UE (w celu uzyskania dalszych informacji zob. link poniżej).
30 priorytetowych projektów TEN-T to duże projekty infrastrukturalne, obejmujące często kilka państw, np.: oś kolei dużych prędkości Paryż-Bruksela/Kolonia-Amsterdam-Londyn (PBKAL) czy też oś kolejowa Gdańsk-Warszawa-Brno/Bratysława-Wiedeń.
