Vervoer: Commissie herbekijkt financiering 92 trans-Europese infrastructuurprojecten
Europees Commissaris en vicevoorzitter van de Europese Commissie Siim Kallas heeft vandaag een eerste evaluatie voorgesteld van de 92 prioritaire infrastructuurprojecten die door de Commissie worden medegefinancierd in het kader van het TEN-V-programma 2007-2013. Deze tussentijdse evaluatie biedt een gedetailleerd overzicht van de voortgang wat betreft de financiering en uitvoering van deze grote projecten. De Commissie streeft bij de toekenning van Europese financiële middelen naar een grotere aansprakelijkheid om te waarborgen dat de EU-middelen goed worden besteed. Ondanks de diepe financiële crisis zit meer dan de helft (52,2%) van de 92 grote trans-Europese infrastructuurprojecten nog steeds op schema om te worden voltooid tegen december 2013. Voor de andere projecten geldt bij deze herziening de strikte toepassing van het principe: "use it or lose it". Voor projecten met gunstige toekomstperspectieven die door de economische crisis in moeilijkheden zijn geraakt, wordt wel twee jaar uitstel verleend. De financiering van projecten met een onzekere toekomst wordt echter ingetrokken zodat deze middelen elders kunnen worden geïnvesteerd (zie hieronder voor de lijst van projecten).
Vicevoorzitter van de Commissie Siim Kallas, bevoegd voor vervoer: "Met deze evaluatie willen we belangrijke investeringen in infrastructuur ondersteunen en ervoor zorgen dat het geld van de belastingbetaler maximaal rendeert. Ik ben zeer verheugd dat talrijke lidstaten, ondanks de zware moeilijke economische situatie, ervoor kiezen te investeren in economische infrastructuur, die van vitaal belang is voor het Europees herstel. Via deze evaluatie kijken we erop toe dat de schaarse middelen goed worden gebruikt. De EU kan het zich niet meer veroorloven te investeren in projecten die niet aan de doelstellingen beantwoorden."
Belangrijkste resultaten van deze tussentijdse evaluatie
92 verschillende financieringsbesluiten werden onderzocht. Die vertegenwoordigen samen driekwart (5,3 miljard euro) van het totale TEN-V-budget van 8 miljard euro voor de periode 2007-2013.
Uit de evaluatie blijkt dat 48 van de 92 projecten (52,2%) klaar zullen zijn tegen de einddatum van 31 december 2013.
29 andere projecten (31,5%) beschikken over een stevige structurele en financiële onderbouw en kunnen worden afgerond tegen 2015. Om die reden en gezien de uitzonderlijke financiële crisis, verlengt de Commissie de termijn voor de besteding van de EU-middelen met twee jaar, tot 2015. Aan die verlenging worden specifieke politieke, technische en financiële voorwaarden gekoppeld om de doelmatigheid van het TEN-V-programma te verbeteren. Wanneer er opnieuw vertraging optreedt, gelden strikte budgettaire regels; wanneer de activiteiten in 2015 nog niet afgerond zijn, wordt de financiering stopgezet.
Voor 10 projecten (10,9%) is voorwaardelijk uitstel verleend tot 2015 en wordt de EU-financiering verlaagd.
5 projecten (5,4%) zijn op dit moment te onzeker om nog langer EU-financiering te krijgen. De middelen daarvan worden elders geïnvesteerd.
Voorts werden alle projecten uit deze vier categorieën uitvoerig getoetst aan de geformuleerde projectdoelstellingen. Wanneer die doelstellingen niet langer worden gehaald, wordt de financiering stopgezet.
Door deze analyse komt 311 miljoen euro vrij voor nieuwe oproepen tot het indienen van voorstellen in het kader van het huidige TEN-V-programma.
Wat zijn de trans-Europese netwerken?
De Europese Unie heeft het TEN-V-programma opgezet om missing links en vervoersknelpunten weg te werken en een eengemaakt multimodaal vervoersnetwerk te creëren dat de hele Unie dekt.
De projecten worden gefinancierd door de lidstaten en de Europese Commissie. De EU financiert via de TEN-V-begroting maximum 30% van de kosten voor infrastructuurwerkzaamheden en 50% van de kostprijs voor studies.
De 92 door de Commissie onderzochte projecten vertegenwoordigen een totale investering van 32,647 miljard euro, waarvan 5,3 miljard uit de Europese TEN-V-begroting.
De 92 projecten zijn cruciale schakels van de 30 prioritaire TEN-V-netwerken / belangrijke intermodale corridors in de EU (zie onderstaande link).
De 30 prioritaire TEN-V-projecten zijn grote infrastructuurprojecten waarbij vaak verschillende landen zijn betrokken. Voorbeelden zijn de hogesnelheidslijnen Parijs-Brussel-Keulen-Amsterdam-Londen en de spoorverbinding Gdansk-Warschau-Brno/Bratislava-Wenen
