Trasporti: la Commissione rivede il finanziamento di 92 grandi progetti infrastrutturali per le reti transeuropee
Il vicepresidente della Commissione Siim Kallas ha pubblicato oggi la prima valutazione intermedia di 92 progetti infrastrutturali prioritari per le reti transeuropee, cofinanziati dalla Commissione nel quadro del programma TEN-T per il periodo 2007-2013. La valutazione illustra nei dettagli la situazione di ciascuno dei grandi progetti infrastrutturali in termini di finanziamento e di stato di avanzamento, allo scopo di introdurre maggiore responsabilità nel processo di finanziamento e di garantire che i fondi UE vengano investiti in maniera proficua. Oltre la metà (52,2%) di questi 92 grandi progetti infrastrutturali paneuropei sarà completata entro il dicembre 2013, nonostante la difficile congiuntura finanziaria. Per i rimanenti progetti, la valutazione intermedia applica rigorosamente il principio "use it or lose it". Ciò significa che i progetti credibili in difficoltà a causa della crisi economica beneficeranno di due anni di proroga del termine, mentre i progetti che alla luce di questa valutazione non risultino più credibili perderanno il finanziamento UE, che sarà riassegnato (per la lista di tali progetti v. sotto).
Il vicepresidente della Commissione Siim Kallas, responsabile per i trasporti, ha dichiarato: "Questa valutazione intermedia riguarda il sostegno agli investimenti infrastrutturali chiave e l'uso ottimale del denaro dei contribuenti. Mi sento molto confortato dal fatto che, nonostante la difficile congiuntura economica, molti Stati membri stanno facendo la buona scelta di investire in infrastrutture cruciali per la ripresa economica dell'Europa. La valutazione mira a far sì che le scarse risorse disponibili vengano amministrate con rigore. Quando i progetti, però, non raggiungono più i loro obiettivi, il finanziamento UE deve essere ritirato e riassegnato, in modo da ottimizzare le risorse limitate di cui disponiamo".
Principali risultati della valutazione intermedia
La valutazione riguarda 92 decisioni di finanziamento distinte, che rappresentano circa tre quarti (5,3 miliardi di euro) del bilancio dell'UE per le TEN-T per il periodo 2007-2013 (8 miliardi di euro).
La valutazione dimostra che 48 progetti su 92 (ossia il 52,2%) saranno ultimati entro il termine del 31 dicembre 2013.
29 progetti (ossia il 31,5%) risultano credibili in termini di struttura e di finanziamento e potrebbero essere completati entro il 2015. Per questo motivo, e a fronte di una crisi finanziaria eccezionale, la Commissione concederà due anni di proroga per l'uso del finanziamento UE, ossia fino al 2015. Questa proroga sarà subordinata a specifiche condizioni politiche, tecniche e finanziarie, che ottimizzeranno l'efficacia del programma TEN-T. Lo stesso rigore di bilancio si applicherà per gli eventuali futuri ritardi dei progetti. Sarà messa fine alle attività che si protrarranno oltre il 2015.
10 progetti (ossia il 10,9%) hanno ricevuto un'ulteriore proroga condizionata fino al 2015, ma hanno subito una riduzione del finanziamento UE.
5 progetti (ossia il 5,4%) non risultano al momento credibili. Per questi progetti il finanziamento UE sarà soppresso e ridistribuito.
Inoltre, tutti i progetti delle 4 categorie di cui sopra sono stati oggetto di un'analisi dettagliata per ciascuno dei loro obiettivi. Se tali obiettivi non risultano realizzati, il relativo stanziamento sarà soppresso.
A seguito dell'analisi di cui sopra, saranno liberati circa 311 milioni di euro, che saranno ridestinati a nuovi inviti a presentare proposte.
Cosa sono le reti transeuropee
Il programma TEN-T era stato messo a punto dall'Unione europea per aiutare a costruire gli anelli mancanti e ad eliminare le strozzature nei trasporti, creando un'unica rete multimodale di corridoi di trasporto in tutta l'Europa.
I progetti sono finanziati dagli Stati membri e dalla Commissione europea. Il bilancio dell'UE per le TEN-T può finanziare fino al 30% di un progetto infrastrutturale e fino al 50% di uno studio.
I 92 progetti valutati dalla Commissione corrispondono ad un investimento globale di 32,647 miliardi di euro, con un contributo dell'UE a titolo delle TEN-T pari a 5,3 miliardi di euro.
I 92 progetti includono i 30 progetti prioritari relativi alle TEN-T e i principali corridoi intermodali in tutta l'UE (per ulteriori informazioni v. il sito indicato di seguito).
I 30 progetti TEN-T prioritari sono grandi progetti infrastrutturali che spesso riguardano diversi paesi, ad esempio l'asse ferroviario ad alta velocità Parigi-Bruxelles-Colonia-Amsterdam-Londra (PBKAL), o l'asse ferroviario Danzica-Varsavia-Brno/Bratislava-Vienna.
