Transport: komisjon vaatab läbi üleeuroopalise võrgu 92 suurema infrastruktuuriprojekti rahastamise
Euroopa Komisjoni asepresident Siim Kallas avaldas täna esmakordse vahehindamise tulemused üleeuroopalise võrgu 92 prioriteetse infrastruktuuriprojekti kohta, mida komisjon rahastas üleeuropaalise transpordivõrgu programmi 2007–2013 raames. Selles esitatakse iga suurema infrastruktuuriprojekti täpne hetkeseis, lähtudes projekti rahastamisest ja sellest, mis järgus projekt on. Eesmärk on tagada, et rahastamisprotsessi suhtutaks täie vastutusega ja et ELi raha kulutataks hästi. Üle poole (52,2%) 92st üleeuroopalisest infrastruktuuriprojektist jõutakse rasketest finantsaegadest hoolimata siiski lõpetada 2013. aasta detsembriks. Ülejäänud projektide puhul nõutakse hinnangus põhimõtte „kasuta või jääd ilma" rakendamist. Nendele muidu usaldusväärsetele projektidele, millel majanduskriisi tõttu on siiski raskusi, antakse projekti lõpetamiseks kaks lisa-aastat. Nende projektide puhul aga, mida praeguses vaheetapis ei peeta enam usaldusväärseteks, lõpetatakse ELi rahastamine ja vahendid jagatakse ümber (vt allpool projektide loetelu).
Transpordiküsimuste eest vastutav Euroopa Komisjoni asepresident Siim Kallas märkis: „Vahehindamise eesmärk on toetada infrastruktuuri tehtavaid põhiinvesteeringuid ja saada maksumaksja raha eest võimalikult suurt kasu. Ma usun kindlalt, et hoolimata rasketest majandusoludest teevad paljud liikmesriigid õigesti, kui nad otsustavad investeerida majanduse infrastruktuuri, mis on Euroopa majanduse elavdamiseks väga vajalik. Selle vahehindamisega tahame me tagada, et kasutatavaid nappe vahendeid hallatakse rangelt. Kui projektid ei vasta enam eesmärkidele, tuleb lõpetada ELi rahastamine ja vahendid tuleb ümber jagada, et piiratud vahenditest oleks võimalik saada maksimaalset kasu.”
Vahehindamise peamised tulemused
Vahehindamise käigus hinnati 92 rahastamisotsust, mille maht kokku moodustab kolm neljandikku (5,3 miljardit eurot) ELi üleeuroopalise transpordivõrgu 8 miljardi euro suurusest eelarvest (2007–2013).
Tuvastati, et 48 projekti 92st (52,2%) lõpetatakse tähtajaks, milleks on 31. detsember 2013.
Veel 29 projekti (31,5%) on struktuuri ja rahastamise poolest usaldusväärsed ning need peaks lõpetatama 2015. aastaks. Sel põhjusel ja võttes arvesse finantskriisist tingitud erakorralisi tingimusi pikendab komisjon nende projektide ELi poolset rahastamist kahe aasta võrra. Pikendamine sõltub teatavate poliitiliste, tehniliste ja finantstingimuste täitmisest, mis aitab optimeerida üleeuroopalise transpordivõrgu programmi tõhusust. Samasugust eelarvealast karmust kohaldatakse kõigi tulevaste hilinemiste suhtes ning nende tegevuste rahastamine, mis lükkuvad 2015. aastast edasi, lõpetatakse.
Kümmet projekti (10,9%) pikendati sõltuvalt teatavate tingimuste täitmisest 2015. aastani, kuid vähendati nende rahastamist ELi vahenditest.
Praeguse seisuga ei ole usaldusväärsed viis projekti (5,4%), nende rahastamine lõpetatakse ja vahendid jagatakse ümber.
Peale selle uuriti, kuivõrd järgivad oma eesmärke kõik eespool nimetatud nelja kategooriasse kuuluvad projektid. Kui eesmärke enam ei järgita, lõpetatakse nende rahastamine.
Sellise analüüsi tulemusena vabaneb ligikaudu 311 miljonit eurot, mis suunatakse üleeuroopalise transpordivõrgu praeguse programmi raames korraldatavasse uude hankesse.
Mis on üleeuroopalised võrgud
Üleeuroopalise transpordivõrgu programmi lõi Euroopa Liit, et aidata ehitada puuduvad ühendused ja kõrvaldada liikluses pudelikaelad, luues selleks ühtse, mitmeliigilise ja kogu Euroopat hõlmava transpordikoridoride võrgustiku.
Projekte rahastavad liikmesriigid ja Euroopa Komisjon. Projekti raames tehtavate infrastruktuuritööde rahastamisest 30% ja uuringute rahastamisest 50% võib tulla Euroopa üleeuroopalise transpordivõrgu eelarvest.
Komisjoni läbivaadatud 92 projekti koguinvesteeringud moodustavad 32 647 miljardit eurot, millest üleeuroopalise transpordivõrgu projekti osa on 5,3 miljardit eurot.
92 projekti hõlmavad 30 üleeuroopalist transpordivõrku ja peamisi ELi mitmeliigilisi transpordikoridore (vt allpool link).
Üleeuroopalise transpordivõrgu prioriteetsed võrgud on suured infrastruktuuriprojektid, mis sageli hõlmavad mitut riiki: kiirraudtee telg Pariis-Brüssel-Köln-Amsterdam-London või raudteetelg Gdańsk-Varssavi-Brno/Bratislava-Viin.
