Verkehr: Kommission überprüft Finanzierung von 92 größeren Infrastrukturvorhaben im Bereich der transeuropäischen Netze
Der Vizepräsident der Europäischen Kommission Siim Kallas veröffentlichte heute die erste Zwischenbewertung von 92 vorrangigen Infrastrukturvorhaben im Bereich der transeuropäischen Netze, die von der Kommission im Rahmen des TEN-V-Programms für 2007-2013 mitfinanziert werden. Bei der Überprüfung handelt es sich um eine „Blitzaufnahme“ des aktuellen Stands der einzelnen Vorhaben hinsichtlich ihrer Finanzierung und Vollendung. Ziel ist es, mehr Verantwortlichkeit in den Finanzierungsprozess zu bringen und zu gewährleisten, dass die EU-Gelder ordnungsgemäß verwendet werden. Mehr als die Hälfte (52,2 %) dieser 92 europaweiten Großvorhaben werden trotz schwieriger finanzieller Bedingungen fortgesetzt und bis Dezember 2013 vollendet. Für die übrigen Vorhaben gilt bei der Zwischenbewertung der strenge Grundsatz „entweder Verwendung oder Aufgabe des Projekts“. Glaubwürdigen Vorhaben, die angesichts der Wirtschaftskrise in Turbulenzen geraten sind, wird eine zweijährige Verlängerung zur Unterstützung ihrer Vollendung gewährt. Vorhaben, die zu diesem Zeitpunkt nicht mehr glaubwürdig sind, erhalten keine EU-Gelder mehr, die vielmehr neu zugewiesen werden (siehe nachfolgend Liste der Vorhaben).
Der für Verkehr zuständige Vizepräsident der Kommission Siim Kallas erklärte hierzu: „Diese Halbzeitbilanz soll eine Unterstützung wichtiger Infrastrukturinvestitionen und ein besseres Preis-Leistungs-Verhältnis für den europäischen Steuerzahler gestatten. Ich sehe es als sehr mutig an, dass viele Mitgliedstaaten trotz der widrigen wirtschaftlichen Umstände die richtigen Entscheidungen treffen und in die Infrastruktur der Wirtschaft investieren, die für die Erholung der europäischen Konjunktur so wichtig ist. Vor diesem Hintergrund möchten wir die knappen verfügbaren Ressourcen gut verwaltet sehen. In Fällen hingegen, in denen die Vorhaben ihre Ziele nicht mehr erfüllen, müssen die EU-Mittel gestrichen und auf andere Projekte verwendet werden, um die begrenzten Ressourcen bestmöglich zu nutzen.“
Hauptergebnisse der Zwischenbewertung
Bewertet wurden 92 gesonderte Finanzierungsbeschlüsse, die rund drei Viertel (5,3 Mrd. Euro) des TEN-V-Budgets der EU (2007-2013) von 8 Mrd. Euro ausmachen.
Die Bewertung zeigt, dass 48 der 92 Vorhaben fristgerecht bis zum 31. Dezember 2013 abgeschlossen sein werden (52,2 %).
Weitere 29 Vorhaben (31,5 %) sind in Bezug auf Struktur und Finanzierung glaubwürdig und dürften bis 2015 abgeschlossen sein. Aus diesem Grunde und angesichts der außergewöhnlichen Finanzkrise gewährt die Kommission eine zweijährige Verlängerung für die Verwendung der EU-Mittel bis 2015. Diese Verlängerung ist an spezielle politische, technische und finanzielle Bedingungen geknüpft, die die Wirksamkeit des TEN-V-Programms optimieren werden. Die gleiche Haushaltsdisziplin wird auch für eventuelle weitere Verlängerungen von Vorhaben gelten. Vorhaben, die über das Jahr 2015 hinaus gehen, werden gestrichen.
10 Vorhaben (10,9 %) wurden vorbehaltlich bestimmter Bedingungen bis 2015 verlängert. Allerdings wurde die EU-Finanzierung teilweise gekürzt.
5 Vorhaben sind derzeit nicht mehr glaubwürdig (5,4 %). Sie erhalten keine EU-Mittel mehr, die anderweitig verwendet werden.
Darüber hinaus wurde jedes Vorhaben in den vier vorgenannten Kategorien im Hinblick auf die Erfüllung seiner Ziele sorgfältig geprüft. Sollten diese nicht mehr eingehalten werden, werden die entsprechenden Gelder gestrichen.
Aufgrund der obigen Analyse werden rund 311 Mio. Euro frei, die in neue Ausschreibungen im Rahmen des aktuellen TEN-V-Programms investiert werden.
Was sind die transeuropäischen Netze?
Die Europäische Union hat das TEN-V-Programm eingeführt, um fehlende Verkehrsverbindungen zu schaffen sowie Verkehrsengpässe zu beseitigen und so europaweit ein einheitliches multimodales Netz von Verkehrskorridoren aufzubauen.
Die Vorhaben werden von den Mitgliedstaaten und der Europäischen Kommission gemeinsam finanziert. Maximal 30 % der Ausgaben für Infrastrukturarbeiten bzw. 50 % für Studien können dabei aus dem europäischen TEN-V-Haushalt finanziert werden.
Die 92 von der Kommission überprüften Vorhaben entsprechen einer Gesamtinvestition von 32,647 Mrd. Euro und einem (europäischen) TEN-V-Beitrag von 5,3 Mrd. Euro.
Die 92 Vorhaben umfassen die 30 vorrangigen TEN-V-Projekte und die wichtigsten kombinierten Korridore in der EU (weitere Einzelheiten unter nachfolgendem Link).
Die vorrangigen TEN-V-Projekte betreffen wichtige Infrastrukturvorhaben, an denen oftmals mehrere Länder beteiligt sind, z. B. die Hochgeschwindigkeitsbahnstrecke Paris-Brüssel-Köln-Amsterdam-London (PBKAL) oder die Eisenbahnverbindung Gdansk-Warschau-Brno/Bratislava-Wien.
