Транспорт: Комисията преразглежда финансирането на 92 важни инфраструктурни проекта от трансевропейските транспортни мрежи
Заместник-председателят на Европейската комисия Сийм Калас представи днес първия по рода си междинен преглед на 92 приоритетни инфраструктурни проекта от трансевропейските транспортни мрежи, съфинансирани от Комисията по програмата TEN-T за 2007—2013 г. В прегледа се дава подробна картина на текущото състояние на всеки един от тези важни инфраструктурни проекти по отношение на финансирането и етапа на изпълнение. Целта е да се постигне по-голяма отчетност в процеса на финансиране и да се гарантира, че европейските пари се харчат разумно. Въпреки трудното финансово положение, над половината (52,2 %) от тези 92 важни паневропейски инфраструктурни проекта продължават да бъдат предвидени за завършване до декември 2013 г. За останалите проекти междинният преглед прилага стриктно принципа „използваш средствата или ги губиш“. За да се подпомогне завършването на надеждните проекти, които изпитват затруднения поради икономическата криза, техният срок се удължава с две години. От друга страна, средствата от ЕС за проектите, които на този междинен етап са оценени като ненадеждни, ще бъдат орязани и преразпределени (вж. по-долу списъците на проектите).
Заместник-председателят на Комисията Сийм Калас, отговарящ за транспорта, заяви: „Този междинен преглед има за цел да подкрепи ключовите инвестиции в инфраструктурата и да осигури ефективно използване на парите на данъкоплатците. Много съм обнадежден от факта, че въпреки тежкото икономическо положение много държави-членки вземат правилното решение да инвестират в икономическата инфраструктура, което е от решаващо значение за възстановяването на Европа. С този преглед ние целим стриктно управление на оскъдните ресурси, с които разполагаме. Но когато проектите вече не осъществяват целите си, средствата от ЕС трябва да бъдат орязани и преразпределени, така че да оползотворим най-добре наличните ни ограничени ресурси.“
Основни резултати от междинния преглед
В прегледа се прави оценка на 92 отделни решения за финансиране на приблизителна стойност три четвърти (5,3 млрд. EUR) от бюджета на ЕС за TEN-T (2007—2013 г.), който възлиза на 8 млрд. EUR.
Прегледът сочи, че 48 проекта от общо 92 ще бъдат завършени в срок до 31 декември 2013 г. (52,2 %).
Други 29 проекта (31,5 % от общия брой проекти) имат надеждна структура и финансиране и биха могли да бъдат завършени до 2015 г. Поради тази причина, а и предвид изключителните обстоятелства, свързани с финансовата криза, Комисията ще удължи с две години — до 2015 г. — срока за използване на европейските средства. Удължаването на срока ще зависи от конкретни политически, технически и финансови условия, които ще оптимизират ефективността на програмата TEN-T. При евентуални бъдещи закъснения в изпълнението на проектите ще се прилагат същите строги бюджетни мерки, а дейностите, които се простират след срока от 2015 г., ще бъдат орязани.
Срокът за изпълнение на 10 проекта (10,9 % от общия брой проекти) бе удължен условно до 2015 г., но същевременно финансирането от ЕС за тях бе частично намалено.
На този етап 5 проекта се оказват ненадеждни (5,4 %) и средствата от ЕС за тях ще бъдат орязани и преразпределени.
Освен това всички проекти от горните четири категории бяха подробно разгледани по отношение на всяка от целите им. В случай, че тези цели вече не се осъществяват, предвиденият за тях бюджет ще бъде орязан.
В резултат на горепосочения анализ ще бъдат освободени средства в размер на близо 311 млн. EUR, които ще бъдат влети в нови покани за представяне на предложения по текущата програма TEN-T.
Какво представляват трансевропейските транспортни мрежи
Програмата TEN-T бе стартирана от Европейския съюз с цел да се подпомогне изграждането на липсващите връзки и намаляването на претовареността на транспортната мрежа, като по този начин се създаде единна многомодална мрежа от транспортни коридори в цяла Европа.
Проектите се финансират от държавите-членки и Европейската комисия. До 30 % от бюджета за инфраструктурни дейности по даден проект и до 50 % от бюджета за проучвания могат да бъдат осигурени от европейския бюджет по TEN-T.
На 92-те проекта, преразгледани от Комисията, отговарят инвестиции на обща стойност 32,647 млрд. EUR, а европейският принос по TEN-T възлиза на 5,3 млрд. EUR.
Деветдесет и двата проекта са ключова част от 30-те приоритетни мрежи по TEN-T/основни интермодални коридори в целия ЕС (вж. линка по-долу за повече информация).
Тридесетте приоритетни мрежи по TEN-T представляват важни инфраструктурни проекти, които често включват няколко страни, например високоскоростната железопътна ос Париж—Брюксел/Брюксел—Кьолн—Амстердам—Лондон (PBKAL) или железопътната ос Гданск—Варшава—Бърно/Братислава—Виена.
