Predsednik Barroso je razkril svojo novo ekipo

Predsednik Evropske komisije José Manuel Barroso je danes naznanil razdelitev resorjev v prihodnji Komisiji. Barroso se je temeljito posvetoval z vsemi kandidati za komisa rje, da bi zagotovil, da bodo naloge prišle v prave roke. Prepričan je, da ta ekipa lahko uresniči program za spremembe, ki ga je septembra predstavil v političnih smernicah, po tem ko ga je imenovalo vseh 27 držav članic in preden ga je kot predsednika nove komisije odobril Evropski parlament.

Predsednik Barroso je dejal: „Imamo evropski program in zdaj smo dobili tudi evropsko ekipo. Izmed kandidatov, ki so jih imenovale države članice, sem želel oblikovati kolegij, ki bo prispeval sveže ideje in dal nov zagon pri največjih izzivih, s katerimi se danes srečuje Evropa. Ta kolegij bo uresničil politične smernice, ki sem jih predstavil Evropskemu parlamentu. Prepričan sem, da bo igral odločilno vlogo pri usmerjanju Evrope na poti k okrevanju ter trajnostnemu in socialnemu tržnemu gospodarstvu, ki služi ljudem. Sestavil sem močno Komisijo, ki bo kos okrepljeni vlogi Evrope, kakor je predvidena z Lizbonsko pogodbo, tudi na svetovnem prizorišču. Ena ključnih nalog tega kolegija bo, da nove priložnosti, ki jih ponuja Lizbonska pogodba, spremeni v resničnost. Kandidati za komisarje se bodo januarja predstavili na zaslišanjih pred Evropskim parlamentom. Ko bo Parlament z glasovanjem potrdil novo komisijo, bomo zavihali rokave, da bi dosegli rezultate, ki bodo koristili našim državljanom.“

Novi kolegij bo sestavljalo 7 podpredsednikov, vključno s podpredsednico baronico Catherine Ashton, ki bo z začetkom veljavnosti Lizbonske pogodbe 1. decembra tudi visoka predstavnica Unije za zunanje zadeve in varnostno politiko. Nova komisija bo vključno s predsednikom Barrosom štela 27 članov, sestavljal pa jo bo po en komisar iz vsake države članice. Imela bo 3 podpredsednice in vsega skupaj 9 komisark. Njeni člani izhajajo iz različnih političnih družin, predvsem iz Evropske ljudske stranke (EPP), Skupine naprednega zavezništva socialistov in demokratov (S & D) ter Skupine zavezništva liberalcev in demokratov za Evropo (ALDE). Štirinajst članov, med njimi tudi predsednik, so člani kolegija, katerega mandat se izteka.

Predsednik Barroso je kolegiju svojega drugega mandata dal novo podobo. Naznanil je nekatere nove resorje, in sicer podnebne ukrepe, notranje zadeve ter pravosodje, temeljne pravice in državljanstvo. Poleg tega je preoblikoval številne druge resorje, kot so izobraževanje, kultura, večjezičnost in mladi, zdravje in varstvo potrošnikov, industrija in podjetništvo, raziskave in inovacije ter mednarodno sodelovanje, humanitarna pomoč in krizno odzivanje. Vključevanju bo namenjena nova pozornost v okviru resorja za zaposlovanje, socialne zadeve in vključevanje, znova pa je z resorjem digitalna agenda v ospredju tudi informacijska družba.

Baronica Ashton bo prva podpredsednica. Vendar pa bodo zaradi njenih posebnih funkcij, zlasti v Evropskem svetu, predsednika Barrosa v njegovi odsotnosti nadomeščali drugi podpredsedniki, in sicer v zaporedju, ki ga je določil sam predsednik. To zaporedje je naslednje: Viviane Reding, Joaquín Almunia, Siim Kallas, Neelie Kroes, Antonio Tajani, Maroš Šefčovič.

Naslednji koraki

Novo komisijo mora najprej odobriti Evropski parlament, nato pa bo lahko nastopila mandat, ki se ji izteče 31. oktobra 2014. S posameznimi kandidati za komisarje bodo med 11. in 19. januarjem potekala zaslišan ja pred odbori Evropskega parlamenta. Na podlagi glasovanja o odobritvi nove komisije kot celote, ki naj bi bilo 26. januarja, bo Komisijo imenoval Evropski svet. Nato lahko začne opravljati svoje delo.

Delo nove komisije bo temeljilo na političnih smernicah, ki jih je septembra določil predsednik Barroso. V njih je poudaril potrebo bo vodilni vlogi EU, ki bo oblikovala globalizacijo na podlagi svojih vrednot in interesov. S svetovno soodvisnostjo kot izhodiščno točko je zasnoval načrt za preobrazbo EU v Evropo, ki na prvo mesto postavlja ljudi. Poudaril je pet ključnih izzivov, s katerimi se srečuje Evropa:

  • ponoven zagon gospodarske rasti in zagotovitev dolgoročne vzdržnosti ter konkurenčnosti za prihodnost,

  • boj proti brezposelnosti in krepitev socialne koh ezije,

  • preoblikovanje izziva trajnostno naravnane Evrope v konkurenčno prednost,

  • zagotavljanje varnosti evropskih državljanov,

  • močnejša vloga državljanstva in politične udeležbe v EU.

Prednostne naloge za spoprijemanje s temi izzivi bodo umeščene v desetletni okvir, ki bo omogočil uresničitev vizije za EU leta 2020 ter krepitev vključujočega socialnega tržnega gospodarstva kot temeljne značilnosti evropskega načina življenja. Dodelitev resorjev je bila skrbno premišljena, da se zagotovijo rezultati tega amb icioznega programa.

Predsednik Barroso je v pismih vsakemu posameznemu kandidatu za komisarja opisal njegove nove odgovornosti ter poudaril odločilno vlogo Komisije kot gonilne sile pri prizadevanjih EU, da se obravnavajo izzivi jutrišnjega dne in tudi nove priložnosti, ki se odpirajo z Lizbonsko pogodbo. Ponovil je svojo zavezanost programu za pametno upravljanje, ki spoštuje načeli subsidiarnosti in proporcionalnosti ter se osredotoča na jasno dodano vrednost ukrepanja na ravni EU, pri vsem tem pa posebno pozornost namenja dobremu finančnemu poslovodenju in v celoti upošteva kodeks ravnanja članov Evropske komisije. Prav tako je opozoril na potrebo po uspešnem partnerstvu z državami članicami in drugimi institucijami, še posebej z Evropskim parlamentom.
