Il-President Barroso jħabbar it-tim il-ġdid tiegħu

José Manuel Barroso, il-President tal-Kummissjoni Ewropea, illum ħabbar ir-responsabbiltajiet tal-portafolli għall-Kummissjoni li jmiss. Il-President kellu konsultazzjonijiet iddettaljati mal-Kummissarji nnominati sabiex ikun jista’ jassenja l-aħjar ħidmiet lill-aħjar persuni. Il-President jemmen li t-tim tiegħu jista’ jaħdem b’suċċess fuq l-aġenda għall-bidla li hu stabbilixxa fil-linji gwida ta' politika li ppreżenta f'Settembru, wara li ġe nnominat mis-27 Stat Membru kollha u qabel l-approvazzjoni tiegħu bħala President tal-Kummissjoni li jmiss mill-Parlament Ewropew.

Il-President Barroso qal: “Għandna programm Ewropew, u issa għandna tim Ewropew. Fuq il-bażi tan-nominazzjonijiet mill-Istati Membri, stinkajt biex infassal Kulleġġ li jista’ jiġġenera ideat friski u momentum ġdid fuq l-akbar sfidi li qed niffaċċjaw fl-Ewropa llum. Dan il-Kulleġġ se jimplimenta l-linji gwida ta’ politika li jien ippreżentajt lill-Parlament Ewropew. Ninsab fiduċjuż li dan il-Kulleġġ se jkun deċiżiv li jidderieġi lill-Ewropa lejn l-irkupru u lejn ekonomija tas-suq soċjali sostenibbli li taħdem għan-nies. Irnexxieli ngħaqqad Kummissjoni soda biex timla r-rwol imsaħħaħ tal-Ewropa, inkluż fix-xena dinjija, ipprovdut permezz tat-Trattat ta' Liżbona. Waħda mill-ħidmiet ewlenin ta’ dan il-Kulleġġ se tkun li jagħti l-ħajja lill-opportunitajiet il-ġodda pprovduti mit-Trattat ta' Liżbona. Il-Kummissarji nnominati se jippreżentaw ruħhom fis-seduti ta' smigħ quddiem il-Parlament Ewropew f'Jannar. Wara l-vot ta’ kunsens tal-Parlament, ikun sar iż-żmien biex jibda x-xogħol u biex nipproduċu r-riżultati għaċ-ċittadini tagħna.

Il-Kulleġġ il-ġdid se jkollu 7 Viċi-Presidenti, inkluża l-Viċi President il-Barunessa Catherine Ashton li, fl-istess waqt, se tkun ir-Rappreżentanta Għolja tal-Unjoni għall-Affarijiet Barranin u l-Politika ta’ Sigurtà, wara d-dħul fis-seħħ tat-Trattat ta’ Liżbona fl-1 ta’ Diċembru li ġej. Tlieta mill-Viċi Presidenti se jkunu nisa. Il-Kulleġġ il-ġdid se jkollu 27 membru, inkluż il-President Barroso, wieħed minn kull Stat Membru. Jinkludi 9 nisa. Il-membri tal-Kulleġġ jiġu mill-familji politiċi differenti, speċifikiament mill-Partit Popolari Ewropew (PPE), l-Alleanza Progressiva tas-Soċjalisti u d-Demokratiċi (S&D), u l-Alleanza tal-Liberali u d-Demokratiċi għall-Ewropa (ALDE). Madankollu. b’kunsiderazzjoni għall-funzjonijiet speċifiċi tagħha, partikolarment fil-Kunsill, dak li se joqgħod minflok il-President meta hu ma jkunx hemm se jkun wieħed mill-Viċi Presidenti l-oħra, f'ordni ta' preċdenza mfassla mill-President. l-Ordni ta’ preċedenza hija: Viviane Reding, Joaquín Almunia, Siim Kallas, Neelie Kroes, Antonio Tajani, Maroš Šefčovič.

Il-passi li jmiss

Il-Kummissjoni l-ġdida trid tiġi approvata mill-Parlament Ewropew qabel tidħol fis-seħħ għal terminu li jibqa' sejjer sal-31 ta' Ottubru 2014. Il-Kummissarji nnominati se jidhru f’seduti ta’ smigħ quddiem kumitati Parlamentari mill-11 sad-19 ta’ Jannar. Il-vot ta’ kunsens fuq il-Kummissjoni sħiħa hu maħsub li jsir fis-26 ta’ Jannar. Fuq il-bażi tal-vot ta’ kunsens, il-Kummissjoni għandha tkun maħtura mill-Kunsill Ewropew. Imbagħad tkun tista’ tibda taħdem.

Se tagħmel dan fuq il-bażi tal-linji gwida ta’ politika għall-Kummissjoni li jmiss stabbiliti mill-President Barroso f’Settembru li għadda. Hu enfasizza fuq il-ħtieġa ta’ tmexxija tal-UE, li tagħti sura lill-globalizzazzjoni fuq il-bażi tal-valuri u l-interessi tagħha. Bħala punt tat-tluq beda mill-interdipendenza globali, hu fassal aġenda ta’ trasformazzjoni għall-UE, Ewropa li tpoġġi lin-nies fil-qalba tal-aġenda tagħha. Hu enfasizza ħames sfidi ewlenin li qegħdin quddiem l-Ewropa:

  • Nerġgħu nibdew bit- tkabbir ekonomiku llum u niżgura sostennibbiltà fit-tul u kompetittività għall-ġejjieni

  • Niġġieldu kontra l-qgħad u t-tisħiħ tal-koeżjoni soċjali tagħna

  • Indawru l-isfida ta’ Ewropa sostenibbli għall-vantaġġ kompetittiv tagħna

  • Niżguraw is-sigurtà tal-Ewropej

  • Insaħħu ċ-ċittadinanza u l-parteċipazzjoni tal-UE .

Il-prijoritajiet biex jintlaqgħu dawn l-isfidi se jiġu stabbiliti f’qafas ta’ għaxar snin biex iwassal viżjoni għall-UE fl-2020, li jagħti ħajja ġdida lill-ekonomija tas-suq soċjali inklużiva li hija l-karatteristika ewlenija tal-istil ta' ħajja Ewropea. L-allokazzjoni tal-portafolli ġiet strutturata biex twettaq din l-aġenda ambizzjuża.

Fl-ittri tiegħu lil kull Kummissarju li fihom stipula r-responsabbilitajiet il-ġodda tagħhom, il-President Barroso saħaq fuq ir-rwol essenzjali tal-Kummissjoni bħala l-mutur tal-isforzi tal-UE biex tindirizza l-isfidi ta' għada, kif ukoll l-opportunitajiet il-ġodda pprovduti permezz tat-Trattat ta' Liżbona. Hu tenna l-impenn tiegħu għal aġenda prattika ta’ regolamentazzjoni, b'rispett lejn is-sussidjarjetà u l-proporzjonalità, iffukata fuq valur miżjud ċar fil-livell tal-UE; b’attenzjoni partikolaru fuq ġestjoni finanzjarja soda; u b’rispett sħiħ lejn il-Kodiċi ta' Kondotta tal-Membri tal-Kummissjoni Ewropea. Hu saħaq ukoll fuq il-ħtieġa għal sħubija li tirnexxi mal-Istati Membri u l-istituzzjonijiet l-oħra, b'mod partikolari mal-Parlament Ewropew.
