In his new role, Mr Bearfield will be the legal representative and public face of EPSO, with responsibility for managing a staff of some 140 people, ensuring the effectiveness of the office's selection and recruitment procedures, and preparing its annual work programme and annual management report.
Currently, Mr Bearfield is head of the internal communication unit at the Commission's Personnel and Administration DG, on temporary secondment to the cabinet of Vice-President Kallas. As a member of cabinet, he advises on such issues as buildings policy, European Schools and staff appeals. As manager of internal communications, he is responsible for the Commission's intranet, for the weekly internal newspaper, Commission en Direct, and for sharing best practice across the Commission in the framework of the Internal Communication Network.
Mr Bearfield, a 42-year-old Englishman, has held a range of posts since joining the Commission in 1993, including member of cabinet for Vice-President Kinnock, assistant to President Prodi's transition team, assistant to the Director-General for Personnel and Administration, and editor-in-chief of Commission en Direct.
Prior to his career at the Commission, Mr Bearfield was a UK civil servant. From 1989 to 1991, he was at the Department of Transport; from 1991 to 1993, he was desk officer for transport and tourism at the UK Permanent Representation in Brussels.
Mr Bearfield will take up his new duties on 1 September 2007.
