LIFE-Ambiente: 59 milhões de euros para 103 projectos na UE para a promoção da inovação ambiental

A Comissão Europeia decidiu co-financiar 103 novos projectos no domínio da demonstração ambiental para o período de 2000-2001. O valor total dos projectos é estimado em 180 milhões de euros, 59 milhões dos quais provenientes do programa LIFE. O programa LIFE-Ambiente destina-se a contribuir para o desenvolvimento e aplicação da política ambiental da UE de forma inovadora através do financiamento de acções específicas. Os projectos seleccionados contribuem para as seguintes prioridades ambientais da UE: integração da dimensão ambiental no ordenamento e planeamento do território, promoção da gestão sustentável dos recursos hídricos, prevenção, reciclagem e gestão dos resíduos, minimização do impacto ambiental da actividade económica e política integrada de produtos. Entre os 103 projectos, os relativos às tecnologias limpas, à gestão integrada ambiental, à redução das emissões de gases com efeito de estufa e ao turismo sustentável são predominantes em número e em valor (33 projectos, contribuição da UE de 17 426 233 euros).

LIFE é um programa único que fornece assistência financeira a projectos ambientais e de conservação da natureza em toda a União Europeia e nas regiões limítrofes. O objectivo geral do programa LIFE consiste (através do financiamento de acções específicas) em contribuir para o desenvolvimento e aplicação da política ambiental da UE. O programa opera em três sectores: LIFE-Ambiente, LIFE-Natureza e LIFE-Países Terceiros. O orçamento total para o financiamento da UE do programa LIFE III para o período compreendido entre 2000 e 2004 é de 640 milhões de euros.

Dos 832 candidatos, a Comissão Europeia aprovou 103 projectos para o período de 2000 a 2001. Os projectos foram classificados por mérito pela Comissão juntamente com 62 peritos independentes.

O financiamento total disponível para o programa LIFE-Ambiente 2000-2001 era de 79 milhões de euros. Por fim, apenas 103 projectos foram seleccionados para beneficiar de assistência financeira, representando 59 milhões de euros de financiamento LIFE. A lista dos projectos seleccionados foi aprovada pelo comité de gestão do programa LIFE, composto por representantes do Estados-Membros.

A Comissão prevê recolher os benefícios desses projectos de demonstração em dois a cinco anos. Os seus resultados deverão melhorar a aplicação das políticas ambientais da UE nos cinco domínios prioritários de acção abrangidos.

Em seguida, é apresentado um resumo dos projectos financiados em cada Estado--Membro.

The RUMBA project targets urban environment issues in the city of Vienna (Magistratsdirektion-Stadtbaudirektion). It will lead to improvement of the institutional environmental regulatory framework (legislation, standards and guidelines) for construction sites.

With the project GOAL, the city of Graz will reduce the general level of noise and air pollution caused by motor traffic. This will be achieved through encouraging people to walk or cycle for short journeys and offering training to professional drivers. Prototypes of two interactive campaigns will be developed for increasing public awareness.

The project Biofuel Logistics and Production Plant"(ABEX GmbH, Vienna) will deal with reduction in greenhouse gas emissions. The plant foreseen will serve as a logistics centre for cost-effective collection, refining, processing, packing and shipping of bio fuels. As this project will meet predefined quality standards, it will improve the competitiveness of biomass as compared to fossil fuels.

The non-profit organisation "Gruppe Angepasste Technologie (GrAT)" will construct a demonstration house made entirely out of renewable building materials and with an annual energy requirement of less than 15 kWh/m2, from. The project will demonstrate the high functionality of renewable building materials.

In the Alpine region Grosses Walsertal a private association will carry out an integrated environmental management strategy for a small rural region covering 6 municipalities. The strategy will be based on the EU's EMAS (European Eco Management and Audit Scheme) regulation for the public sector, and will include development of the use renewable resources and a sustainable structure for tourism.

The aim of the international project "SMASH-EVENTS" is to develop a standard for integrated environmental management of large events (cultural events, music festivals, exhibitions). It will particularly focus on mobility management as applied to already existing practices to arrive at a reduced environmental impact of large events. The integrated approach is both preventive and remedial (waste management), with emphasis on prevention.

The project Membrane contactor for CO2 removal (FLS Miljø a/s) will tackle the problem of removing CO2 from flue gases in large industrial plants. Removal of CO2, using a membrane contactor is a highly efficient and cost-effective cleaning technology, requiring much less space than the traditional technologies. The project objective is to demonstrate this CO2 removal process at full industrial scale.

Electro-dialytic remediation of CCA-treated waste wood (Danmarks Tekniske Universitet). Laboratory experiments have shown the possibility of removing chromium, copper, and arsenic from CCA treated waste wood (both sawdust and wood chips) using electro-dialytic remediation. The objective of the project is to build a pilot plant and demonstrate the utility of the method at this scale. Estimates of the efficiency and competitiveness of the method at industrial scale will be made.

Eco-labelling of retail trade (Andelsforeningen Byøkologi Odense). The project aims at improving existing environmental assessment methods and eco-labelling schemes in order to set up precise measures for the reduction of environmental impact in retail trade.

The Bundesanstalt für Materialforschung und prüfung (BAM), Berlin, will demonstrate a new solution for the recycling of the sand fraction of demolition waste. This sand fraction can make up as much as 30% of total demolition waste. Its use as a replacement for natural sand as an aggregate in concrete production is not yet common practice. The project will show that - with a proper source selection and wet processing using a jig - the demolition sand can be generally used as an aggregate for concrete.

The major objective of the project managed by Werzalit AG + Co KG, Oberstenfeld, is the installation of a demonstration unit for the production of thermoplastic bound, weatherproof wood materials for outdoor use. The basis of these products is plastic waste (e. g. from packaging).

Another project, managed by Mineraloel-Raffinerie Dollbergen GmbH will build and operate a production-scale demonstration unit for the regeneration of used lubricants. The unit will produce new base oils, which are then recycled into high-quality lubricants.

The Nied and Sauer rivers (on the borders of the Saar, Lorraine and Grand Duchy of Luxembourg) drain a catchment area where intensive agriculture is present. The University of Saarbrücken will install a system for continuous remote control of the levels of chlorophyll and eutrophic substances in the water of these rivers.

The Gesellschaft für Qualitätsmanagement und Statistik mbH (Quodata) in Dresden will design and validate an analytical device and the procedure to detect endocrine disrupters at very low concentrations (less than p.p.t. concentrations) in the water cycle. The project focuses on the most potent estrogenic hormone, 17ß-estradiol.

The Global Nature Fund in Radolfzell, will develop model projects in Spain and Greece to demonstrate how wetlands can be managed in environmental, social and economic terms.

The coastal region Kluetzer Winkel in western Mecklenburg (Germany), the Danish island Møn and the Arcachon basin (France) will serve as demonstration areas for a project on integrated coastal zone management. It will demonstrate environmentally friendly regional development (essentially tourism) on areas previously used solely for agriculture.

The Technologie Transfer-Zentrum an der Hochschule Bremerhaven e.V, (TTZ) will develop a preventive methodology to enable European research and development (R&D) organisations to adopt environmental management systems compatible with EMAS II (European Environmental Management and Auditing Scheme) regulation.

Harzkliniken, Goslar, will introduce an integrated management system (environment and quality) in four European hospitals, compatible with EMAS regulation.

A project managed by the Bodensee-Stiftung will deal with issues of sustainable urban development. It will introduce an environmental management system for four municipalities in the Lake Constance region. This is expected to result in a continuous improvement of environmental quality standards in municipal development planning (land use, energy consumption, preservation and networking of natural habitats).

The Forschungs- und Entwicklungszentrum Sondermüll (FES) in Schwabach will demonstrate the feasibility of a new incineration device. This device converts organic waste liquids into pure oxygen, instead of air, using a low-emission, high energy-recovery method of decomposing water polluting and hazardous organic compounds into industrial effluents.

The GAV - Gemeinnützige abfall-Verwertung GmbHin Aachen, will develop a new recycling procedure which will make recycled expandable polystyrene (EPS) usable in insulating materials for the construction and building industry. Until now, only new EPS granules could be used for most purposes.

The project managed by Textil-Service Klingelmeyer GmbH & Co. KG, Darmstadt, will construct and test an innovative waste water recycling system on a large scale in a commercial laundry, as an example of production-integrated environmental technology. This recycling system a combination of biological treatment and membrane processes - has already been tested on a small scale.

Process development for an integrated olive oil mill waste management with natural antioxidant recovery and organic fertiliser production: The project will demonstrate that the management of olive oil-mill waste with and integrated recovery process is economically attractive, as it offers the possibility of financial used of bioactive substances in the waste water.

Mediterranean reservoirs and wetlands: The project will demonstrate an innovative approach in reducing the loss or degradation of historic wetlands in the Mediterranean region, where a large number of medium and small size reservoirs are being used to satisfy increasing demands for water. It will demonstrate the feasibility of perpetual multiple-objective planning and reservoir management on the island of Crete.

Sustainable management of E-waste in Greece will present a separate collection system (using a van) for electronic devices from companies and offices in the Attica region.

Green Games and Local Authorities: The project aims to improve the environmental management of the 2004 Summer Olympic Games in Athens, through the development and monitoring of EMAS ÉÉ. The system will be dedicated to the Games, its facilities and management. It will also provide guidelines for organisers of major sporting events.

Establishment, operation and demonstration of an innovative closed-cycle system of oil milling wastewater using the Fenton method in Sitia, and reuse of treated water and by-products in agriculture. The project will provide a viable large-scale solution to the oil-mill waste problem. This will be achieved through developing a treatment unit which allows reuse of handles all waste, including water. In practice this will increase the cost effectiveness of the method whilst allowing the oil-mills to operate in the same way.

Management of earthquake, construction and demolition waste in the municipality of Anï Liosia. The project includes :

  • demonstration of acceptable solutions for demolition waste;

  • development of systems for the treatment of demolition waste, using the latest technology;

  • reduction in the use of non-renewable resources such as quarries;

  • evaluation of potential markets for recyclable waste;

  • utilisation of inert material for the benefit of the local community.

Demonstration actions in the National Marine Park of Zakynthos. The project will:

  • promote the idea of integrated coastal zone management and sustainable development, through local initiatives amongst the economically active population in all sectors;

  • ensure that both the local population and visitors are informed about the importance of the conservation of the natural habitat

Participation in EMAS by the agricultural and livestock sector: The project will encourage small and medium-sized businesses in non-industrial sectors to adopt voluntarily the new EMAS Regulation. An innovative approach of gradually focusing on current existing difficulties will be used. The project will also demonstrate the environmental sector's potential for generating specialised employment and cost savings and increased efficiency in different agricultural organisations.

Integral sustainability in tourism. The aim is to create a comprehensive and exportable European tourist management model and to try out three new sustainable tourism products based on three resources : dinosaurs, transhumance and Celtiberain culture, all within a highly sensitive rural environment. Expected results are the definition of a catalogue of the impacts of domestic tourism, a 20% reduction in the cost of providing services and the creation of 10 direct and 60 indirect jobs.

Ecotasa Lanzarote. This project will explore the viability and application of an Ecotasa (environmental tax) model for the island of Lanzarote, as a step towards sustainable tourism. The island will be provided with a new financial tool that, along with other land use planning measures, will help limit the impact of human pressure, especially from tourism. The project will also create means of increasing environmental awareness in the tourism sector.

Mycovaldorba. This project aims to integrate different socio-economic sectors (rural population, processing industry, tourism and forestry) into the sustainable development of mushroom producing ecosystems. Ecological methods of collection will be developed, as well as regulations to protect mushrooms and their ecosystems.

Anella Verda Sustainable territorial Planning. The project will integrate environmental and sustainable development to the planning of green areas-in the Barcelona Metropolitan Region (RMB). There is a need to protect these areas from the pressure of increasing and intensive urban development. The project will develop three measures for restoring deteriorated outer urban areas.

Model for recovery and integration of water resources. Currently the major source of contamination in the Guadiato river is urban and industrial waste, often dumped untreated. In addition agricultural waste from the crop and livestock sectors has increased over recent years. This project aims to restore an ecologically sound and balanced development of the Guadiato river.

Treatment and recovery of metals from steelworks electrical furnaces. The project - through demonstration will perfect and validate an innovative process for treating steelworks electrical furnace dust so as to render this problematic waste inert. Zinc and lead will be recovered as metal and waste gas from the reactor will be used as an energy source.

Sistema ReIntegra. The project aims to :

  • improving the environmental balance in the timber sector through reduction in the production of inert waster and re-use of wood waste generated at each stage of production;

  • lengthen the life cycle of wood beyond industrial activities, through identification of sources of waste currently not used or under-used;

  • generate mechanisms and tools that permit SMEs in the timber sector to increase the efficiency of use of wood and to reduce environmental impact;

  • define the Reintegra system for optimising the sector's medium and long-term environmental performance.

Collection and recycling of pesticide bottles. In Almería, south-east Spain, there are about 40.000 hectares of greenhouses, the majority in the El Ejido area, which make extensive use of pesticides. They may be used at concentrations 200 times higher than in conventional agriculture. This has become a sensitive issue in recent years, especially as groundwater - the only source of water in the area has become contaminated. Another important problem is environmental damage caused by the large numbers of used pesticide bottles generated.

Personal computers new equipment. The project will implement a process for re-using and/or recycling obsolete personal computers and related electronic material, ad using components for the manufacture of new PCs for distributing free to social groups in need. A specific objective of the project is compliance with the Community's 3 Rs policy: reduce, re-use and recycle problematic waste and materials. In this way uncontrolled accumulation of environmentally dangerous materials in tips be avoided.

Tannery waste water recycling in leather industries. This project will demonstrate the technical and financial feasibility of recycling tanning bath waste on an industrial scale. A demonstration plant for treating and conditioning 25 m3 per day of tanning bath waste will be designed and constructed. The reuse of wastewater in the industrial process will permit maintenance of the physical-and chemical properties of the leather produced.

Prevention of volatile organic compound (VOC) emissions in industry. This project will demonstrate new technology for minimising emission VOCs by means of an innovative process for caption, conduction and elimination by catalytic oxidation. The technique will comply with the anticipated revision of Directive 1999/13/CE, which fixed a limit 150 mg/m3. This new technology will reduce direct and indirect effects of VOCs in the environment - in particular in the atmosphere and reduce potential risks for human health.

Environmental improvements in SMEs and town halls. The project aims to encourage the participation of SMEs and public bodies in environmental management systems based on EMAS. Measures designed to tackle the main obstacles hindering the adoption of environmentally friendly policies will be used.

The Tordera river's alluvial aquifer. Improvement in the quality of treated water will enable it to be reused to replenish the aquifer, to recover wetlands and irrigate agricultural areas. Also include is the removal of current pollution sites affecting catchment wells of neighbouring districts.

Co-composting procedures. The project will demonstrate that organic waste from human activity - household rubbish, solids from urban wastewater treatment plants and green waste from parks and gardens - are technically, economically and environmentally valuable resources.

Sustainable mycology management. The project includes the design and application of a demonstration mycological assessment and sustainable management model for a forest area with a very rich mycological diversity in the south of Soria province. The model should be easily transferable to other areas with similar characteristics.

Demonstration prototype for dye reduction. The project proposed by a company which develops machinery and equipment for the textile industry - aims to perfect a dyeing process using electrolytic reduction of dye colouring. The objective is total elimination of chemical reducers, which not only minimises contamination from dye-bath waste, but also allows easy recuperation and multiple reuse of dye-bath water. Atmospheric contamination caused by sulphur derived volatile compounds will also be eliminated.

Sustainable land management in woodland farming. This demonstration project will strive towards compatibility of agriculture and the environment compatible in the Doñaña area. Specific actions will (1) encourage farmers to adopt environmentally compatible production techniques, (2) improve the sustainability forestry farms through efficient management of land and water resources; (3) reducing sources of general contamination of surface and underground water from cultivated areas; (4) increase public participation in nature conservation (Natura 2000) areas.

Purification plant and rice straw composting plant. Rice straw is currently burnt after harvest, and the mud dumped on tips, due to the non-viability of straw collection. This project will set up an operational system to make collection of straw viable. It will comply with Community Directive 91/156/EEC and Communication 96/399, which give priority to the re-use, recycling and valuing waste under other management techniques.

Integral management of fishing industry waste. This project will deal with the problem of waste from the fishing industry waste in an important fishing industry location. Actions include :

  • creation of an integrated management organisation structure where all interests are represented;

  • development and optimisation of selective waste collection. Selective collection will be organised and developed at "Ecopuntos portuarios" (eco-points within fishing ports), designed for efficient selective collection. They will be specially indicated and also equipped for spreading and receiving information to and from users;

  • collection of waste from fishing vessels and their discharge at the port. A trial will be carried out fitting small containers (some with double compartments) to a number of fishing and leisure vessels to encourage waste collection.

North Ostrobothnia Regional Environmental Centre; Integrated management system for the Gulf of Bothnia. Environmental monitoring of the Gulf of Bothnia is currently the responsibility of five regional authorities, three Finnish and two Swedish. This situation causes problems in monitoring, especially in coastal areas. The objectives of the project are to arrive at a complete picture of the state of the Gulf's marine and coastal environment and the factors which affect it, and to improve the information exchange between the main actors.

South Savo Regional Environmental Centre; Role of the littoral area as a part of an optimal model for environmental monitoring and involvement of the local people.

The objective is to plan a cost-effective, broadly applicable, integrated monitoring system for the shores of the Vuoksi River basin. This system is to serve as a general essential tool for the management of water quality in river basins.

MTT Agrifood Research Finland; Eco-design and marketing model for rural products and services. The project will assess the potential of small enterprises to become more aware of eco-entrepreneurship, by identifying key environmental strengths which can be utilised in production and marketing.

The Regional Council of South West Finland; Coastal management strategy for south-west Finland. The project will develop and implement innovative and effective measures for integrated coastal zone management involving all relevant stakeholders. It will include the creation of decision-making framework to ensure that the area's special circumstances are taken into consideration.

Lohja Town; Integrated river basin management of Karjaanjoki. The project aims at restoring a healthy ecological status in the river basin and aquatic ecosystems using network of stakeholders and a wide variety of measures.

France

E-COPORT: The aim of the project is to reduce the volume of waste dumped in the sea and to reinforce protection of the marine environment. The system will generate a specific and optimised organisation of all waste management agents of a port, so as to achieve a respectful, professional approach to the environment. The project should meet ISO 14001 certification requirements (policies, procedures and installations).

Eco Design Interactive Tool - EDIT: The "End of Life Vehicles (ELV)" Directive set objectives to increase the recycled share of scrapped vehicles and reduce the leftover landfill waste to 16 % by 2005 and 5 % by 2015. Through the EDIT project, the Flexible Packaging Association (FPA) will apply an integrated approach to product design. This approach to vehicle parts design, which includes all environmental parameters throughout the product life cycle, will improve environmental performance.

EDEN : concerted eco-development around the Narbonnais ponds. With increased human pressure on these Mediterranean lagoons, the EDEN project intends to bring together all local stakeholders in economic development and regional planning to achieve wards a common, combined local development based on:

- rational use and improvement of the Mediterranean lagoons' natural resources;

- reduction in environmental pressure from human activity;

- promotion of environmentally compatible economic activity.

Geo-sanitation, evapotranspiration of sewage water - GEOASSEV: The project will demonstrate the feasibility and reliability of an innovative individual or semi-collective wastewater treatment system for both small seasonal and permanent communities in sensitive coastal areas. Tests will be performed on sewage effluent and different soil, ground water and climate conditions. The project aims to improve the chemical and bacteriological (bathing) quality of surface water, and to conserve water resources by using wastewater for irrigation.

Sustainable Mobility Initiatives for Local Environment - SMILE: The project aims to reduce the negative impact of urban transport by promoting and demonstrating sustainable mobility initiatives in cities. The existing car-free day initiative in some member states will be extended geographically and supplemented with resources, models and recommendations.

Real time management and co-ordination of an urban sanitation system with respect to the quality of the natural environment - PISYS: The project aims to define a rain and waste water flow management strategy, through integration of on the input side. This will make it possible to direct water flows to any of a purification plant, natural water courses or effluent storage basins, according to water quality and environmental parameters.

The Application of Environmental Performance Evaluation and EMAS to Achieve and Report Regional Environmental Improvement: The project will set up a pan-EU network delivering environmental performance evaluation and environmental management systems. It aims to support continuous improvement in environmental performance in organisations across the EU, through innovation and application of the environmental performance evaluation model and transfer of knowledge between member states. The project will work with 250 organisations in developing a comprehensive set of environmental performance indicators to be used for resource management, greenhouse gas emissions, regulatory controls and environmental reporting.

Community-Based Action for Prevention, Re-use and Recycling of Waste Electrical and Electronic Equipment: The project will develop and implement a model for recovery and recycling of IT equipment in the Dublin region, through the creation of a permanent partnership of public, private and non-government sectors. For waste electrical and electronic equipment that cannot be re-used, the new enterprise will provide the latest installations for their recycling, recovery and disposal. The initiative will generate employment and training opportunities for local people and help against social exclusion in the region.

Four projects are devoted to sustainable tourism. The Municipality of Jesolo intends to reduce the environmental impact of tourism by applying the Integrated Product Policy approach. The Municipality of Tuenno will implement innovative planning tools for the conservation and management of environmental resources in an alpine area. The Provincia of Rimini will improve integration between tourism and environmental strategies in an area of high tourist density. The Municipality of Faenza intends to restore green areas that have suffered from poor upkeep. The site of a former sandpit will be used as a visitor centre, a measure to increase local environmental awareness.

In the field of integrated environmental management, the Municipality of Villasimius will contribute to the wider adoption of EMAS in planning and management, with the goal of improving environmental protection. The Provincia of Vicenza will reduce the negative environmental impact of the tanning industry in the Chiampo Valley district, through involvement of all stakeholders, and at the same time encouraging the continuation of industrial development.

Two projects are devoted to integrated coastal zone management. The Provincia of Taranto will execute a plan for safeguarding the Ionian Salentina coast. The parco nazionale delle cinque terre will undertake a series of environmentally and economically compatible actions to protect and restore part of the Cinque Terre.

The municipality of dozza will plan and guide public and private anti-pollution and erosion control works in the Sellustra river catchment.

In the field of Eco-design, Consorzio casa toscana seeks apply environmental sustainability techniques to the manufacture furniture and fittings.

DROP-WISE: This project will demonstrate at an appropriate scale - the feasibility and cost effectiveness of integrated water management in European towns and cities. Innovations include separate drainage of rainwater from paved areas and roofs directly into surface water courses; use of rainwater in a "grey water system" for toilet flushing, car washing and fire fighting; and prevention of generalised pollution through interconnection of the "clean" and "grey" water systems.

Implementation of smart pump-and-treat through diverting the natural groundwater flow: The project aims to:

    1 protect groundwater through implementation of innovative technology to control sources of pollution and prevent spreading of contamination;

    2 demonstrate a slow and controlled pumping technique for slow release of contamination from sites, in combination with a groundwater diversion system to stop the groundwater flow on "hotspots";

      remedy different types and concentrations of contamination using a variety of natural methods.

Demonstration of integrated total water management for a cluster of 7 industries: The project will promote a total water management through partnership for existing industrial areas in order to:

  • minimize extraction of valuable groundwater through collection and use of surface water;

  • prevent run-off of nitrates and heavy metals into surface water;

  • implement internal good housekeeping measures;

  • reduce water-use, including in water based energy and chemical production;

  • find synergies between different wastewater systems.

RAS. Many existing sewerage systems give rise to pollution of ground and surface water due to of leakages and poor overflow capacity. Furthermore peaks in discharge coincide with overflows due to rainwater. The project will introduce a new system (Smart Flow) which uses an existing sewage system but where the amounts of rainwater entering the treatment plant is limited. Pumping stations will be less subject to peaks in flow less liable to capacity problems.

Zero Emission Lacquer: The project will provide:

  • full scale demonstration of a zero emission, three component for the metallurgy industry, which meets the produced to very high requirements of this sector and can be applied by modern spray painting equipment;

  • immediate reduction in the environmental impact of the product and improvement in working conditions (reduced inhalation carcinogens);

  • active publicising of the results in the European metallurgy paint production sectors.

Detective: Liquid CO2 can be a competitive replacement for perchlorethylene (a probable human carcinogen) and other solvents used for cleaning textiles and leather in dry-cleaning. The project will demonstrate a "clean" and sustainable prevention and recycling process that replaces existing organic solvent processes.

Equation, Demonstration and dissemination project for stimulating architects and local government to build sustainable with help of innovative design tools: EQuation will show that the common language in the earlier developed ECO-Quantum (NL) and ENVEST/EcoHomes (UK) tools will reduce the environmental impact of buildings in a quantifiable, reproducible, and efficient way. The EQuation project will enhance and demonstrate the tools and disseminate the results. EQuation aims at policymakers, designers, clients/principals, building companies and interest groups/consumers and at closing the gap between research results and real life planning and building. The project can be characterised as a dissemination, demonstration and implementation project.

Demonstration project Plus Punten Rotterdam: This project will demonstrate the effectiveness of a sustainable incentive card, 'PlusPunten' (plus points) in Rotterdam. The card serves to reduce the environmental impact of consumption and change consumer patterns of the general public towards sustainable consumption.

Increased demand for sustainable consumer products should lead to an increase in their supply, which would be to the advantage of sustainable production methods.

Specifically targeted are public transport; separate collection and recycling of waste and green financial products. The PlusPunten project covers the Rotterdam Area with 600,000 inhabitants.

Eco-labels for sustainable Tourism in Europe: The project will demonstrate how Eco-labels can be an effective instrument towards introducing sustainability in the European tourism industry. Environmental indicators and standards will be incorporated into requirements for eco-labels. Partnerships will be used to define common standards, joint promotion and a high level of transparency for eco-labels. An information exercise will increase awareness of Eco-labels and environmentally compatible tourism to both businesses and consumers, particularly during 2002 (UN Ecotourism year).

Arboritec AB; Low solvent lacquers based on new binders.

Lacquers are essentially a combination of a chemical binder, a colouring agent and a solvent. Solvents are often poisonous and environmentally harmful. However, it is possible replace organic solvents with water. The project aim is a wider application of a new type of binder developed by the beneficiary. The project will demonstrate the use of this low solvent lacquer technology to distributors, industrial users and consumers.

Municipality of Växjö; European ecobudget pilot project for local authorities steering to local sustainability: Environmental budgeting has come about through international concern for the integration notion of the sustainability concept into environmental management. The project deals with topics in the 6th Environmental Action plan. A lack of overall framework and practical methods and instruments for integrated local political decision-making on sustainability has been identified. The project aims at implementing sustainable management into the administration of 9 local authorities in Germany, Greece, Italy, Sweden and the United Kingdom.

Avesta Sheffield AB; Recycling of nitric acid from waste pickling acid by electrodialysis:

Pickling is a chemical process of removal of oxides from the surface of stainless steel in which strong acids, mainly nitric acid, are used. The resulting effluent contains nitrates responsible for eutrophication in watercourses. The project will build a full-scale electrodialysis plant for nitrate recycling which is fully integrated in the usual acid handling process. The procedure will be encouraged in the several plants run by the beneficiary.

Norrmejerier ekonomiska föreningen; Recycling of dairy residues and energy recovery: Dairy processing produces a large volume of wastewater, whey and other organic waste. This waste is similar in all dairies and can be recycled. The project includes the design and construction of a demonstration plant which completely recovers high value protein and energy-containing fats from dairy wastewater. The residues are treated and re-used, and heat energy is recovered from the wastewater.

County Forestry board of Västerbotten; Demonstration of use of satellite images, estimations and www in forestry to protect nature and prevent environmental accidents: Increasing emphasis on sustainability in forestry management requires the development of new methods for planning and monitoring forestry operations. Satellite imagery and web applications can be used to identify environmentally valuable or sensitive areas in forests. The project will develop further methods for ensuring sustainable forest management, including environmental protection. Environmental accident prevention in forestry operations using new technology will be demonstrated for a range of European forest types.

Metalworking on an industrial scale often requires the different sorts of oils for lubricating and cooling metal and tools. These lubricants are usually an environmentally problematic and difficult to recycle.

The project will develop 2 applications to deal with environmental problems. In the first - a dry method - the components to be worked are cooled and lubricated using a carbon dioxide and vegetable oil vapour. The result is easier treatment and disposal of the waste compared to existing cooling methods. In the second application, environmentally friendly and recyclable oil is used. Use of harmful preservatives is reduced through filtration and the lubricant is almost 100% recyclable.

Svenska Retursystem AB; Integrated reusable plastic crates and pallets, eliminating package waste, sustainable distribution of everyday commodities in Europe: There are approximately 250.000 storage points in the whole EU. Each year around 280 million pallets are used to transport eight billion crates of goods from producers to these stores. Most are discarded or recycled into paper of packing material. There are no common standards, each business sector and manufacturer having their own system. The project will perform a full-scale demonstration and evaluation of the functionality and effectiveness of Reusable Transport Items (RTI). The demonstration will be run in the county of Scania and in and Stockholm. The demonstration in Scania concentrates on the technical characteristics of RTI use whilst the one in Stockholm will deal with interregional logistics and communication when using RTIs.

County Forestry Board Mälardalen; Demonstration of ways to increase peoples' recreational benefits from urban woodlands: Eighty per cent of the population of the EU live in urban concentrations of at least 10.000 people and 20 % live in cities with more than 250.000 inhabitants. Most of the population has become estranged from the woodlands that formed the natural living environment during most of man's evolution. The project will demonstrate ways of increasing and improving urban woodland recreation for the general public and assist in the establishment of pilot recreational areas in Sweden and France.

Peer Reviews for European Sustainable Urban Development: The project consortium will use the OECD peer review methodology to create a pan-European method for measuring and encouraging sustainable development in Europe's cities. The methodology will be tested in 8 cities (Newcastle-upon-Tyne, Birmingham, Leipzig, Malmö, Nottingham, The Hague, Venice and Vienna), and include two pilot performance assessment rounds. The partner cities will implement action programmes to achieve improvements in sustainable urban development performance of 10 to 25% in all cities.

Reuse Enterprise and Local Initiatives for Sustainable Economies: The project will test and support infrastructure and related initiatives to reduce the volume of electronic office equipment waste in a large urban area. It will focus on equipment from central London businesses re-used by the communities in neighbouring disadvantaged areas. The aim is to divert an average annual 7000 items of IT and other office equipment waste from landfill or incineration, redistributing these items to the voluntary and community sectors.

The Ythan Project - Sustainable Land Management in the Ythan Catchment: The project will assess the value involving the larger community developing sustainable land management practice in the river Ythan catchment area, Scotland's first large-scale designated nitrate vulnerable zone. The hypothesis that bringing together local people together to find solutions gives more effective results through better targeting, promotion, integration and acceptance of actions. The project will introduce measures to help reduce inputs of a range of pollutants, thereby improving the quality the river and estuary ecosystems. The evaluation will be used to produce a conceptual model for co-operation between local communities and statutory bodies on land management issues in river catchments.
