Luxembourg, 20 November 2012
First report of the European Court of Auditors on the main income support scheme for farmers in the New Member States (known as the single area payments scheme - SAPS). This report provides an in depth assessment of the main weaknesses, such as payments made to beneficiaries who are not (or only marginally) involved in agriculture, payments in relation to abandoned land or land devoted to non agricultural activities, payments made to state entities, strong concentration of aid on few but large beneficiaries etc, which need to be addressed to improve its sound management. The report is a contribution to the ongoing discussions on the reform of the Common Agricultural Policy.
The report will be presented to the press and the public by Mr Michel Cretin, Member of the European Court of Auditors.
