The news:
The European Commission will propose, on the 26 October, a better, more predictable and more expedient organisation of EU response to natural and man-made disasters inside and outside the Union. The Communication will outline the possible new steps in this direction - first, defining the main types of disaster scenarios, second, identifying the assets needed for efficient response and the existing resources that member states could pool for coordinated action, and ultimately - suggesting improvements in the Commission's coordinating role in the deployment of different European capabilities.
The background:
Because of climate change, industrialisation, urbanisation and terrorism, disasters are becoming both more common and more destructive - their number has risen fivefold since 1975, and the damage they have caused is substantial, both in Europe and around the world. On a global scale, disasters claim an average of 85 thousand lives each year, affect 230 million others, and incur losses of $86 billion (about 1/4 percent of global GDP).
When disaster overwhelms a country, or spread beyond national borders, the delivery of international resources and expertise can save lives and reduce economic and social damages. The European Union has long provided coordinated disaster response, through the Civil Protection Mechanism. Helping each other, and providing disaster relief around the world, has been a flagship example of EU Member States' solidarity.
The European Parliament has repeatedly called for better coordination among Member States and strengthened capacity of the EU in responding to disasters. Among EU citizens, 90 percent also support a stronger EU response when disasters strike, Eurobarometer has shown. The upcoming Communication is the Commission's initial response to these needs, and a step toward putting them into practice.

Tuesday 26 October 2010: Galileo: Signature of major contract leading to initial services in 2014
The news:
Vice President Tajani will announce the signing of the contract for operations for Galileo, Europe's global navigation satellite programme The European Space Agency will sign this major contract with industry on behalf of the European Commission.-The contract has a total value of €194 million and is another major step in making Galileo a reality.

Wednesday 27 October 2010: Commission adopts strategic priorities for 2011
The news:
On 27 October the European Commission will adopt its work programme for 2011. It will review the achievements of the 2010 Work Programme and will set out the concrete agenda for its work in 2011 and beyond. The Work Programme for 2011 will include a list of strategic initiatives to be delivered, other major proposals until the end of the mandate of this Commission and a list of simplifications and withdrawals.
The background:
The 2011 Work Programme will be the first adopted under the new programming cycle agreed between the European Commission and the European Parliament in their new Framework agreement.
The process was initiated in the beginning of September with President Barroso’s State of the Union address and the letter he sent to the members of the European Parliament outlining the main elements of the future Work Programme. This was followed by an exchange of views between the European Commission and the European Parliament on the priorities of the Union.

Wednesday 27 October 2010: European Commission sets out plans to enhance the Single Market by strengthening citizens’ rights and building trust to boost economic growth
The news:
On October 27, 2010 the European Commission will set out a series of measures in two reports to increase confidence in the Single Market by strengthening the economy and enhancing citizens’ rights. In the EU Citizenship Report, the Commission will outline concrete solutions that it will take to ensure that European citizens can fully exercise their rights to free movement. Citizens should feel comfortable if they travel, study or settle abroad no matter where they are in the EU. The Single Market Act will be a set of 50 actions aimed at achieving a highly competitive social market economy with sustainable economic growth based on renewed citizens and business confidence. Actions are to be implemented by the end of 2012, the 20th anniversary of the Single Market.
The background:
Free movement is a core right in the European Union. Businesses and citizens have reaped huge rewards as the EU steadily broke down internal barriers to goods, services and people. The Single Market of goods, services, people and capital is one of Europe's main competitive advantages. Its further deepening and development will be one of Europe's best sources for equitable and sustainable economic growth. The Single Market Act is the culmination of both President Barroso's announcement in September 2009 of his intention to re-launch the Single Market, as well as the Monti Report which outlined a package of initiatives to strengthen the Single Market.
President Barroso also stressed the need to reinforce EU citizenship by giving real effect to EU citizens' rights. He committed the Commission to drawing up a comprehensive report on how the EU can remove obstacles that citizens face when they source goods and services across national borders.

Wednesday 27 October 2010: Commission presents Mid Term Review of 30 major European infrastructure programmes
The news:
European Commission Vice President Kallas, responsible for Transport, will present the first Mid Term Review of 30 priority European infrastructure projects (set out in the TEN-T programme 2007-2013). The review will present a "snap shot" showing the state of play of each project in terms of completion and financing.
This is the first time the European Commission will carry out a "mid term review" half way through a TEN-T (Trans European Networks) funding period, in this case for the funding period 2007-2013. The aim is to increase transparency and accountability of the Trans European Networks Programme and in particular to ensure value for money spent at European level.
As part of the mid term review, and given the difficult economic circumstances, Vice President Kallas will on Wednesday announce, for the first time that certain major infrastructure projects - which are credible but facing difficulties in the economic crisis - will be granted a two year extension so that European TEN- T funding for the period 2007-2013 can be used until 2015. The Vice President will also announce that for certain projects which at this mid term stage are no longer credible, EU funding will be cut and re-allocated.
The background:
The idea of Trans-European Networks emerged by the end of the 1980s in conjunction with the proposed Single Market. It made little sense to talk of a big market, with freedom of movement within it for goods, persons and services, unless the various regions and national networks making up that market were properly linked by modern and efficient infrastructure.
A large number of projects of common interest have benefited from financial support of the Community budget through the TEN-budget line as well as the Structural Funds and Cohesion Fund. The European Investment Bank (EIB) has also greatly contributed to the financing of these projects through loans.
The total cost of all TEN-T projects for the period 2007-2013 is €390 billion and the total cost of the 30 priority projects is 154 billion (the total contribution from Member States and the European Commission).
This first ever mid term review of spending for the budget period (2007-2013) focuses on the 30 priority projects which were specifically target for funding in 2007, at the outset of the TEN-T programme.

Wednesday 27 October 2010: Joint Research Centre Annual Lecture – Climate services: fit for purpose?
The news:
This year's lecture "Climate services: fit for purpose?" will be delivered by Yvo de Boer, former UNFCCC (United Nations Framework Convention on Climate Change) Executive Secretary, currently working for KPMG as Special Global Advisor for Climate Change and Sustainability.
There is an increasing need for in-depth knowledge of climate change and its consequences for societies and businesses. In particular, the information most urgently needed by decision-makers and resource managers is how climate will change in specific regions in the decades ahead. In response to this demand, the idea of having ‘climate services’, tailored to the needs of specific end users and delivered on demand, has being discussed. Is it feasible to develop such decision-relevant and science-based services? What are their limitations? These questions will be raised during the JRC Annual Lecture.
The background:
In 2009, to mark the 50th anniversary of the inauguration of the European Commission's first research site in Ispra, Commissioner Janez Potočnik and JRC Director-General Roland Schenkel launched a new JRC initiative that became a centre-piece of the JRC's annual calendar. Each year, a guest speaker gives a keynote public address on a scientific issue of global importance.

Wednesday 27 October 2010: Towards a fairer and more efficient retail sector in 2020
The news:
On 27 October 2010, the European Commission will organise a conference which brings together representatives of the Member States, members of the European Parliament, associations and companies representing suppliers, retailers and other actors of the retail supply chain, consumer associations, trade unions and other relevant non-governmental organisation. The objective is to examine the challenges facing retail services in Europe and identify future priorities.
The conference will include keynote addresses and discussions on the following agenda items:
Accessibility to affordable retail services. Access to different retail outlets and development of e-commerce. Commercial property and urban planning
Towards more sustainable retail solutions. Role of retail in consumers' sustainable choices. Convergence of the multitude of quality and ethical schemes. Access to commercial communications and impartial information.
Contractual practices in B2B relationships. Contractual practices and their impact on sustainability and innovation. Regulatory and non-regulatory models seeking to address these issues.
Social challenges that the retail sector is facing. Importance of the retail sector for the EU employment. Working conditions. Skills /needs mismatch.

Thursday 28 October 2010: An industrial policy for the globalisation era
The news:
Vice President Antonio Tajani, European Commissioner for Industry and Enterprise will present a communication on a renewed industrial policy. Reinforcing the EU’s strengths in producing high quality goods will be crucial for economic recovery and for putting Europe on a path towards resource efficiency and sustainability. The communication aims to improve the framework conditions for European industry and facilitate the transformation towards a low carbon economy, mastering globalization and innovation. The Commission will also present the Competitiveness Report 2010 and a report on Member States competitiveness performance and policies.
The background:
"An industrial policy for the globalisation era" is a flagship initiative of the Europe 2020 strategy adopted by the Commission last March. Together with the other Europe 2020 initiatives, it aims to boost growth and create additional employment in Europe. One in four European private sector jobs is in industry, and another one in four depends on industry either as a supplier or as a client. In addition 80% of all private sector research and development efforts are undertaken in industry. The sector is a driver of innovation and a provider of solutions to the challenges facing our societies.

The news:
The general objective of the Nuclear Waste Directive proposal is to set up an EU legal framework for the management of spent fuel and radioactive waste.
The background:
The final disposal of radioactive waste and spent fuel concerns all European citizens, as it raises questions of safety, security and health.
This concerns all types of radioactive waste and spent fuel whether it comes from Nuclear Power Plants or medical waste and all management steps from generation to final disposal.
Radioactive waste and spent fuel are produced in many activities such as nuclear electricity generation, spent fuel reprocessing, radioisotope applications in medicine, industry, research, etc. Consequently a wide variety of radioactive waste is generated which results in a wide variety of options for their management.

Tuesday 9 November 2010: The European Commission adopts the 2010 Enlargement Package
The news:
On 9 November, the 2010 Enlargement package will be on the agenda of the Commission meeting. This will be the first enlargement package of the new Commission. It will comprise a Strategy paper, the Opinions on the membership applications by Montenegro and Albania and seven Progress Reports on the other candidate countries and potential candidates.
The background:
The Commission adopted its annual strategy document explaining its policy on EU enlargement. The document includes also a summary of the progress made over the last twelve months by each candidate and potential candidate.
The current enlargement agenda covers the Western Balkans, Turkey and Iceland.

Tuesday 9 November 2010: The European Commission launches consultation on the future of the Development Policy
The news:
In a changing environment, including the entry into force of the Lisbon treaty, the global political and economic situation, and renewed relations with Developing countries based on partnership, the Commission wants to open a dialogue with all interested people on how best leverage on these new realities to improve the impact of EU aid. The final objective of the Commission is to accelerate progress towards the MDGs and poverty reduction, by ensuring that its aid makes a difference, and supports an inclusive and sustainable growth in developing countries. The Green Paper on "EU development policy in support of inclusive growth and sustainable development: Improving the impact of EU development policy" will open the debate on different issues related to EU aid instruments, but also to areas such as good governance, sustainable development, economic growth and inclusive growth, food security and agriculture.
The background:
The recent UN Summit on the Millennium Development Goals (MDGs) acknowledged that significant progress has been made towards achieving some of the goals, but a lot remains to be done. The EU is firmly committed to the achievement of the MDGs globally by 2015 and has, in the past ten years and in particular since the adoption of the European Consensus on Development in 2005, improved its policies and aid effectiveness in support of development. However, aid alone can not pull countries and populations out of poverty. It can nonetheless be used as a catalyst to leverage policies and financing, thereby contributing to an enabling environment for growth and poverty reduction.

Tuesday 9 November 2010: The European Commission presents views on the Africa – EU Relations
The news:
Three years after the launch of the Joint EU-Africa Strategy, and few weeks before the Africa-EU Summit due to take place from 29-31st November, the Commission will present policy proposals on how to strengthen the long-term cooperation with Africa. This will be part of the overall reflections on the future of development Those proposals focus on global challenges that have to be jointly addressed by the two continents such as Peace & Security, Climate Change and Energy, the MDGs including food security, the issue of inclusive and sustainable growth. These issues will also be discussed between Heads of States during the third Africa-EU Summit in November 2010.
The background:
The Joint Africa-EU Strategy (JAES) adopted in 2007 defines the long-term policy orientations between the two continents. The third Africa-EU summit in November 2010 will be the opportunity to reaffirm and strengthen the partnership. The Commission's communication suggests ways to do so.
The EU and Africa have to make their relationship even more responsive to the immediate challenges and long-term shifts in the international balance of power. A closer and more strategic relationship between Africa and the EU will benefit citizens on both continents. A stronger alliance to preserve shared interests in international negotiations will ensure greater collective impact and increase the chances of successfully addressing word problems.

Wednesday 17 November 2010: Communication on the future of the CAP (Common Agricultural Policy)
The news:
The Commission Communication on the future of the Common Agricultural Policy (CAP) will look at the main objectives of the CAP in the years ahead – and the concept for organising the policy instruments which are best suited to achieving these aims. In the wake of a public debate earlier this year, three main goals/challenges have been identified – Safe and sufficient food supply; sustainable management of natural resources; and the balanced development of our rural areas. These objectives should also be seen within the context of the global Europe 2020 aims of sustainable, smart and inclusive growth. N.B. This Communication is purely a discussion of principles and concepts, and no budgetary figures are given.
The Communication will be discussed by Council, European Parliament, Committee of the Regions and the Economic and Social Committee, and will also be accompanied by a public consultation. On the basis of these discussions, the Commission will come forward with concrete legislative proposals for the post-2013 in the middle of 2011. Following the entry into force of the Lisbon Treaty, the reform will need to be agreed under co-decision with the European Parliament.

On 12 April 2010 Commissioner Cioloş launched an extensive debate across the EU to seek views of both stakeholders and society at large on the future of the Common Agricultural Policy, its objectives, principles and contribution to the 'Europe 2020' strategy to inform the preparatory work for the decision-making process. It raised 4 very fundamental questions - Why do we need a common agricultural policy? What do citizens expect from agriculture? Why reform the CAP? What tools do we need for the CAP of tomorrow? – and stimulated nearly 6000 contributions.
In July, a Conference was organized with a view to bring together the varied opinions presented during the public debate and to provide the opportunity for further discussion around the 4 questions. The ideas that emerged from the public debate and the Conference have helped the Commission to develop the Communication on the CAP after 2013, which will be presented on 17 November.
