The ongoing talks on a Trade in Services Agreement (TiSA), among countries representing 70% of world trade in services, should deliver a deal that eases EU firms' access to international markets but does not force EU, national and local authorities to open up public services to competition, or otherwise restrict their right to regulate in public interest, say MEPs.

The Council discussed Syria and developments in the region. It expressed full support for UN Security Council resolution 2254 endorsing a "roadmap" for a peace process in Syria and setting a timetable for talks.

On 16 January 2016, the Council lifted all nuclear-related economic and financial EU sanctions against Iran. This follows verification by the International Atomic Energy Agency (IAEA) that Iran has implemented the agreed nuclear-related measures as set out in the Joint Comprehensive Plan of Action (JCPOA).
